The amused captain of the Muxenburg, one of just the many ships in this small fleet commisioned by the Republic of Lanquassia, was answering the slightly wavering questions of Jerome Blake, appointed by the President of Lanquassia John Blake, and accepted by acclaim of the Senate of the Republic of Lanquassia to be the first Colonial Governer of Lanquassia's first expansion since the Bari Empire stablized, war hero, and the Governer who turned Uriel around to be a powerhouse of the Lanquassian industry...

...and sworn landsman who had never before been farther than waist-deep away from the shore, and was currently greener than a Bariton Provence pasture, and had been feeding the oceanic wildlife the entire trip. When not in bed, moaning.

"Yes, Governer, we can begin dismebarking now," said the captain. "But I should warn you, Governer..."

"...yes..?" Jerome Blake said weakly.

The captain had been born and raised at sea. Literally. The Muxenburg was his father's ship, and his family's home. As such, he couldn't help but make helpless landsmen already ill... even more uncomfertable. Not to get the narrator wrong, the captain - outside of this situation - is a paragon of virtue, a true Lanquassian. But even the best of people can't help this...

"Its just, with the seas the way they are right here... it'll make a great harbor, especially right there," the captain gestures, "Its just, right now, the small transports are going to be a bit... unruly."

The Governer's eyes go wide as he tries to prevent himself from recalling the tossing, rolling seas the captain had called 'calm', and then working upward to what unruly was like.

After the Governer had fled to feed the local oceanic wildlife again, the first mate turned to the captain. "You know, that was a bit mean." The captain smiled at his wife, "Naah."

The landing site bustled with activited as landing ships from wars long ago, once disembarking troops and machines of war from the sea to attack enemies on the land, now disembarking troops and machines of construction from the sea to prepare the way for civilians and 'softer' types, steadily moved men and equipment - and one violently seasick Colonial Governer - from the fleet of Merchant Marine vessels anchored off the coast.

The location would be ideal for a new Provencial Capital, with good access to the sea, with a protected harbor and good solid ground a bit away from it, but for now the landing troops would be concentrating on the really important thing:

The mess hall. Actually, the first Lanquassian building constructed, much to the celebration of the landed army troops, was the latrine and showers combonation. But the mess hall came second, then the barracks. An entire camp goes up in less than 18 hours from landing, all without touching the supplies meant for the main town.

The next day would be a further bustle of activity as the final loads would be taken off the ships, and they would head back to Lanquassia for the next shipment to the new colony, and fonder farewells would be sent between the Governer and the Captain of the Muxenburg.

But even as the Regulars sleep, the Governer talks to the head of the military forces to be stationed in Alioth, General Fredrich Potter, and organizes the best way to utilize the five thousand Regulars and the some odd five hundred Marines that came with them to build a large town - from scratch.

The SDV Tessilation - spaniglands largest warship - was passing the island, on the return journey from one of it's many small trade routes. As the prospect of war was one which seemed to get ever less likely, it was decided that instead of sitting idle, rusting in a wet dock somewhere, it was to be comissioned on trade missions along the more 'dangerous' and treacherous routes.
The captain of the ship, a young, kind officer gave orders for the crew to raise three flags; one with an olive branch, one with a dove, and the flag of spanigland. This was done, and the boat stopped. The young sea captain reached for the communication set on the command console, and said: 'Ships of Lanquassia, and colonies of Alioth, this is the SDV Tessilation we request permission to come ashore. We bear gifts, and fear not, for our guns are not loaded, and our magazine room is full of but wine, olives and the finest luxuries known to man...'

Well, technically it's not, but I don't prevent Earth-based nations from taking part (heck, I'm an Earth-based nation myself and I created the continent). It's also a massive continent whose total area is 1.2 times the total area of Earth itself (including water).

Charter for the Colony of Alioth

The Republic of Lanquassia, recognizing that there are new lands to explore and develop on the continent of 'Manium', lands with a potential for resources that might solve the current economic issues within the Republic, and also recognizing that select groups of our population wish to emigrate to 'a new, wild land', do authorize the creation of the charter for the new Province of Alioth, currently the Colony of Alioth.

The boundries of the Colony of Alioth shall be the Alioth Peninsula, to the north until the Weimar River, along the southeast coast until the borders of The Water Cooler, and in the northeast until the headwaters of the Weimar River, as well as a portion of land along the coast of Tanian Lake. Any additonal land to be claimed will be first done so after discussing with any allies amoung the nations who have already colonised Mania.

The Colony of Alioth, until it has been shown able to support itself on its own in regards to food, housing, and other needs, as well as producing surplus for trade, shall be a Colony under the Lanquassian Constitution, and as such does not have the right to elect its own Governers. The Governer of Alioth shall be appointed by the President of the Republic, and confirmed by the Senate.

