Chinese officials are preparing to receive Imperial Officials of China, a rarity of such satus of officials to visit China. The Beijing Imperial Honor Guards were sent directly from the Imperial Palace, well trained by Liu's Acedmies, they were dressed in combat wear and were ready to receive the Japanese.

China's Emperor, dressed in his famous, Chiang Kai Shek Prussian suit, and at his best arrived in a beautiful hongqi, and has changed much since his coronation. As required, Imperial Governemnt officials wore traditional hanfu's, while officials from the National Congress wore western and mao suits.
Several Japanese students in the China-Japan Youth Friendship program made it to Beijing to greet the Japanese Emperor, who was expected to arrive. The Japanese students had traveled around China, learning about the customs and language. Because of the friendly ties bewtween China and Japan, many student exchange programs were started to better understand each other's cultures.

Japanese Imperial Guards also marched out to honour their Emperor.
Because the Chinese Emperor was to greet a foreign Emperor, this will be one of the first in history.
Some important issues include Dra-Pol's rise to military aggresion, which China has vowed to crush, the Pacific Rim Union, and a possible Mutual Defense Treaty against Dra-Pol in case of war. A renewed Friendship treaty is also on the agenda.
Assume, the plane had landed, and the Japanese officials are stepping out of the plane to be greeted by the welcoming party.

Emperor Shinseiki stepped onto Chinese soil for the first time in his life and momentarily felt a rush. So this is the Middle Kingdom. Following closely behind him was Foreign Minister Shimizu Yuki, General Yoshida Kichisaburo of the Japanese Imperial Guard (with several Guardsmen in tow), and Shinseiki's constant companion and right-hand man Tian Yao. General Yoshida and the Guardsmen wore Imperial Guard uniforms, Minister Shimizu and Tian wore black kimono/hakama to notify their high rank, while Shinseiki wore a kimono/hakama of red and black with the chrysanthemum mon emblazoned on the back.
The Japanese delegation respectfully bowed to their hosts before Shinseiki spoke.
"On behalf of the Empire of Japan, I thank you for your generous invitation. I have always wanted to visit Beijing, yet I have never found the time to do so."
The Emperor stepped up and greeted Shinseiki.
"Mr. Shinseiki, very nice to meet you. I hope you flight wasn't too tiring. Welcome to the Empire of China. I have learned this is your first time, and Chancellor Yeh will take you around Beijing for some sightseeing before the grand welcoming at Tiananmen." as Emperor Zhang reached out to shake his hand.
It was a symbolic gesture, as the Japanese bowed politely, bows were returned. Once Emperor Zhang Fu Guo and Emperor Shinseki appeared, both Japanese Nationals, and Chinese kowtowed in respect.
General Liu gave a simple nod, and had vanished through the crowd. The Dra-Polian aggression in the East has the military government on the move.
Following Chancellor Yeh is Minister of Foreign Affairs, Li Li Shan, Ambassidor to Japan, Ding Xie Hui, and General of the Beijing Imperial Guards, Fan Qing Hua. As the two emperor shook hands, they began to walk down red carpet. The Beijing Military Orchestra began playing the Japanese Anthem as they enter their cars.
The Emperor will be going back to the Palace, and Yeh will have a chat with Emperor Shinseiki and the many guests. Their first stop was to the Summer palace.
*In the car* "Mr. Shinseiki, I hope you find this ride enjoying. I will attempt to show you several of Beijing's landmarks today."
As the two hour tour ended, they headed to Tiananmen. What a first impression it would give to Emperor Shinseiki. Hundreds of people were there because of a Summer Celebration. Dozens of Kites fly over head, while the entrance to the Palace was now guarded by dozens of Imperial Guards, there are now 2 emperors in the same palace.

Shinseiki eagerly watched the spectacle in Tiananmen, making mental notes to hold similar displays in Japan. He turned to Emperor Zhang with a friendly smile.
"Your Majesty, I must thank you for this reception. It is good to know that our respective empires are on such good terms; I realise that we may not agree on certain issues, but we have plenty of common ground upon which to build a lasting friendship."
As they entered the courtyard, it would be very awkward to foreigners. Because Xiannese laws of Freedom of Religion, there would be Buddhist monks walking by saying good morning to some Jews only to be followed by some Catholic Priests.
Through the first gate, they entered the large coutryards of the apalace where tables were set up, and a stage was nearby for perfomances.
"Mr. Shinseiki, please, take a seat. Before we start anything related to politics, I, Chancellor, on behalf of China will present to the people of Japan 999 Plum Blossom trees for Tokyo as a token of friendship." Law forbids any Chinese National to address a foreign monarch by their titles.
As the dancers began jumping out on to the stage. Yeh began the conversation with Dra-Pol.
"Please let me introduce, my wife, Piao Ai Ning, and I am sure you have met Foreign Affairs Minister, Li Li Shan. My wife had just came back from Korea, after negotiations have failed. China had lost our ally, Dra-Pol in the forest of dictatorship. From some briefings by the Federal Intellegence Agency, Dra-Pol may take offensive measures toward any of our empires. Even though we are still shipping food and medical products to Korea, we have slashed monetary aid, and have restricted trade. I think an alliance between China and Japan may help both of our great countries in a full line of defense against an attack by Dra-Pol."

