Official message from the Highest Ruler Jualin IV

Greetings, people of the Empire and any others who may be viewing this message.
For many years now, we have realised the threat our normally peaceful little Empire faces from others, including our violent neighbours. Now we have come up with a plan, but it will mean great sacrifices from you all.

What we plan to do is to gather to us the homeless, the orphaned, those on the edges of the Empire and the tribes from beyond the beginning of it who still live in the uninhabited areas. We will greet them with open arms and show them the way to join us and play a part in protecting the Unity of Freedom--we shall train them into a new army, one that is so grateful for the ones who took them in when all others turned them down, that they will possibly even give their lives for us without a second's hesitation.

Yes, it will cost us a lot, and that will make the Empire weaker...but only for the short term. In the long term, our Empire will remain safe for a long time, and so will be sheltered from the outside while it recovers. So there will be sacrifices for all of us, but only for a better life afterwards for a far longer time.

There is another problem though: I am old, nearing the end of my life and my rule. I will have to pass on the purple elder wolfskin robes of Honour and Death to another, and perhaps they will not see what I saw in my plan and abandon it. But I have hope that my plan is good for all to see, especially the intelligent loyal ranks of those who seek to take over after me.


So, my Empire, we must sacrifice a little, to get far more for a far longer time. I hope you will join me, for I am your Highest Ruler, and you all must unite under me...for Freedom!

Things were not going well for the Black Hunters, whose mission it was to actually get the unfree to unite with them. Those working in the cities were doing well--with the promise of food, shelter and a return to normal life, they came to the Hunters instead of the other way round.
But Lord Johnaval, in the forests near the South-western mountains, was having far more trouble. For a start, he couldn't find the village he should be at already, and groups of Hunters always worked as one--they moved in, did what they had to, and moved out again. This was the most efficient way, as the Empire had taught them. If he couldn't work with them, he couldn't work properly.

To his relief, Jhonaval finally found the village. He would have to move fast, or be left behind by the rest of the Hunters, who would be rewarded for their work. He searched round for where he thought the leader of the tribe would be, and headed for a temple-like building at the end of the village. He threw open the doors and swept in, trying to look his best and most imposing, making them fear and want to join the Empire. Instead, the reaction he got was the Elder calling the guards in the tribe's own language. Jhonaval paniked and drew his weapons, only to cause an even greater number of guards to enter to try and restrain him. Calm, Jhonaval, calm. Think... he paused and worked it out in his mind. Without their Highest Ruler, the Empire would be nothing...if I kill the leader, the village will have no one to turn to but the Empire!
He leapt towards the Elder and sliced his head clean off his shoulders, holding it up for the guards to see. "Your leader is dead!" he roared, "Who is there to lead you now but the Empire?" Once again, the reaction of the village was not as he had expected. The guards called out and soon the whole tribe was upon him, all intending to rip him to shreds for such a crime as to kill their Elder.

Hello, and welcome to the Honour and Death Approved News Channel. In today's news, the Highest Ruler has declared the creation of the New Army a sucess...and has also been taken ill. Our 70-year-old Highest Ruler Jualin IV may not live long, but he has ruled over us for United Freedom many good years. It is time for him to make one last descision--which of the Black Hunters will take over after him?

Popular with our Highest Ruler, Lord Jhonaval, though not a High Ruler or even a Ruler at all, was seen by many as the Highest Ruler's choice. However, he has not been seen since going out with a group of other Black Hunters to recruit tribes to the New Army.
Instead, the next Highest Ruler is likely to be his Leader--Ruler Damlark. He's known to support the idea of the New Army greatly.

So, the descision will be made sometime soon. Now, in other news...


Ruler Damlark switched off the TV and lay back on the sofa. His plan had worked, and the only person standing in the way of his Highest Rule had been eradicated. Things couldn't be any better...
