History

Our history begun one thousand years ago, on the homeplanet of the Minbari. The Shadows have won the war, and the vorlons retreated into hiding for the time beeing. The rangers, now hunted people, left Minbar and went into hiding from the Shadows. They are our ancestors, the ones that roamed the galaxy in search of a small part of it, not yet touched by evil. They found it, and the planet was hidden by the technomages for hundreds of years, allowing them to grow and gain power again.

We have found already people there, people that didnt know how to reach the stars yet, and we have joined them and took them under our wing. The Remorans will be an important part of the future war, as their ferocity and sence of honour and duty were ideal for what we needed. We have helped them grow, and unite their tribes and made them a part of our society, brothers if not in blood then in spirit.

The Anla`Shok remained as important as ever for our people, the future sentinels against the power of the Shadows. They would train, and gather people of all species that believed in the power of light, and teach them the way of the warriors.

On the new planet, Calpe, we had our shares of pain and suffering. A civil war between the minbari and the remorans, almost six hundred years ago, left us with a bitter taste in our mouths. It ended finnaly, when a group of minbari and remorans defended a woman with a child, the child beeing crossbreed between the two races. The massacre at the temple of Mora inspired many of us, and the war was finished, the only survivor beeing the child, named Mora. He was taken under the wing of the Grey Council, and he became The Chosen One, the one that would lead the Grey Council.

Almost one hundred years after this, the ships that brought the rangers here were uncovered and powered up again. They would not hide any longer, as it seemed the shadows were not visible anymore. But they would come back, and the rangers would prepare. They remained an isolated people, expanding slowly for the next four hundred years, exploring with cloaked ships, and taking under their wings twenty-six other systems to be mined and used to increase their power.

Almost nine hundred years after the foundation of the new state of Calpe, the Chosen One decided to send ships again, and show themselves to the world. They would make allies, buy technology and increase their power, so that when the time comes they would be prepared to face the darkness. The Raven was the ship to be sent, and they have encountered many friendly races, but also went into battle for the first time.

Main species of the Empire

MINBARI (caladonians)

The Caladonians are genetically engineered minbari with an average height of 1.9m and a weight of 200lbs, with black hair and black or blue eyes. They are enhanced for intelligence rather then strength, though they are superior to regular humans in that matter also. They posess lean, muscular bodies and they dont get fat, due to the genetic manipulation that prevents it. Due to this fact, people with similar height have similar weight and stature, everyone having the ideal weight for them. Coming from a long history of war, the caladonians have been promoting peace for the last three centuries, but arming nonetheless for war in case it comes knocking on their door. Though the replicator technology has brought a long era of prosperity and permited the peacefull inclusion of other races in the Empire, this has also brought more free time for the regular caladonian, many of them dedicating their life to the goal that was teached to them since birth, making the Empire the greatest nation in the galaxy. Some are dedicated scientists, others are warriors or fleet officers, each trying to bring his contribution to the Empire.

PSI ABILITY
Psi ability is a rare gift that is highly regarded by the Minbari. Telepaths lead lives of public service. In return, other Minbari insure that the psi is adequately clothed and fed.

PSYCHOLOGY
The Minbari live to attain perfection in themselves physically, mentally, spiritually, and emotionally. Their carefully preserved cities indicate a respect for the past. They emphasize the arts in society and are tolerant of cultural and religious differences among other cultures. Although they are and strive to be an advanced civilization, they do harbor a superiority complex over "inferior" races (though this is mostly evident with regard to members of the warrior caste), which stems from their belief in the advancement of souls. The Minbari view technology as a transitory means to an end and that no race can be truly intelligent without laughter. To other races, the Minbari are a prideful people. One might also call them zealots.

There appears to be a dichotomy of demeanor between the religious caste and the warrior caste. While those of the religious caste are generally reflective and calm, those of the warrior caste are impulsive and ruthless. This is not to say the religious caste are above snobbing the warrior caste as brainless louts. This rivalry has contributed to an overall sense among the Minbari of anger and dissatisfaction.

CULTURE
Minbari Castes
The core of Minbari society is its caste system. There are three castes: the religious, warrior, and worker. The warrior and religious caste have rarely agreed, until recently at the end of the Earth-Minbari War (and this has been viewed as a terrible thing). The worker caste is very different from the other two and is a less influential part of Minbari society. Sometimes it is not considered a caste at all. Minbari pilots and traders are of the worker caste.