To assist in the goal of building the colony, the Republic shall be shipping large quanties of building materials and machined tools, to be paid for at cost, after the Province of Alioth has shown its ability to produce a surplus.

The Governer is to use the minimal requirements the Republica Federal Government demands of its Provences as a guideline for governing and running the province, but must understand that colonists in Alioth are still Lanquassian citizens and thus can vote in Federal Elections for the President and other Cabinate members, and the President and Senate both hold the ability to recall a Governer.

Upon the requirments for a Colony to become a Province being reached, the Governer must submit to the Senate the plan to place an interim elected government until the Provence of Alioth can decide what exact form their Provencial Government shall take.

Addmendum

The Colonial Governer of Alioth shall be Jerome Blake, retired Governer of Uriel Provence, as appointed by President John Blake and confirmed by the needed 55% of the Senate.

"Governer, we've got a large warship from Spanigland hailing us and the transport fleet," a young communications private told Jerome Blake, Governer of Alioth, who then proceeded to look puzzled.

"Spanigland? They're a well ways away from home..." he closes his eyes a moment, then opens them. "That wouldn't happen to be the Tessilation, would it?" At the private's nodding, "That explains it. Spanigland is nowhere near anywhere hostile, and nobody is hostile. So they pressed their military ships into the merchant marine. What do they want?"

"Sir, they're requesting liberty. Really, a chance to come ashore. They've also willing to share some of their trade goods, pretty much olives, wines, and some other luxury items." The communications officer was nearly drooling at the thought of olives, as was Governer Blake, olives being a rare delicassy in the Republic.

"Well, they're welcome to send parties ashore, but be warned that our dock facilities are rather primative at the moment and any deepwater vessels would have to send shore parties in smaller vessels..." the Governer said. "Go ahead and tell them that they're welcome to join us, but I wouldn't count on us having much in the way of hospitality. They are," he continued in another tone, "Welcome to use our harbor as a stop on their trade routes, once we get in functioning for larger vessels."

"Aye, sir." The private gave the governer a salute, fist to heart, then nearly ran back to his commo gear, the next tent over.

Governer Blake signed the last of the forms for the districting of the area around the new Kira County (A county being the division of provinces under the Lanquassian charter.), centered on the civilian city being built by the Republic of Lanquassia Army Crops. of Engineers, an hour or so via jeep along the cleared road from the army base.

Several of the tents sent by the Sultanate of Vastivia were constructed used for the Army Base, but the supply of construction materials sent with the first load from Lanquassia elminated the need for most of the tents. Several of the remainder were being assembled to help house the workers at the site of Kira City, and about half of the sent tents were being stored in case of emergencies.

Overall, the fishing in Kira Harbor, the inlet in which both the military base and the city are based in, is very good, and while cannot support a military force the size of the one situated in Alioth currently, much less a civilian population, can certainly be used to suppliment any food cultivation. Initial reports from the military surveyors have given a good economic green light for planting and harvesting basic foodstuffs in the fields in and around Kira City, enough to sustain both the military and incoming civilian populations.

Military exploration teams have penetrated the peninsula quite some ways, adding each day to the maps being made at the Colony's HQ. Already secondary and tertiary city sites had been mapped and planned, and various natural resources been found.

--==| Kira City, Alioth - Nearly One Year After Landing |==--

The Colony of Alioth had been prospering and slowly growing. Supplies from Lanquassia proper had slowly dropped to a trickle as the need for them in Alioth decreesed.

The first harvest had been reaped, and with the aquaculture techniques imparted to the Lanquassians from time immorial, the province had a surplus of foodstuffs, which was to be stored for emergencies, but events later called that the surplus be used.Which was okay, as some of it was being prepared for the upcoming Christmas celebration anyway.

Kira City was joined by a plethora of small villages and hamlets dotting the Alioth area, based on the even more abundant military outposts maintained by the Republican Army, and remained the heart of all of hte villages and hamlets.

One month ago, ruins from a previous attempt at colonizing Alioth were found,
and stripped of any useful materials, giving the colony a needed material boost, as well as helping to find paths through the forest and grasslands that were broken once before.

The border between Alioth and the unclaimed lands was not easily found, and only by using a map, a compass, and navigating at night could one figure out where was Alioth. With the home nation developing as fast, if not faster, than the colony, and with more emphasis on the home nation, there were no need to pay attention to the exact boundries.

A few weeks back, the various scout parties of the Republican Army had finally found the major river in the north, and had placed several temporary camps along the embankment, from the coast towards the east. Despite calls to cross over the river, Governer Jerome Blake said that the Charter specifically mentioned that river as Alioth's northern boundry, and the inner sea to the east as the eastern boundry.

