Following decades of civil war, which was finally brought to an end by the democratic alliance under the leadership of Theodore Herring, now minister of defence and commander of the Parliamentary Guard regiment, the new govermnent of the Republic of Narius is concerned with developing the Narius economy, and forging a new modern nation that can take its place in the world. Since we are a largely shattered country, though we have some money on hand and our economy is starting to grow already, we feel that in order to truly grow, external aid is needed, and we feel this is also an excellent opportunity to gain some new allies.

As such, the Republic of Narius formally requests assistance from developed nations to provide financial aid in building up the country. We need to build roads, pipelines, sewage systems, communication lines, mines, factories, lumb camps, refineries, oil wells, schools, hospitals, highways, railways, airports, seaports, factories, and we need to begin building up our merchant fleet and expanding our farmland and irrigation systems. We have already started, and our first major highway has been completed, with plans outline for the beginnings of a new rail network, and new roads linking distant rural communities to major cities.

Any and all help will be appreciated, and once we have developed, we will be able to easily repay the money invested in our country.

The Aequatian Republic would be willing to provide the financial aid required to strengthen your nation's economy and help to build a stable infrastructure in order to maintain it. The only thing we ask for in return is that your nation considers becoming a Protectorate of our Republic, this is merely a title and it only involves the deployment of Aequatian troops within Narius for your nation's defence against any possible external force and to help in the strengthening of a solid core of soldiers and officers in which will help to create a formidable military for your nation.

Your offer is intriguing, while there are some who will balk at the idea of becoming a protectorate, I belive the benefits far outweigh any possibly consequences. I am assuming that by maintaining troops and military bases within our nation, you also reserve the right to conduct military operations against other nations from our borders? While I do wish to commit, it must be passed by parliament, which I will call into session tomorrow and will put the motion forward. I have no doubt that it will pass with a very strong majority. In the meantime, I would like to extend an invitation to any Aeqatian (OOC: don't really know what to call your people, sry if its wrong) engineers so that we may have their expertise in our planning sessions for developing our economy. Also, we have an estate that belonged to a now defunct noble family that is vacant and in goverment possession, and I would be honoured if your nation would use it as an embassy.

As well, we have substantial iron deposits in the southern mountains, as well as diamonds, but require assistance in developing mines and refineries. In addition, we have a structue that we are presently refurbishing for use as an embassy, once complete, a Halbergardian envoy could move into the location.

The Aequatian Civil Labour Corps shall send experts to Narius to begin planning for the basis of the infrastructure, once it is finished, engineers and workers will arrive to begin construction.

We have people in the southwestern region who are in need of food and medical supplies, as that area was hit hard by the civil war. We have food, mostly from the northwestern rural areas and farmland across the north, however, we lack the ability to move it to the areas that need it. If you would be willing to assist us in the construction of a rail network to be able to move food, and other goods, around the country, it would be a massive boost to our economy. Also, as part of our plan, we were hoping to construct a large scale automobile plant, which would utilize resources we hope to start mining in the south, and begin exporting them to other countries. To do so however, we need a rails and highway linking the southern mining areas to the plant, then to ship vehicles from the plant to the ports where they will be shipped to other countries. We are also hoping to establish a plant that will build heavy trucks and future military vehicles, as well as other factories that have been destroyed in the civil war to produce everything from refrigerators to tractors to televisions. Assistance in this regard would be greatly appreciated. As for diplomatic relations, we would be honoured to have an embassy of your country in our nation, and we can begin construction on one immediately.

OOC: I didn't mean would they be acting as offensive troops for my nation, I meant would you be using military bases to launch your own campaigns against other countries. Although from your response I'm assuming no.

As for a labour force, I have already discussed this with my minister of defence, and we both agree that our large numbers of infantry forces would be able and willing to act as a labour force, given the fact that there is no funding available for training.

The main priorities is the railway network, the expansion of our seaports and the building of a merchant marine, and establishing mines and refineries in the south. As well as developing the power grid and laying down new power lines and getting new power plants in operation to ensure electricity to all areas. The development of an effective water system to ensure the whole country has proper water, as well sewage and road networks. Major highways will be constructed to link all major population centers, as well as rural areas.