Caste membership is determined by one's calling, not birth or genetics. Usually a Minbari will sense a calling toward a certain caste early in life. The Minbari makes her choice known and is assigned a teacher from the caste she desires to join. The teacher guides the applicant and determines if the calling is true after a few cycles. If the calling is genuine, the applicant is accepted into her caste of choice. If the applicant does not seem to be suited to that caste, others will work with that Minbari to find what caste she is most suited for. Such a screening process is used to prevent a Minbari choosing the wrong caste due to others' expectations. Later in life, if a Minbari already in one caste feels a calling toward another, he can change castes if the belief is sincerely felt and if so, cannot be contravened. For example, The war hero Branmer was originally a member of the religious caste, but when the jihad against the Earthers began, he felt a call to the warrior caste and was accepted. Once membership is granted, obedience to one's caste superiors is expected.

Minbari marriages are not arranged, like the Centauri. However, it is an unwritten rule that one should seek the blessings and consent of one's caste-leaders. Marriage is usually kept within each caste.

Minbari Clans
Minbari clans are similar to close-knit families. A Minbari is expected to surrender some of one's identity to the clan; in return for this, the clan, ideally, will assume responsibility for the one Minbari's actions. However, some clan leaders use this to their own advantage by following their own agendas without informing the clan members at large. It is believed by most Minbari that no single clan should dictate the policy of the caste to which it belongs or the Minbari people:

Warrior Clans:
- The Wind Swords (the oldest minbari clan of Calpe, their ancestors beeing the ones that migrated from Minbari, after the war with Earth; its leader is Satai Ashan )
- The Black Stars ( powerfull minbari clan, led by Satai Dukhat)
- The Dark Wanderers (minbari warrior clan, led by Satai Aalann)

Religious Clans:
- The Truth Seekers (the most powerfull religious clan, rivaling in influence with the Wind Swords, led by Satai Darak, the leader of the Grey Council)
- The Bold Roamers (religious clan, led by Satai Fara)
- The Fighting Monks (religious clan, led by Satai Isilenn)

Worker Clans:
- The Spaceship Builders (most important workers clan, led by Satai Rakell)
- The City Builders (workers clan, led by Satai Sarhat)
- The Founders (workers clan, led by Satai Turval)

Minbari proverbs:
- " A darkness in the heart cannot be cured by moving the body to a different place"
- "Claim victory in your heart and the Universe will follow"
- Warrior Caste Mantra : " A Warrior will fear not death, as we are already dead. Only those of the living can fear."
- The second Minbari Principle of Sentient Life: "The capacity for self-sacrifice: the conscious ability to override evolution and self-preservation for a cause, a friend or a loved one."

Minbari, at least those of the religious caste, are educated in a temple. One year of this education is dedicated to the appreciation of laughter. They are also given combat training, though not as extensive as that of the warrior caste.

Since birth, Minbari are taught there is no greater goal or nobler duty than to serve others. They are raised to be totally self-sacrificing, thus it never occurs to many Minbari to do anything other than to serve. One of the lessons of service is that in times of suffering, those that are afflicted should be ministered to and comforted. This applies to all beings, not only the Minbari. Lately, this has been changing to "a self-involvement above the needs of others." Many Minbari are not pleased by this change.

As a rule, Minbari do not lie. To maintain honor, they must tell the truth or keep silent. However, distortion of the truth is accepted if by doing so the Minbari allows another being or member of their clan to "save face."

Though a rare occurrence, a Minbari may pledge him or herself to another's side. This is a very serious oath and carries great weight. Doing so means that the Minbari is bound to that person until that Minbari's death; further, that Minbari must defend that person with his or her life.

Respect is shown to high ranking Minbari by looking down.

When elder Minbari feel useless and wish to be of service to someone, they "go to the sea." By travelling into the sea of stars, the Minbari hopes to find meaning for his or her life.

True Searchers are highly honored by the Minbari people. The Minbari feel that they are holy people who have dedicated themselves to a higher purpose to serve their people. When a true seeker dies, it is customary to crush a certain crystal over the seeker 's grave. The dust of the crystal will glow every night for one-hundred years.

Those of the warrior caste rarely, if ever, carry a weapon of alien make, as it would be an affront to their pride.

Minbari do not "accessorize." They prefer to express themselves, apparel-wise, with fabric of varying texture and color. They have a predeliction for triangles and the number three.

