Ronald Dash briefly read his notes again, the ones he had scrawled on the back of a business card. Knowing that if the person or persons he was meeting with were unhappy with the long list of progressive reforms that his government was intending to carry out, the Chinese could well side with the Chileans. Still, the Xiannese had aligned themselves with the strainist Dra-pol, so miracles could happen.

The notes he had scribbled down, he was reading them.
"No long term commitments"
"No military basing"
"No concentration camps"
"No chinese jokes"

The door opened.

"Mr Dash, you may come in now. Represent China will be..."

"Chauffuer, take me there." Gen. Liu handed the driver a small note before adding a clip to his sidearm and holstering it.

Two were in a regular Hongqi, with windows tinted black. He decided not to take the regular car or the body guards. It was going to be a long drive to the outskirts of Beijing. Throughout the trip, Liu thought about further action to be taken against the pro-Dra-pol factions in Congress. As long as there's a Chinese army, the lunatics won't have it their way. He thought about 'Project Longbowman' coming from the artillery works of China's northeast.

Did the receptionist just mention the name Liu? Either it was an uncanny coincidence or he was going to meet the actual ultra-nationalist General, the former head of the Chinese military Junta, rumoured by some news networks to have acutally pulled a gun on Taiwan's president Chen during the old days. Of course, Dash could be shot by him and Bolivia could do nothing about it.

He waited patiently as Liu's motorcade pulled up outside the building.

After stepping out and telling the chauffeur to drive back. He walked up to the guards at the entrance.

"General Liu Tongzhong. Unit number 1001097865." He showed the guards at the entrance his pass. They saluted, he saluted back before the usual "At ease, soldiers."

"Mr. Dash has arrived, General sir."

"Well, has Mr. Yeh?"

"No, sir. He is still meeting with Mr. Shinseki and said he won't make it. Here's a note."

"Liu,
Still with Mr. Shinseki. We are closing in on a Mutual Defense Treaty with the Japanese. This will help us keep the Koreans at bay. I think it is best you take hold of the command. I am sure your judgement is well intentioned.

"Right. Thank you for the reminder, soldier. My hardwork can sometimes confuse me." Liu spoke calmly admitting to his mistake before entering to meet Mr. Dash.

As he walked into the conference room where Mr. Dash was waiting, Gen. Liu removed his beret and introduced himself. Seeing that the visitor is White, Liu's choice of words will be careful- starting with his own name.

"Ahh. Glad to see you Mr. Dash, I'm Albert Liu."

"It is an honour to meet you. I hope you are all well. So shall we get straight to business? Would you like some Bolivian-style corned-beef sandwiches while we talk?"

Ron Dash had a knack for putting his foot in his mouth, so he decided to open his briefcase and take out his notes, making no further mention of the corned-beef sandwiches.

"Bolivia wants to make friends with the Chinese. We wish to increase bilateral trade ties and promote an exchange of our two cultures."

He took out another piece of paper.

"It would also be most suitable for us to discuss energy supplies in China and Bolivia, and we would also like to hear China's opinion on the Chilean invasion of Bolivia."

"Welcome to China, Mr. Dash. Ahh! Corned beef, reminds me of captured supplies of U.S. bully beef I had when I fought in the war. Pity I've already eaten prior to my entrance. Let's get down to business." As he spoke, he rested the beret on the table before him and sat down at the chair.

"I agree with you country that the Chileans are the aggressors. However, it will be difficult to supply aid or manpower as your country have no access to the Pacific. What's your relations with Peru like? I do sympathize with your plight, the gas will only be a small toek of appreciation. In WWII America was the arsenal of democracy, look to us as your arsenal of freedom." The 'F' word was seldom in Liu's vocabulary. It would indeed be very suprising to a White man like Mr. Dash.

Whilst Liu stood for a lot of things, freedom was not one of them. Dash had heard that the former Sinoese regime under Liu was much like the current Chilean regime. Dash was suspicious.

"Tell me Liu, this is off-topic, but what are your thoughts on socialist economies?"

OOC:LOL. Well, if you were talking to me, I would say, "I am the chairman of the Socialist Party equivalent in China, so what do you think?" Hong Kong has a Socialist Economy.


Don't worry, Liu is in charge of the military government. Unless he murders all of Jimmy's Parliament members, and all of my Assemblymen and women, than you're screwed.

"Socialism is the path to destruction. Sometimes short term measures to the extreme are necessary, such as rebuilding a depressed economy. But for the long term, countries will die like the former USSR. There needs to be some degree of welfare for the poor, but they must never be dependent on it. Why don't you try a mixed economy for a change? Communism is the enemy of all mankind, now if one give in to a socialist economy has his country fallen into a trap?"

"What's best for our economy and our elite may not be the best for our nation as a whole. Nevertheless, I personally believe that as incomes grow, our people will gradually shift their political allegiances towards the right. But for now, I believe socialism is the best system for our nation."

He turns back to his business notes.

"Once our nation's energy supplies revert to state control, we are willing to perhaps give China a 'first-look' at our gas and petroleum exports. In exchange, we would like China to eliminate import tariffs on Bolivian goods."

"Looks like we see somethings eye to eye. The Americans had to borrow a more planned economy in order to fight out off the Depressions. I can certainly see your logic. Remember, drugs are bad once you become addicted."

"I can't eliminate tariffs and such as I hold no control over economic decisions, but in order to back your nation's war, I'm sure they'll have incentives in your favor, Mr. Dash."

"In all truths, it would take months or even years for any military purchases to arrive in South America, which would be no help in the current war. I'm sure that China has some nice equipment and special forces which would be able to help out under a non-Chinese banner. The money for payment doesn't even have to touch a Chinese or Bolivian account. There will be complete deniability for you."

Dash paused, referring to another page in his notes.

"On another topic, does the PLAF have any second-handed FC-1s lying around? How much would the purchase price be?, and how long would it take to transport them to South America?"

"We have caches of small arms available in the EAA- Emergency Armaments Aid. Second line tanks and aircraft can arrive in a few months. Just let your forces hang in there and tell your citizens to put up a brave defense. I'm not sure about the price of aircraft, so I need to check with my colleagues in the ECAF."
