Revolt Looming In Joseph Seal!

A seal waddles up to the central podium to give a small speech. His eyes show fear, confusion, and spiritual tiredness. As he reaches the podium, he begins to speak, but in his own language, seal. Barks and growls are heard, confusing many who are present. As the seal finishes, a human translator appears and starts translating.

"Fellow nations of the world, the emperor of Joseph Seal pleads for your help. Currently, the citizens of Joseph Seal have threatened the government that they are planning to revolt. Their reason being the income tax rate, which is currently 98%. The government has tried it's best to lower the tax rate, and asked the people to be patient... however, the people were impatient, and stated today that if the tax rate is not lowered within 24 hours to or lower than 50%, they will revolt and overthrow our government."

The translator takes a deep breath and continues, "The government knows that their threat is not an empty one. About 3/4 of our population has threatened to revolt, and we do not have enough millitary to stop this soon-to-be-rebellion. And we can't just lower the tax rate immediately. You other nations know as well as we do that the tax rate cannot be lowered at such an amount in a short amount of time. Therefore, we, the government of Joseph Seal, ask... no... beg for your help. We need negotiators that can talk to the people that will convince them to be patient... and if worse comes to worse... soldiers to save our government from being overthrown. Thank you..."

Senior Intelligence Officer Valard hated his job.

Oh, it was very prestigious to be an intelligence agent in the Office of Internal Security in Transnapastain. No better service than to ones country, but Valard did the job no one wanted, it was Valard job to monitor the information coming in based on non-human activities.

Non-humans weren’t very high on Transnapastain’s list of useful…things. Transnapastain, in the spirit of maintaining friendly international ties, kept their xenophobia under a tight clamp when concerning government policy. The world had little to know idea of their dislike of those that were not human

Generally, Valard was supposed to make sure they weren’t up to anything threatening; generally, the assignment was simple, non-needed, and utter busy work.

However, just like the Belem Slave Camp incident before…when something came up, it was a bureaucratic nightmare.

Transnapastain, and her Directorate allies, stood in support of national sovereignty and world stability. The government didn’t like seeing rational governments falling to liberal rebellions. They always didn’t care for high tax rates. Worst of all, they’ve always had a nasty habit of getting involved when they shouldn’t.

So, when Valard came across Joseph Seal’s speech in his reports…. he knew he wasn’t going home on time that night.

He notified his supervisor, Sub-Commander Bernard, who also knew it was going to be a late night.

“Sir, I’m not sure what we’re going to do about this one?” admitted Valard

“Then what the hell am I paying you for, Valard?” asked Bernard angrily

“Well, sir, do you know what we’re going to do?” asked Valard, already know the answer

“Of course I do…we’ll, ummm…shut up Operative.” He said sheepishly

“Sir.” Is all the reply Valard gave

“Anyways, I’m going to have to get Fires on this, and run it up the chain.”

Later that day, Valard, Bernard and Sub-Commander Fires, Deputy Director of the OIS, sat around the black onyx briefing room table.

“Ok, lets hear the speech.” Said Fires settling into his chair.”

Valard pressed the play button on the holoprojector and all three men were assaulted by a strange growling and squealing sound.

“Aw damnit, turn that down!” shouted Fires over the din

“Yes sir!” replied Valard, as he adjusted the volume.

When the obnoxious noise had subsided. Fires glared at the two men.

“Is this you idea of a friggen joke?” he asked

“Sir?” they asked astonished

“I’m not stupid, Sub-Commander.” He spat. “I’m a busy man, you bring me down here, tell me there’s a problem, and then you show me a SEAL, and talking SEAL! What the hell! I’m not amused people.” He said

“Sir, we aren’t kidding….if you’ll listen, there’s a reply in Standard at the end.”

“You’re shitting me…that seal is smart enough to talk!” he said, still sounding as if the wool had been pulled over his eyes.

“Yes sir” both men said firmly.

The men listened as the speech was replayed in Standard, and Fires blinked several times after it had ended, before speaking.

“I’ll be damned.” He muttered

“Don’t say that, sir, imagine if one of the Inquisitors heard?” whispered Bernard

“…Right. Anyways…I’m going to have to—“ he started

“Bounce it up the chain?” both men asked in unison

a long, awkward pause

“…yeah”

Later that day the men reassembled, this time with Director-General Davis, head of the OIS and, arguably, the most powerful and influential man in the nation.
“So, wait a second? You’re telling me, it’s a seal…and it can talk?” he said

“Yes sir.” Said Fires

“Someone check with the ISA over in Kaukolastan, and see if this is some kind of joke…or if one of their little bio-creatures is missing. I think we found it.” Said Davis

“We did that, they say everything is in order.” Said Fires

“I see. Well…what the hell do we do with this one?” Davis muttered

“Aren’t you supposed to know…sir!” asked Bernard.