RELIGION
The Minbari do not believe in deities. The core of Minbari religious belief is that of the soul. A soul is defined by them as a non-localized phenomenon, meaning that a person's soul does not originate from within, but from the outside by a hidden source (the universe). To them, the universe is a conscious entity engaged in a search for meaning. It breaks itself apart and invests itself in every form of life. Thus, every being is a projection of a part of the universal soul. They believe that all sentients have immortal souls. However, there is more than one "universal soul" since breaking itself apart and only meeting identical versions of itself would be pointless and redundant. There are Soul Forms, one for each race. The soul form in Minbari differ from those in Drazi, Centauri, and Humans. Having been civilized longer than most races, the Minbari hold their soul form to be more elevated, evolved, and precious than those around them.

Other races of the Empire (under Minbari protection)

Humans
The few humans that are part of the Empire are descendents of the humans that were part of the Rangers in the last Shadow War. They are more powerfull and more inteligent then the humans of one thousand years ago, one milenia of evolution putting its fingerprint on them.

Narns
Possibly the most powerfull species of the Rangers, the Narns are not quite a nice sight. They are capable of surviving in harsher conditions, and they make excelent soldiers.

Sentinels
With a height of 2.5 meters and a weight of 120kg (260lbs), the Sentinels are simply put machines of war. Though they were not created with hatred in their heart, they are ruthless when serving under the Imperial banner, not stopping untill they have reached their goal or died trying.
The Sentinels are beeing created with a single purpose in mind, to protect the Empire and its citizens. They are conditioned to have a very powerfull sense of loialty to the Emperor, and trained all their lives to wage war. Upon reaching the age of 16, they are given the choice to serve the Empire under the banner of the ISF as space marines or security forces onboard starships. They are full citizens of the Empire, with all that resides from that. If they choose they can be merchants or not work at all, like any other citizen, but the education given to them since birth makes them have satisfaction in their lifes only if they serve the Empire. Beeing created in laboratories, they dont have a sex and dont have the ability to reproduce or the desire to do so. Because of their lack of esthetic appearance and the proffesion they are designed for, they are considered males.

Government

The highest power is held by the Grey Council which has nine members known as 'Satai' and a leader, often reffered to as The Emperor, though his powers are not much higher then the other Satai. The Grey Council is permanently situated on a spaceship, the most expensive and well armoured and armed Sharlin Class War-Cruiser of the empire, always fitted first with the latest technologies.


Life in the Calpian Empire

To better understand the calpians you have to first understand their life goals and way of living. Educated since birth to serve the Empire, there is no greater honour for a calpian then to bring his contribution to the greater good. They are thought that everyone is bringing his contribution in his own way, and as such, there are no ocupations that are seen as degradant.

Economy

While calpians dont use hard currency, they do use a form of it. Each calpian has a secure card, that serves as identification, credit card and agenda. It can only be used by the owner or the personnes allowed by him. Two cards can be connected to one another, transfering money from one to the other through a simple command.

Name of the currency:
credit (cr.) = 10 subcredits (scr.)
imperial credit or imperial (icr.) = 1000 cr.

The credit isnt exactly a strain on the government, giving them the possibility to spend as many as they want, this currency simply giving the citizen the possibility to use the replicators. (credits=energy needed to replicate the requeiered food/objects from the replicator)

The average wage of the working citizen is 3 imperials per month, or 36 per year. Due to the replicator technology and the highly automated systems employed by the Empire, as little as 15-20% of the Empire`s citizens are actually requiered to work, but bringing a contribution gives the citizens greater rewards. There are several categories of citizens in the Empire, divided by the type of work they are doing:

Basics: people that do not wish to work; they receive a standard 50 sq.m. apartment and daily rations to be used from the public replicators, with a total value of 1200 credits/month. That ensures their basic needs, the amount of credits allowing them to eat, dress and live their life in a modest way compared to the working category.

Citizens: people that are working to have a better life. They usually work between 4 and 6 hours / day, that ensuring them the medium wage of 3000 cr./month, enough to live better then the basics, ensure better and bigger apartments, dressing better, and affording a vacation in a nice place on the planet. If they live a more modest life or work 8 hours/day, they can even afford to buy a shuttle after a few decades. The most common job for a citizen is in services, turism or supervision of the automated factories.

Imperials: people that have a greater contribution to the good of the Empire. These are the officers of the Imperial Space Force, the aristocrats, the government body, the scientists, musicians or artists, etc. According to their own contribution, they earn between 5000 and 20,000 credits per month, vacations on alien planets beeing a normal way of life for them. In exchange for these higher wages, they are asked to make greater sacrifices, working for longer hours, and many times dedicating their lifes to the Empire. They have less "fun" then a citizen, due to the lower periods of time available for distractions, but those smaller periods of time for fun are of higher quality.