The first encounters with natives occured relativly close to Kira City - to the surprise and changrin of the Marines and Pathfinders assigned to keep an eye and search for such. The Tuantos, a theocratic people with a few towns and one major city, had escaped notice by the previous nations to have gone by, as well as ours.

The Tuantos have shown a great interest in Lanquassian technology and art, and were impressed with the level of expertise shown in our special forces - given that they weren't Tuantos (A view that the special forces soon learned to accept that wasn't going to change.)

The Tuantos specifically came and showed themselves to the Lanquassians to request help - mostly in food - from a famine that had blighted their native crops, and now their people was desperatly short food. Governer Blake, in his capacity of Governer, decided to help the Tuantos in the short term for free, and in the long term in exchange for them becoming Lanqusssian citizens, and getting all rights, privledges, and duties thereof.

The Tuantos are currently debating accepting the proposal, and are possibly going to accept it given Governer Blake's assurances that no attempt to interfire with their religion - something similar to the Celtic Catholic Church - would be made.

Slowly, Christmas time is approaching, and as a gift to its newcomer neighbors, the Tuantos showed them the secrets of tree whose sap became like a ball, and could be bounced - rubber.

In the months after contact with Alioth's first natives, the Tuantos moved with the Lanquassian Pathfinders to locate other natives that the Pathfinders managed to not find - much to the Pathfinder's delight, there were not many, and covered a very large area, and even the Tuantos admitted that they were hard to find.

Collectivly, the various native tribes are called the Alioth Peoples, but the name is misleading, as they are several different civlizations that are only slightly related to others, forming into city-states and pocket-empires of a similar format to the early cities of the Langua River Valley, where Lanquassian civilization came from.

Each tribe was offered the choice of becoming members - full partners, not subjects - in the Lanquassian colony of Alioth, and share in the full benefits of Lanquassian technology, knowledge, and trade goods. Most accepted after debate, taking the lead of the Tuantos, who had already replaced their tribal cheiftanship with a Lanquassian-style County, despite Governer Blake's insistance that they did not have to follow Lanquassia's way in governing just themselves, so long as they participated to the governing of the nation.

To that, the Cheif of the Tuantos, now their County, said, "You can't have just the filling from the pie, you have to have the crust as well." Most other Alioth Natives are taking a cue from the Tuantos and instituting Lanquassian-style governments amoung themselves - even the nations that didn't accept becoming part of Lanquassia.

Governer Blake issued the Manium Native Rights Doctrine, which ceeded territory inside the colony of Alioth and future provinces to these 'pocket empires' that lay within the provencial borders. As the territory already was claimed and worked by the natives, only minor grumbling was heard at this announcement.

So, as it happens, the Colony of Alioth was already approaching a staggering eight and a half million Colonial Lanquassians, only one million of them Lanquassian civilians, and with the addition and interweaving of so many other economies aside from the newly imported Kira County economy and its subsidary towns, villages, and outposts, the Colony of Alioth, after a short year, was already ready to consider its Provencial Constitution, and would kill three birds with one stone;

First, the debt own to the Sultinate of Vastivia, for providing shelters used by the Lanquassian colonists, military, and to help cement relations between the colonists and native peoples must be repaid, and repaid in full according to Lanquassian honor;

Second, the various leaders from across the colony of Alioth, including the new port city of Azeroth at the mouth of the Weimar River, would be gathered into on place for the repayment of the debt, the Provencial Constitutional Convention, and...

The Third and most important item: According to the Ancient Langua Callender, the start of the convention would be the Eight Day of Eluy - The start of a weeklong festival that ends on the modern date of December 25th, Christmas - a time of thanksgiving, of prayer, and of promise to the next year.

In a short, short time, the colonial period for Alioth was over - yet the adventure had just become.

The Cabinate stared at the Minister of State as he finished reading the report from Governer Blake, President Blake included.

"He's... done what?" The Minsiter of War managed, finally.

The Minister of State cleared his throat, "Governer Blake has managed to infuse many low-level economies into the developing Lanquassian Alioth economy, and by combining them has managed to show a profit, show surplusses of important items in order to sustain life and civilization. That means, by the Charter for the Colony of Alioth, the colonial period is at an end. In a year." He shook his head, and President Blake laughed.

"And you guys were worried I was showing nepotism, and here he goes, living up to the expectations that I held," he said with a bright smile. "I also heard that the Tuantos are putting our Pathfinders to shame... any way to raise them as troops?"

The Minister of War pondered, "They would be considered Lanquassian citizens once the Province got organised... I don't see why not.." The President nodded. "Good, then. From what I've heard, I'd want them on our side for trackers..."
