For years Neo Zeta had heard of the Borg and their tech. They knew contacting them could be risky. But the need was great so the risk were exceptable.

A message was sent out and Neo Zeta only hoped they would answer

To the Borg Collective. We are the United Humankind Empire of Neo Zeta. We have heard of you and what you have done. We also know how powerful you are. We wish to work out a agreement so that we may be able to use your typ of armor and weapon systems. We also are very intrested in learning how to adapt to weapons. Other tech would be most welcome. We are willing to give you what ever it takes for this deal to work. Please meet us at our Capital world of Zeta Prime. You can trace this transmission to it.

The collective heard this plea, Their new position of power allowed them to deviate from the feeble ships they've previously used for first-contacts, as a fusion cube streaked towards Neo-zeta space, only slightly slower then their transmission.

"We are the borg collective of Blackgrue. Technological trade is deemed prudent to our goal of perfection. Your technological and biological destinctivenesss will be added to our own. In exchange, we shall aid you with the toolsx of perfection. A ship is on it's way to accomodate this."

We will be waiting. We can meet on your ship or our ship if you wish

Neo Zetan ships allowed the Borg ship to pass threw. They were impressed when they saw such a ship pass by. Indeed this trade would greatly aid Neo Zeta.

Transmission: "Your ship will be prudent. The construction of diplomatic facilities is too time-consuming to be performed on our fusion-cube class vessels. Please transmit co-ordinates and lower shields for transport."

One Reman Warbird Decloaked in orbit of Zeta Prime. Its shields were lowered. They transmited the co-ordinates to the meeting room to the Borg ship. There Weyoun and Five Jem'Hadar Guards awaited their borg guest.

materializing in a flash of green, a borg queen appeared in the middle of the meeting room dramatically.

"I am Queen unit 4820942. I speak for the collective."

" I am Weyoun Secound in command of Neo Zeta and Praetor of the Council. I welcome you here. I trust your trip was well. I hope we can make this meeting profitable for us both"

The queen smiled. "We've heard rumors of the legondary Vorta and their negotiation abilities. I'm honored to stand before one." *bows diplomatically*

" You flatter me. We do what we can to serve the Founders. Now shell we begian our talks. We have much to talk about. And much to learn from one another as well."

"Before we begin, I must ask you something. What is your end goal?"

" To serve the Founders and Emperors goal of order threw out the universe. It is why i am here."

The queen nods "We also seek order. By adding other beings into our collective, they bring us closer to perfection, while we in return replace the chaotic, organic minds of the individual, with the loving order of the collective."

" Then our races will get along nicely then. Order is not a easy thing to bring. But with the right leaders it can be done. And we hope with the agreements we reach in these talks will bring us closer to order"

"Your issues and ours can be solved simulatainiously. As we've evolved beyond the need for currency, we take payment in political prisoners. They bulster our numbers, and we add their biological distinctiveness to our own."

" Then you will be well paided. We have many who you could use as new drones. All we ask is to know how to build you Regenertive Armor, Your Weapon Systems and to adapt to weapons. And other borg tech you could share"

The queen nodded "Easily done. Production rights come at a premium of 20,000 drones. Preferedly of as varied species as possibe. On top of that I'd like to negotiate mutual Trade, research, and defence treeties."

" We can do that. 19,000 humans and 1,000 Cardassians ok with you? And the other treatys you suggest intrest me tell me more"

She placed her hands in front of her touching her fingertips together in a very human gesture. "We have done such treeties before with other races. They are simply a pooling of resources who's only end result is that BOTH sides become stronger."

" Very well then. I will agree to them. I see nothing to lose and every thing to gain with them." Weyoun smiles

"That is the nature of our negotiating style. There is never a 'Winner' when we negotiate a treety. We only create mutual agreements that benifit both while harming niether."

" Whata wise way to do treatys. We can learn much from you. Our peoples power will greatly increase as of today. Neo Zeta and the Collective working togather to bring order to the universe."