Health

Due to the extensive use of genetic manipulation and advanced medical technology, the average life span of a calpian ranges from 300 years for a narn, 470 years for a human, to almost 600 years for a minbari. Calpians do no die of natural causes, only by violent ones or by their own free will. The cause of this is the metaphasic radiation technology that is incorporated aboard all spaceships and on all calpian planets. The metaphasic radiation stops the aging process once the calpians reach maturity, regenerating them and keeping them in perfect health and condition. This technology brings the calpians close to immortality, though they are still easily killed by weapons.


Education

Education is free and obligatory for all calpian citizens. Starting from the age of 3, the child is registered in a 3 year programm to learn the basics of beeing a citizen. They learn how to read, write, express their artistic side and play games meant to develop their instincts and capacity to learn. At age 6 they are transfered to the primary cycle, where they stay untill they are 9. Then they are sent to the second cycle untill they are 12 years old, and learn a bit more about history, geography, astronomy, mathematics and languages. From age 13 to age 16 they attend the third cycle, where they specialise on one area.

At age 16 they go through the Mathar Al Narria ritual, that marks the point where they become adults. It consists of a probe at his choice, from over 30 different possibilities, according to his wishes, inclinations and studies up to that moment. The probe is usually in relation with the future carier choice of the child and can range from ritual battle to scientific tests.

If they wish to continue their studies after this point, the fourth cycle can be one at the Genak Imperial War Academy if they wish to become part of the Imperial Space Force, the Rakal Mor Academy that gives them the chance to become part of the secret service of the Empire, or any other Academy in one area or another, according to their inclinations.

Most prestigious academies: Genak Imperial War Academy, Rakal Mor Academy, The Medical Academy, Academy of Science, Technical Academy, Remora Academy for officers of the space marines



Security

The Rakal Mor, or the official security service of the Empire, is the most feared institution of the Empire by any law breaking citizen or traitor. Their metods are sometimes questionable, but their purpose and their training are the ones to keep the whole of the Empire together and ensure the calpian way of life.

Every military ship has a Rakal Mor officer onboard that supervises the Alyt (captain) and can take control of the ship if he finds it necessary. He occupies one of the two seats that are near the captain on the deck.

The rumour is that the Rakal Mor has its own cloak-capable ships, but that matter is highly classified. Most probably, most of them are small ships, capable of infiltration in the enemy territory and teleporting a small number of spies on the planets, though some larger ships are probably there too.

Planet Caladon - 15 billion citizens

The homeworld of the calpian empire, Caladon is the occupied in large measure by minbari mainly, though narns and humans can be seen at each corner. The capital is named the Imperial City of Caladon and in its vicinity is also located the Genak Imperial War Academy, where all spaceforce personnel is trained.

The 10 Orbital Cities - 100 million citizens

The ten orbital cities were mostly built to house the personnel that mans the Orbital Defense Grid, Orbital Trading Posts, Orbital Spaceyards and quarters for some of the patrolling ships of the Calpian system. It has relieved some of the strain from the transport routes that were lifting the personnel from the surface. With the development of the transporter technology the orbital cities lost their initial purpose, but they remained as important trade centers.

Moon Remora of Caladon - 2 billion citizens

The only habitable moon of Caladon, Remora is mostly inhabited by the remorans, though a large number of caladonians can also be found there. Due to the harsh conditions on the surface, with temperatures ranging from -30 degrees Celsius during the night to +20 during the day, the cities are built as very large structures, going up to 100 meters underground and 150 meters above the surface, capable to house each 100,000 colonists.

Planet Taifa - 120 million citizens

Taifa is a planet in course of beeing terraformed, though the process is still 100 years away from completion. The current population of 300,000 lives in protected cities, with buildings linked through underground passages.

Planet Laurian - Mining Colony

The laurian miners are only 180,000 in number and live on mobile mining bases, capable of landing and travelling insystem or through jumpgates from planet to planet at low speeds. There are 20 mobile mining bases currently active on Laurian.



...::The Vidia System ::...

Planet Vidia - 9 billion

The homeplanet of the humans, the second most numerous species of the Empire, Vidia is a beautifull planet, renowned in the Empire for the superb landscapes, huge turistic industry and for the open minded human females. It is the turistic destination of choice for any citizen of the Empire that can afford to come here, and many of those that cant, spend couple of years of their vacations on holodecks so they can afford to come here. Due to the warm climate and their peacefull nature, the humans have developed a keen interest in science and arts, making them some of the best engineers that ISF has.

