General Ben Ourada writes a telegram to all nations:

ATTENTION:
My nation is undergoing a tumultuous time. I have stepped down, and will be replaced after the election. Since I announced my resignations, rebels and insurgents have sezed my country. My military has contained the situation. Which brings me to my point of business.

In my prisons, there are over 3 million dissidents and enemies of the state. In addition, we also have 3 million refugees crowding the cities. In order to regain control, I have decided to get rid of these problems. First, I will offer other nations to take these parasites off my hands, with a maximum of 100,000 per country (for security reasons). Send me a telegram to accept. However many of these wretches remain in my country after 10 minutes will be exterminated. Some in labor camps, some in military target practice, and some in mere mass execution. I am offering a humane solution first. You have been warned. Do not bother invading, you will be defeated. That is all.

The Empire will accept shipment of 100,000 of these sorry excuses for human beings to serve as slave labor in Imperial construction projects and other jobs of hazardous nature. We hope that this makes a dent, however small, in your dissidence problem.

General Ourada sends a revised Telegram:

If any nations wishes to use my dissidents as SLAVES rather than give them shelter, than take as many as you want.

OOC: Yes, I would lose, but my region and her allies would have a good shot at prevailing. Besides, I just say that stuff to sound aggressive.