Shinseiki frowned. "I had hoped that Dra-pol would have been wiser. We tried opening dialogue with them soon after the Ringists were overthrown, but our attempts were met with silence. I would hope that the Drapoel leadership would not be foolish enough to start a war with anyone, but we must prepare for the possibility that they may have aggression on their minds. Therefore, a mutual defence pact between China and Japan would prove most beneficial; even if Dra-pol does not become aggressive, we shall have a foundation to build a peaceful Asia.
Of course, Japanese diplomats will resume efforts to make contact with Dra-pol, but their initial rejection of our friendship is unlikely to have changed."
"Dra-Pol's people are easily manipulated because of their strict educational programs. China's various allies, including Russia, and France who are bound by a Mutual Defense Treaty with China will be enough to prevent Dra-Pol from stepping on Japanese or Chinese land. There have been reports of Dra-Pol developing a navy. China has pledged to wipe out any remnants of this navy until Dra-Pol can be trusted." said Chancellor Yeh.
"May I add to Mr. Yeh, the mutual defense treaty with Japan is likely to have the same agreements in the treaties with Russia and Japan, but of course, there will be some changes. Because of the possibility of a defense pact, we have already, a draft of a Mutual defense Treaty." suggested Minister Li, she flipped open a folder, and pulled out a file. The papers were written for easy viewing and would go through some corrections before it is printed and stamped by the emperor.
Some basic points made out were:
*China and Japan will aid each other militarily in case of a foreign attack on either of the countries prompting an imediate alliance.
*Both China and Japan's allies are not obligated to this treaty and therefore has the rightful decision on whether to aid the third party.
*China and Japan may not assist each other's enemies in case of war.
*Wars must be declared before either country is obligated to military assistance.
*Both countries, China and Japan may dock military operated ships in each other docks with further confirmation of access.
*Both Countries will agree to build a foundation for the Pacific Rim Union, and the Pacific Rim Commerce Association. Further Details will be discussed.

(A tag disguised as a questionmark over Chinese intelligence (in more than one respect), given that the CPRD has a long-standing navy of two fleets and several hundred hulls including a couple of dozen submarines, modern anti-ship missiles, ASW helicopters, assault hover-craft, and reinforced facilities sunk into cliff faces and covered by hundreds of fighter aircraft. We know because we sold them much of it :) )
Anyway, southern India continues to frown suspiciously as China and Japan use what sounds suspiciously like an excuse to agree to do something or other [narrows eyes])

Shinseiki conferred with Foreign Minister Shimizu over the proposals before replying.
"That all seems quite acceptable, provided that we are not asked to jeopardise our alliance with Quinntonia. Speaking of Quinntonia...although they would probably turn down an offer to join a Pacific Rim Union, would they be permitted some form of status within the proposed Pacific Rim Commerce Association? After all, they are a Pacific nation themselves, and a substantial percentage of this region's trade is with them.
As far as Dra-pol is concerned, attacking their fleet will start the very war that we are trying to avoid. Never mind the consequences of China being seen as an aggressive power once more; the Lyong nations may decide to involve themselves in that situation."

If Dra-Pol rebuilds their navy, and attacks in a few years, wouldn't that prove more dangerous, then starting a war with a country which has no substantial navy to defend their coasts? However, the Lyong Nations are of concern, and we have to respect that.
Concerning the Pacific Rim Union, we had it named, Pacific Rim Union, because we want Hudecia and Quintonnia, bother very powerful countries to join. We all have a open committment to contain the Dra-Pol government. If they choose not to join, then I won't gurantee thei membership in the Pacific Rim Association, however, it is still the basics right now, and regulations have not been written out yet.
I would like to hear Japan's position on Russia's aggresive invasion of the Baltics. China signed a treaty with Russia, and we choose to follow the aggreement, however, the ruthless fighting in the Baltics are leaving thousands dead. With China's full trade embargo on Russia, they still have not hede to our warnings and demands." said Chancellor Yeh.
OOC: Heh, yeah, seriously, what's all this talk about us re-building our navy? When was our navy destroyed, and why didn't anybody tell me? Dra-pol's navy today is far larger than it has ever been in thousands of years of history. Actually, that's a lie; we have 953 vessels today, and had 954 before the HDF destroyed one of our submarines, but you get the idea. Thing is, it is geared entirely and unashamedly to inserting and extracting commandos in the ROK and to hiding while killing the hell out of any battlegroups that may park in the Yellow Sea, again, for the purposes of yet another imperialist assault on Korea. The People's Navy simply doesn't have the long range or organic air defence assets to fight a proper campaign outside the Yellow Sea and the East Sea, and any half-decent intelligence agency would recognise that, but in those seas would almost certainly cause massive damage to large fleet assets sent to pick a fight.
I don't mean to derail your thread, so just carry on, but I thought that you should have the basic IC facts as would be available, since it doesn't *appear* that your IC nations are up to some sort of shady scam where by the characters would have to make stuff up :) You'll note also that the Director approached for contact with Japan was busy being over-thrown at the time, and the new movement taking control is of the doctrine created out of the brutality of the IJA. And since nobody ever recognises changing Drapoel political climates and leaderships, so these new chaps are rejecting foreign changes and falling back on the same sort of racism they perceive as directed against them since time immemorial.