Planet Keri - Mining Colony

The Keri planet is small and used only by the colonists in mobile mining bases to harvest the resources needed by the Empire. Population of the eight mining bases is 70,000 miners.

Planet Hoderi - Mining Colony

This minining operation, with a population of 150,000 is one of the most important of the Empire. Used to harvest the fuel needed by the ISF ships, the Hoderi colony has 16 mining bases scatered on the planets surface.

Planet Molona - Research and Testing Facility

The research and testing facility on Molona, the last planet of the Vidian system, is one of the most protected places of the Calpian Empire. It is the place where most of the brilliant minds of the Empire are gathered, with over 25,000 souls working here. The place is protected by the Rakal Mor ships, and is testing all the new weapons and technologies of the Empire.

Planet Arrithea

Arrithea is the place chosen by the Rakal Mor to host the new breed of soldiers genetically created by the imperial scientists. Here, the 200,000 citizens of the Empire are supervising the creation of an army of Sentinels, the name chosen for this new species. Currently there are 2,000,000 Sentinels beeing raised and educated on the planet, with 3,000,000 currently in service with the ISF, and 200,000 joining the forces each year as they mature.

Primary missions asigned to the ISF:

- protects the Calpian territories, patrols the borders and the systems, checks any vessel entering calpian space for weapons or other forbidden merchandise
- charts and surveys new planets and sectors, looking for new systems to be incorporated in the Empire
- scientific missions through the dedicated vessels for this type of missions
- diplomatic missions and first-contact situations, every vessel in the ISF having asigned to it a diplomat trained to deal with alien civilisations

Spaceforce Scientific Bureau (SSB) (controls the scientific vessels, cartography,etc)
Imperial Diplomatic Bureau (IDB) (trains diplomats, negociates treaties, trains for first contact situations)
Spaceforce Medical Department (SMD) (trains doctors for service aboard spaceships, gathers alien medical data, looks for cures for the calpian diseases among the alien races and acquires medical technology from other races)
Spaceforce Intelligence Service (SIS) (gathers data from scout vessels and sensor networks from the border or from covert missions)
Imperial Design Bureau (IDeB) (designs and helps to implement shuttles, cargo vessels, passenger ships, mining stations, or other types of civilian vessels)
Imperial Advanced Design Bureau (IADB) (designs the military vessels and spacestations of the Empire, ranging from fighters to heavy cruisers or deep-range exploration vessels)
Imperial Shipyards (IS) (controls the Imperial Space Shipyards and its production)
Advanced Propulsion Bureau (APB) (research for new propulsion methods)
Advanced Weaponry Research (AWR) (research for new weaponry, ranging from new types of poisons or bio-weapons to planet-killers or hand-held phasers)

A powerfull force of 80 Whitestars, when encountered these ships are a magnificient sight. They are used as a threat or as a support of other ships.

Imperial Spacestations:

27 total spacestations, each Imperial system having at least one spacestation used for trading, supplying the ships, defending the system. The spacestations range from 1 to 15 km in size, depending on the importance of the system, and they can usually hold their own against multiple large cruisers, being fitted with large amounts of weaponry and powerfull shields.

The Grey Council

"Summoned, I come. In Valen's name, I take the place that has been prepared for me. I am Grey. I stand between the candle and the star. We are Grey. We stand between the darkness and the light."

The Grey Council was convened by Valen over one thousand years ago to safeguard the Minbari. It is a body composed of three members each from the three castes, whose declarations are considered law in an almost biblical sense. Their decisions are not to be questioned ("Understanding is not required, only obedience."). New members are approved by majority vote. Members of the Grey Council are given the title "Satai" and triluminary mark implants in the forehead. These implants are used to detect the presence of Shadows and their thralls among other functions. At certain times and under certain circumstances, the insignia can be used as proof of one's membership in the Grey Council. The title of Satai is granted for life. A Minbari may choose to leave only under extraordinary circumstances. Members may also be removed if their actions warrant it.

Membership in the Grey Council is not generally known to the majority of Minbari. This is to prevent a cult of personality from forming. An extra precaution against this and also for the safety of the Council was removing the Council from Calpe and having them hold court in the Minbari battlecruiser designated Trigati. Its location is not easily known as it (in a seemingly random way) travels among Calpe and its Colonies. This gives the Council an exotic and distant feel to Federation citizens, knowing their leaders are among the stars, being a part of the universe. Council members stay on the cruiser for almost the entirety of their tenure. Members are allowed to leave for personal emergencies.