Another long pause….

“Shut up…I’ll get the Executer.”

Later, The OIS officers stood before the Synod, ruling council of Transnapastain, now in emergency session.

Executer Viki Hessian stood before the men, and explained the problem, after hours of debate, most of which was spent dismissing the idea that this was a joke, and astonishment at a talking seal, a decision was finally reached.

“Why don’t we just lend them some money, in the sum of 1100 billion dollars, and have them repay us over time, as well as reduced trade rates and taxes. Also, we’re offer to send advisors to help them with their economy, and negotiators to help end this conflict.” She said. “That way, the OIS can gather intelligence, and we can make some money.”

“Ma’am, I’m seeing a problem here…” said Davis

“And what’s that Director-General?” she asked, looking smug

“We don’t understand their language…”

an even longer pause

“Um….”

Fires whispers to Davis “lets see if she tries to bounce it up the chain.”

“To who, God?” he whispered back

“Well, we’ll send the message in Standard, I assume they can understand that…if their intelligent at all. In the mean time, we’ll get to work using that speech to try and construct a basic program for the Universal translators to use.”

Later, after the money advisors, and negotiators were sent to the nation Joseph Seal, a letter arrived, apparently written by the emperor himself. All were amazed at the apparent intelligence of this seal, and they opened the letter.

Fellow nation of Transnapastain, I deeply and humbly thank you for your support. The money will be used immediately to bolster our economy and our military. The advisors will be employed in the best working environments we can offer, and the negotiators will speak with the people with maximum security. Things will hopefully go well, and we WILL repay you as best as we can once this crisis is over. Also, I apologize for the confusion of my speech... my vocal cords are not able to speak any other language but my own native language.

But I digress, I send my thanks, and will make sure the people and money you have sent us will be used properly and not mistreated in any way.

OOC: Bump and update.

Good evening. This is the JSN, Joseph Seal News and here is some breaking news. The Transnapastain negotiators have just begun talks with the leaders of the citizens that have threatened to revolt. The press was not allowed within 100 yards of the building where the talks are being held, but the people have high hopes. Civilians and government people.

Charles Nanbot, an employee at the Fishing Industry, says this.

"Yeah, I think this'll work out peacefully. I hate the taxes and all, but ya know, I have this thing about violence, killing, and death. It's just not me."

Flower Nancy, a senator, also has high hopes.

"Indeed. I think that these people will see we're trying to do the best we can to save them and this country."

We will keep up to date on the talks with the civilians of Joseph Seal.

In the nation of Joseph Seal

Economist and government employee Jerry Dertinza sat in the very lavish hotel room, surveying his surroundings.

It wasn’t home, but, they Seals did their best to make him, and his delegation, as comfortable as possible. The phone was landline…not the satellite phone he was used to, though he could still use his mobile phone. There was no holoprojector, but, the room did contain a rather nice plasma TV…rather nice, for what it was, anyways.

The trip had been peaceful, and Dertinza was comforted by the presence of the two OIS agents, disguised as his working associates.

“Mr. Dertinza, the meeting will be getting underway soon. Shouldn’t you be getting ready?” asked one of the Agents

“I am ready, Agent.” He replied

“Wonderful, it seems they wont be letting the press within 100 yards of the building…oh, how I hate dealing with the reporters, back home, they’re never a problem.” Said Dertinza aloud, as he walked in from the balcony.

Before he left, he shot off the report he’d been working on to Valhalla, describing the Seals as both intelligent and cunning, though honest in their dealings with him…

That report arrived on the tail end of the letter.

“Well…damn.” Said Director-General Davis aloud. “They are intelligent. I never thought I’d see the day I was impressed by a non-human.”

“Seems so, Director-General.” Mused Executer Viki Hessien. “Maybe we should re think our stance on non-humans? Could it be that God has a place in his kingdom for other species?”

“Perhaps, but those are not matters for me to debate. I believe that burden rests solely on you, Executer, good day.” said Director General Davis, standing. Tossing her a salute, he dismissed himself quickly from the room

If those seals are that smart…their motives cannot be human, they are not on our level of civilization, no better than our barbaric ancestors. They may be a threat to our society. I fear that the Executer may well be growing too soft. he thought as he walked through the marble hallways of the capital building.