The queen silently smiled to herself. The new diplomatic protocols were working, they had peace with both the forces of chaos and the bringers of order. They would begin re-establishing blackgrue as a major political force in this universe.

Resistance is futile.

Weyoun also was happy. With borg help The Dominions ideals would overtake all who fight them. The Founders would bring order to the universe. No one would stand befor their might.

They chatted linguistics for a while. It was a reasonably dull meeting but both sides left pleased.

"Is there anything else?"

" No but a allie of ours may wish to speak with you as well."

A transmission came from the black void of space directed at Zeta Prime.

"I am Commander Galin, of the RSI Tal Shiar. Sources with in the Grand Dominion Axis have reported a meeting between the Dominion and the Borg of Blackgrue. We wish to meet with the Borg as well. We request premission to beam down to your planet."

Wyoun turned to the Queen " Ah and here they are now"

This the Reman Warbird Demon Eye. Please beam aboard at the following location. It will put you into the meeting room where you will be able to meet with Weyoun and the Borg

The once black void slowly began to distort as a Romulan Selok Shadow class battlecruiser decloaked. The Selok Shadow was only used by the Tal shiar and was valued for it ECM and advanced Cloaking ablities. Its size was rather small compaired to the FusionCube that it occupied space with, but none the less an effective vessel.

With the Order given two officers were beamed over to the Demon Eye. They materialized in a collumn of greenish light. Stepping forward into the room they introduced themselves.

"I am Commander Galin, and this is Sub-Commander Hylena. We are pleased to meet you both, and congratulations on your promotion to Preator Weyoun."

" I thank you. I am glade you could join us for this meeting. I am sure you have much to ask the Borg Queen."

Weyoun leans back in his chair and allows Galin and the Borg Queen to speak with out his joining in.

"Well yes, I suppose so. *turning towards the Queen and setting down* There is much to talk about. You must under stand, we already have some Borg technology. Gravimetric Torpedoes and Transwarp technology that we 'obtained' from another Borg source. Our dealings with Borg cultures has not been that of peace in the past. I must say, we find your approch in this situation rather uncharacteristic of most Borg, so you will not be surprised of how cautious we are in these proceedings. Considering that our allies are willing to trust you, we will too, for now.

While we have some Borg technology, there are others that we would like to obtain, Regenerative armor for one, and adaptive shielding for another."

The queen smiled a bit "That is because when we first arrived in this universe we could not possibly maintain the military and technological might needed to subdue our neighbors. As the human proverb goes: 'If you can't beat them, join them.'"

"Yes, I suppose so. Well then, with that understood, we should proceed with buisness. We are here representing the Tal shiar, not the RSI Empire. We are the ones who wish to obtain technology. It is often seen that we have to work seperatly from the Empire for their own good. They would never risk contacting the Borg just for a hand full of technology. Sometimes we must save them from themselves. There are many nations out there that might seek to destroy the RSI Empire, while our war ships are powerfull and we have numbers, many nations have very large and powerfull ships. The Tal Shiar believes that the Technology the Borg could provide might even the odds a little more, or even tip the favor to our side."

The queen nodded "Our price is fixed at 20,000 drones and a mutual technological, defence, and trade alliance."

The Tal Shiar officers looked at each other, after a moment they nodded and turned back towards the Queen.

"We do not see much of a problem with that. A few Prisoners here, say 2,000 Romulan Prisoners and the rest in Reman workers. The Empire will not miss them we can always fake an 'tragic incident' where a mines workers disappear. There are always more of them, only good for warriors. Very well, it is agreed. But remember, this is for the Tal Shiar, never discuss this with the RSI government or military. They will know nothing but the technology we develope from it, not where the origional designs came from."

"Please. If they come to us, we'll simply make them pay for it all over again. Not discussing this event with them is well within our best interests."

"Very well then, It is agreed. We will round up the neccessary 'drones' and deliever them to you."
