The individual in question was caught in our capital in a restricted area without proper authorization. He was then taken into custody where he after interrogation he admitted he was a spy from the Holy Empire of Jhaan.

Obviously, this spy you caught could not have come from my empire. For you see, all men in my empire are quite manly and it would be impossible for such men to blend into a society of flamboyancy. Therefore, this spy is obviously a plant from another empire.
We will work with all due haste to catch who is framing the utopian society we have created here in the beautiful Pacific.

Ah yes, but why would you send a spy that didn't look like they fit in?
Precisely my point, good sir. I could not have sent spies because none of our spies (that is, of course, assuming we have ANY spies at all) could fit in with the rest of the men in your fine country.
I am truly sorry for all the trouble this spy has caused for you and your countrymen and I do hope you find whoever it is that sent him.