[OOC: Just to be clear, Its not my personal opinion that I’m trash talking your nation…and only some members of the government display the Xenophobia…this episode helped to open some of their eyes, even the Generals comments are just how he’d act IC]

*Outside the Meeting Room*

The civilian leader, Mark Slator, straightened his, at best, average navy suit. He was a small, timid man, with short, gray hair and small blue eyes. He looked much like a mouse with his features, but he WAS human.

He hoped the talks with the negotiators would succeed. Like many other citizens that threatened to revolt, it was an empty threat. They didn't want a long, bloody war, they only wanted to intimidate the government into radically lowering the taxes.

An aide near him whispered in his ear, and Mark walked into the meeting room, praying everything woud work out.

*Joseph Seal's Capitol*

The emperor, looking much like an ordinary seal save for the royal purple sash covered with medals, twitched his nose and looked at the meeting building.

He did love his people, and he hated war. He wanted this to be solved as quickly as possible, so that the nation could go back to those peace filled days...

EDIT: OOC: Um... sorry if this is a litte noobish, but what does "Tag" mean?

"What the..." was all the Special Operations Team General said at the message that was sent by the Seal nation. "Lt. this is not only not what SOT stands for, but if we were to do this we would be horridly outnumbered!"
"Sorry sir, but Admiral Vincent of the White Fleet sent me it saying it was out of his area of policy."
"Send it to General Watson, maybe he can decide what to do."
"The Head of Forces sir? He is already furious at our recently failures."
"Just send it please."

Within the next five hours General Watson spoke with the Head of Trade and Civility and came to a conclusion. Send the Second Task Force midway to this nations island with the 74th Infantry to ensure that if a rebellion were to occur, they would be ready to step in and aid the Seal.

OOC: I guess if a rebellion breaks out still I am willing to help you out against it. Of course other then this OOC you really do not know about these men heading towards your nations general direction. - Also sorry for the short post.

Tag simply means someone has shown enough interest in your thread to “tag” it, so they can keep an eye on it, and read it when new posts are made. When your in an RP, a lot of people tag them, too keep an eye on them. You can do this by posting any word…but tag is the word most people use.

"Greetings, this is JSN, Joseph Seal News. We have some updated information on the talks going on between the negotiators and the civilians of Joseph Seal. Susie?"

"That's right Bob. Apparently, the foreign negotiators have been joined with a negotiator from Joseph Seal sent by the emperor himself. There might be some kind of plan going on, but we're still not... wait... wait! The negotiators are coming out! And they're smiling! The negotiations have succeeded!!! And... yes... here's the civilian negotiator, Mark Slator I believe... walking up to the podium."

"Citizens of Joseph Seal! Rejoice, for peace shall remain in Joseph Seal! The negotiators have talked to us... and we have reached an agreement. The government has promised to raise the wages for us workers to try and balance out the income taxes. Meanwhile, the government WILL be doing all it can to lower the income taxes more to everyone's liking, and the wages will still be balanced with the taxes so there is no unfairness. Thank you!"

"Yes indeed... it is a happy day now... citizens of Joseph Seal are cheering, it's truely an amazing sight... ahem... anyways, we have also received some information from Joseph Seal's government that they will send the advisors, negotiators, AND money back to Transnapastain, because they apparently don't need them... they are also sending their thanks for the help that was given, and reminds Transnapastain that if they need help in the future, Joseph Seal will do what it can to assist... reporting live from Joseph Seal Capitol Square, I'm Susie Nicoles, back to you Bob."

"Right, thank you Susie... in other news, the government is planning to build up their military, reasons being that Joseph Seal is becoming more active in world politics. Not to mention that... in reality, Joseph Seal HAS no military, only a police and security force... plans for the military include buying equipment from other nations. And that's all the time we have left. I'm Bob Hope, and from Joseph Seal, I bid you goodnight."

Dertinza flipped off the TV, and tossed the remote onto the bed. He lay back and placed his hands behind his head

“Well, I suppose that’s it, then. We’ve succeeded in averting a potentially dangerous situation here, though, I must admit that the Seals did most of the work on their own.” He mused to himself.

“Sir, the flight leaves in an hour.” Announced one of the OIS agents.

“Thank you, Agent.” He said

As so it was, the Transnapastani delegation returned home, with a minor victory in hand.