OOC: The attempted contacts began before Hotan sent out diplomats to court the Chinese after Japan sided with Quinntonia; it also began before the formal apology for WWII (and the resulting missile test).
Of course, now we know that Suloists are in charge, thanks to Hotan's speech in Lyong; Shinseiki probably knows something of the difference between Kurosite and Suloist due to his alliance with Dra-pol in the glory days of the SSRC.

"I am pleased that we have not ruled out the possibility of North American nations being involved in the Pacific Rim Union; perhaps we should begin formulating the basis for the Union as soon as possible, allowing it to evolve as discussions continue.
As for Russia....we have hesitations about becoming involved. Of course we believe that unashamed aggression should be fought at all costs, but Japan has few options available. We cannot afford economic action as there is much Russian investment in our economy, there has been since our reopening to the world; we cannot afford military action either, as our military is still being rebuilt. Do not think us to be appeasers though; if Russia is victorious in Europe, what is to stop them assaulting Asia? Once enough nations have gathered, we would consider action, but as so few nations are opposing them we would be singled out for hostility at a time when we can least afford it.
Finally, I appreciate the conviction of the Chinese government in the matter of Dra-pol, but we would be punishing the Drapoel people for their government's possible aggressive actions if you cut all aid to them. Do not cut your aid to Dra-pol until we have clear evidence that they are preparing to attack one of us; speaking of which, if the ROK was attacked by Dra-pol, what would the Chinese reaction be? I realise that China does not recognise the ROK as a free nation, but would China allow Dra-pol to obtain what it wants through force? That is our main concern regarding Dra-pol; if they attack the ROK, we are on the frontline. It is doubtful that they could physically invade us, but they could devastate Japan with their long-range weaponry."
"Due to the substantial pressure from the military, we have decided to cut all minetary aid. Food and medical supplies will be listed under humanitarian rights services and we will double the effort.
The ROK is protected by QUintonnia, and we have gurantee of the Chinese in defending an area not not recognised by the Chinese government. If China believes that Dra-Pol is threatening Japan in anyway, there will be a big chance of China stepping in to military action.
As general Liu put it, if they cause trouble with China, there will be trouble headed their way. With his words, I am certain China won't hesistate to fight the Dra-Pol government."

The request was answered with a happy tone. Of course, the Emperor may not be able to meet with these ambassidors, but representatives will be happy to establish links with Roycelandia.

The Roycelandian Government has despatched Ambassadors and a Trade Delegation to China, to see if an agreement can be reached between the two countries... after all China probably needs all sorts of things that might be hard to acquire internally, from raw materials and vehicles to cheap, easily maintainale firearms and military equipment... ;)

Ah, its good to see more peaceful things happening in Asia. Excellent work, gentlemen.
That aside, its worth noting that the Drapoel Hound submarine (sunk by the frigate Gwadar) was only sunk after it torpedoed and completely destroyed the Daring-class destroyer HNS Mizoram. (The destroyed ship was originally a Sovremenny class destroyer, but after becoming not Russia it isn't really practical for Hindustan to be in possession of relatively good Russian weaponry).
So that's that.
Eh, by the way, it turns out that Hindustan doesn't border China after all. See, some maps count bits of Kashmir as Pakistani, but Hindustan doesn't administer any of Jammu & Kashmir, so Hindustan and China are seperated by territory owned by a third (well, fourth) Indian nation. Just wanted to fix that up...

I have heard much about tensions between China and the Indian states; this is an unfortunate situation to be sure, as Asia would suffer if such tensions worsened. Therefore, I was wondering if you would be willing to send a delegation to a conference in Japan; we would also invite delegations from Hindustan, Beth Gellert and Kashu. It would be our attempt to solve the situation in a neutral setting."
