Majeristani Military Organisation Plan
Background
As a newly established country with a developing economy, the Republic is not in a position to develop a powerful military, especially in this early stage of independence and especially since we have an extreme shortage in resources needed to build our own warships, aircraft, and ground vehicles and weapons. With those facts serving as the backdrop, the Deputy Ministers of the Army, Navy, and Air Force, and the Assistant Deputy Minister for the Coast Guard sat down with me to detail our plan to organise a military that the Majeristani Republic can be proud to call its own.
Since we will by necessity have a small military in comparison to other countries in the world, we all were in agreement that we must procure the best equipment and train our forces to be the best they can possibly be so that we can expect to have the finest military man for man. To meet this objective, I asked each branch minister to research various military contractors and determine the best course of action for our establishment of our military.
Army
While it is indeed tempting to run out and purchase thousands upon thousands of the best main battle tanks on the market, notably those built by Soviet Bloc and Praetonia, we have determined that in our army's early stages of development that such complicated machinery would be impractical for us to acquire, and impossible for us to acquire in large numbers. As a result, until we can evolve our military to a point where we can afford to equip ourselves with the most modern equipment and spare little to no expense, we must make judicious choices with our defence euros.
We have recommended that our army initially purchase 1,000 IPO-135 Badger LSVs, which are ideal for colonial military units or militaries such as ours that are in their beginning stages of development. Its ability to serve as a fast scout vehicle and a powerfully armed combat unit for its size makes it a particularly attractive unit for our military. In addition, we have found the Praetonian built IPO-145 "Hoplite II" Phalanx Main Battle Tank to be an outstanding design that is among the best-protected tanks of its type. We believe that when our military has advanced to a point where it can afford the most modern equipment possible, those tanks would make an outstanding acquisition.
Beyond the combat vehicles mentioned, we believe the Isselmere Motor Works have among the best mobile artillery units, standard infantry weapons, and personnel carriers needed for the tasks of delivering our soldiers to the battlefronts where they would be most needed. We have determined that we will be in the need of a standard assault rifle and a rifle devoted specifically to use in an urban combat situation. We recommend that the Ministry of Defence look into the purchase of weapons from Isselmere Motor Works for this purpose.
Air Force
We have noticed that the Democratic Imperium of Praetonia has limited offerings at best of aerial combat or support vehicles, and thus, our options are somewhat limited. We believe that Soviet Bloc has some of the best aircraft designs in the world, though we are concerned that the prices of some of their more advanced fighters make their acquisition somewhat impractical. Once again, we turn to a United Kingdom of Isselmere-Nieland-based company for the majority of our acquisitions in a particular realm. In this case, we have also given strong consideration to adopting designs by the nation of Tyrandis.
We have determined that for us to develop an effective air force for our needs, we must adopt a rather defensive posture and use it to patrol and defend our airspace, particularly around Tikira and other major centres of commercial and political import. As such, we expect to focus most of our energies in the acquisition of air superiority fighters, air-to-air refuelers, transport aircraft, and a limited supply of strike fighters. In time, we hope to acquire an ability to project aerial power where it's needed, but that time is for some point in the future.
Navy
With a long coastline and at least eight locations that can serve as major port cities, the need to establish a navy capable of defending our coastline is clear. As a result of that, we will more than likely focus on acquiring the kind of ships that are best suited to patrol our coast, protect against aerial and submerged threats, and dissuade would-be enemies from attacking our shores. Since our economic limitations are well documented, we fully realise that the acquisition of large capital ships would be impolitic at this juncture. Therefore, we have determined that the best way to address the stated needs is to acquire a fleet based largely on patrol submarines, anti-submarine frigates, anti-aircraft destroyers, and cruisers or slightly larger ships that are capable of anti-ship warfare.
Ultimately, we see the Navy being a vibrant force with a permanent presence in the Mediterranean, the Persian Gulf, the Atlantic, and the Pacific. Toward that end, we see an eventual need to establish a fleet to project naval power once we have evolved as a nation. Before that can happen, however, we have researched various naval storefronts thoroughly and we have decided that the best ships in the world are designed by Freethinkers Defence Industries. However, we find that their designs, while outstanding, are far beyond our nation's ability to purchase ships of their complexity. Thus, we turn to familiar sources for naval procurements. The Royal Shipyards of Isselmere-Nieland is arguably the finest monohull ship designer in the world and we believe that acquiring our escort fleet from them would enable us to develop our fleet in the most efficient manner.
While escort ships are considered by some navies to be expendable in comparison to aircraft carriers or command battleships, we find that capital ships must be as steadily constructed as possible. As a result, we have decided that need for sturdy, survivable construction requires us to look toward the purchase of Trimaran-hulled capital ships. Some of the very best ships under that category that are within our price range are built by the Imperial Praetonian Shipyards. As a result, we believe that we should base many of our larger capital ships on purchases from that shipyard company.
Coast Guard
Until we can reach a point where our navy alone can dissuade would-be enemies from plying our waters and allow our coast guard to focus on policing our own citizens, we must use the Coast Guard as an extension of the navy. We decided to adopt the Praetonian-designed Estuary-class corvette as our standard Coast Guard cutter for the purpose of dissuading potential external and internal enemies from acts of depredation. With its powerful 153 mm gun, the Estuary can also be effective against larger escorts in an emergency. Thus, we believe that basing the Coast Guard on this fine vessel would be the most efficient use of our euros.
Conclusion
One mistake that many new countries make is to fall victim to the temptation to purchase equipment from so many sources as to render training their respective armies, navies, and air forces on the multiple brands of equipment a logistical nightmare. To avoid such a challenge for our developing military, we have narrowed our choices to two sources, while keeping our eyes on the market in the event that future relations between us and either of our primary suppliers strains to the point where procurement is no longer an option. We hope your Excellency finds this report to be a thorough explanation of our assessment of the needs of our military and our nation. If you have any questions, please inform me at your earliest convenience.
