you cant have all of : US, RUSSIA

How about Saudi Arabia, Oman, Yemen, Qatar, Jordan, Iraq, Kuwait, Iran, Isreal and Syria? Pop = 2.45 billion

Wow, that seems unnessecary. Look at the Earths.. they have open space. Check EarthII.. it has open space, and if a nation is inactive enough, you can conquer their lands.
This also seems like an attempt for you to just get the lands you want without having to fight for them
