The year is 2020.

Global warming and massive pollution has rendered the non polar regions of the world uninhabitable, scorching deserts. Rising sea levels have submerged massive swathes of land, from North America to Asia. Billions have died in droughts and famines. For the survivors, there is only one land left fit for inhabitation. Antarctica is now free of ice, and grasses and mosses begin to grow on its long bare rock. Slowly at first, then gradually faster, refugees from the north arrive on its shores, seeking a new life under the fledgling governments which begin to form.

"Antarctica" is a seperate "World" using future/near future tech. Anyone is welcome. We don't have too many rules (godmodding, personal insults, etc are prohibited), and new players are welcome too! All RPers are free to RP in other worlds, but keep them OOC. For claims, the following guidelines are useful:
5 - 20,000,000 population - 1 territory
21 - 100,000,000 population - 2 territories
100,000,000 + population - 3 - 5 territories
(also note, the coastal regions are generally warmer and more hospitable than the landlocked regions towards the centre. Those who come late wil probably be left with these harsh lands)

lasers are available - yes. Generally in the form of vehicle mounted weapons of small hand pistols. Ballistic weapons are cheaper and more reliable for rank and file troopers.
mechs are available - no
monomolecular blades are available - yes
hover tanks/cars etc are available - hover technology exists, and has been applied to military vehicles. However it is largely used on vehicles which must travel at great speeds across the trackless antarctic interior.
spacecraft are available - No. Facilities for maintaining and launching spacecraft were abandoned during the flight from the non-polar region (known as "the Flight" for short). In the future however, Antarctic nations may begin to develop space craft once their economies stabilise, as the technology is still at least partly in place. Some pre-Flight satellites are still functioning, and provide a rudimentary sat - com system.
gigaton plus nuclear weapons are available - This technology exists, although such weapons are rare.
density-reactive armour is available - yes
hand-held supercomputers are available - yes, lightweight digital technology is one of the few fields of progress not affected by the Flight.
energy based sheilds are available - only in experimental forms.

These can change though, as the Antarctic nations re-develop their tech base.

What kind of territorial expansion are we allowed to do. War, annexation, and Peacekeeping, ect, ect. Are we allowed simple ecomonic aid and Military Help.

Woah, So many questions!!

Okay, Any territorial expansion is allowed, as long as its properly role-played. You can declare war for imperialist reasons, for idealogical reasons, or for reasons of human rights, but not because "He called my mom fat!!!" or other silliness. You can make any treaties a real nation would make, and If anyone wants to set up large alliances (e.g. a communist alliance) thats fine too.

The maximum territories you can have is five.

Small amounts of biological or chemical warfare is tolerared, nuclear warfare isn't. The refugees who have arrived on antarctica don't want their last refuge ruined, and even the most insane leader would hesitate before using nukes, because his government wouldn't last five minutes as his soldiers would desert, etc.

As you're showing signs of being a keen role-player, Skitsojd, I'll give you Walgerenia if you want (since Roslandia's taken)

Oh, and also, if someone is inactive for 21 days, their account is deleted and their territory returns to neutral white.

I'm also planning on setting up a forum (watch this thread) for actual role playing. Recruiting would still go on here (as well as on our forum). What do you guys think?

IC: The Federation of Southmoon has moved troops north into the un-aligned provinces of Vahselia and Penascolia, securing them with Federation troops, and bringing law and order to the non-aligned lands. Federation troops will maintain hold on these lands until they are confirmed as Federation territory.

i am going to use my standard military set up, as i am PMT normally.

They toed the line, the snow forming a frosted cloak around them, covering the tanks in a thin layer of white. To an unseen command, they stepped forward in almost automated unison.

The soldiers from Concremian Infintry Legions 1 and 2 and Armour Division 1 had crossed the Prydska and Shackltonia borders into Gangotria, securing a loose perimeter before establishing temporary command structures.

From there they co-ordinated their sweep of the area, teams periodically reporting in that nothing was here. In the midst of the hostile landscape, helicopters brought engineers and materials to construct entire cities. Heavier loads were brougt in by huge trucks, each unpacking tons of steel and cement before returning to the initial Concremian landing position to change drivers and pick up more goods.

Special forces teams remained in constant vigil as they set about their business occupying the area. It was six hours later that a large Concremian flag was hoisted in the center, and wire fences had been put around the border.

Alright, needed to get a few things done.

Federation troops have brought law and order the new provinces. Prefabricated bases have been deployed, as the harsh wilderness is turned into hospitable civilization.

Several projects have been undertaken.

First, a complex system of roads, inter-connecting major cities and centers of trade has been started, supplemented by a system of railways, to carry heavier and larger loads quickly.

In the costal lowlands, irrigation progects and argicultural programs have been started, to feed the Federation, while at the same time not destroying the land with non-envorimentally friendly farming.

With the polar ice receeding, several mineral deposits have been identified. Mineralists have begun mining and smelting operations. Trains have shipped the raw materials south to a city on the west coast of Adereland, Anlandiska. A large steelworks have been raised there, turning the raw iron and coal into usable products.

Also, in Anlandiska, a college of engineers has been raised, dedicated to improving life throughout the Federation.

With these materials, the keels of a fleet have been laid down in Anlandiska, and other several cities on the southern coast, the Army Corp of Engineers begins to drege for harbors, docks, and slipways.

With these massive projects underway, diplomatic envoys have been sent to each respective nation's capital, making the offer of a rail link be built to their capital, to promote trade and understanding between nations. Also, the idea of a International Senate has been proposed.

Lankuria is always keen to promote international relations, and so gladly takes Southmoon up on their generous offer of a rail link. The international Senate has the full support of Lankuria.
