Official El Caudillo Conference

Orion, International Capital in Dracun Imperium
The halls were pure white, and security was tight as the Chancellor was being dressed by his various fashion aides, and given various speeches all which he threw away. He would speak purely on the matter and have no set script. Finally it was time.

He arrived at the Conference hall, where dozens of balcony booths had been set up with ten seats so entire governments could sit down and watch the conference and hopefully contribute something. To his left were the Vice Chancellor and the War Minister, and to his right was the Foreign Minister. The Table they sat at was semi-circle with the Dracun Government on one side and the El Caudillo representatives on the other, finally the Chancellor stood and the conference began,

“Greetings members of the international community, today I have called a conference to help end the persecution of El Caudillo before it turns into an international conflict. I, along with several other nations have applauded or defended the actions of El Caudillo, we taking the latter. Now this conference will help draw up a treaty, if you will on how to treat El Caudillo. The first was brought up in a letter between me and the Sharina Government. The possible deportation of those who wish to leave the country, who would be the first to speak?” And the Chancellor sat down

Ambassador Jorgan Linetz of Scellia adjusted the overly tight tie that for, as long as he could remember, seemed a few millimeters away from strangling him. With the calmness of one whose diplomatic experience went far beyond most Linetz calmly rose. The unadulterated white suit-coat and slacks were woven with platinum threads that caused his clothes to sparkle it the light, a midnight black undershirt was overlaid with a crimson tie. He was an older man in his forties, with deep brown eyes and thinning salt and peper hair. His skin was a light tan and he gripped a black oak cane topped by a obsidean pommel.

As he rose a blinding spotlight pierced the gloom around the assorted ambassadors to rest on him. After a few moments he began to speak,
"Ladies and Gentlemen, as you are all aware we are here tonight to discuss the situation within the nation of El Caudillo. Recently they have done things that many would consider unspeakable, and passed legislature that most find horrific. But to start us off with a gesture of goodwill Scellia would like to extend the offer to El Caudillo that any persons that are to be executed on political grounds will be deported to Scellia instead. Since you have said, if I have been informed correctly, that you have no restrictions of emmigration then we will be happy to accept your political prisoners instead of seeig them executed."

"Some of them will indeed be permitted to emigrate to your nation, Mr. Linetz," Salazar replied. "However, we are hesitant to allow too many people to flee, lest it send out the message that we are going soft. All scu- er, dissidents- who wish to leave will have to pay the government 1,000,000 Pesetas. Otherwise, they will leave this mortal coil."

The Chancellor whispered to one of his aides, who quickly wrote a message on a paper and passed it along to Salazar it read,

Lower the cost, we want to keep this as quick as possible make it not to affordable but not high enough to anger the people here. I hope you understand the message

Kreynoria wishes to discuss the "Morality Acts" recently passed by the El Caudillo government. This is an affront to the Jewish and Islamic minorities in El Caudillo, as well as a violation of God's will. God wills not oppression of the masses. The people can choose how they want to live, and God can decide how they are punished, not an oppressive government.

Phil O'Bryant, the Secretary of Foreign Affairs of Brandouneia, rushed into the up the stairs and into one of the lower balcony booths of the Conference Room in a sweat. A husky, balding man with a flushed red face in his upper 40s, Phil hastily pulled out a folder from his briefcase and plopped down in his chair. He looked around as everyone watched him shuffle papers loudly, and finally stood up when he had finished.

Phil cleared his throat and said, "Sorry... my plane, was late... and... please for give me... it's been a rather stressful morning with..." Phil stopped and coughed heavily for about 10 seconds, "Anyway, moving on. Umm... the United Socialist." Phil stopped to shuffle papers once more and continued, all the while looking as if he were about to urinate on himself. "The United Socialist States of Brandouneia formally support El Caudillo in any action it might or might not take in the confines of it's borders. While we do not promise any type of military intervention on the behalf of El Caudillo nor do we formally espouse its ideals, we support El Caudillo's right to run itself without requested outside interference." Phil stopped for effect and continued. "Pirate King Che Brandoun IV also states that 'Anybody who wants to take military action against Caudillo for keeping the order inside itself needs to piss off and take the stick outta their ass.'"

A long pike sliced clean through the neck of the red-faced delegate, severing it. The headless corpse collapsed awkwardly in a pool of blood. The pike was wielded by one of four bronze-and-kevlar armoured Imperial Guards. Emperor Constantinius I strode in proud and imperiously, calmly ignoring the bleeding corpse at his feet. "I apologize for the mess, and my foolish ambassador's outburst. He was always too excitable. However, I would like to state my stark disapproval of the lack of morals in this conference. You are all ignoring the oppressed state of El Caudillo's populace, on the grounds of 'it's his country, not ours'. I would like to see someone else who opposes this oppressiveness, and is brave enough to voice their dissapproval."

Without a flicker of emotion, as it seemed that this conference was beyond that, Linetz shot back,
"So, you're saying that the emmigration policy will be an empty motion and nothing more. I wouldn't be surprised if was standard practice to take all a political prisoners money before them were given the option to emmigrate." Nodding to Mr. O'Bryant Ambassador Lenitz continues,
"Let us address that issue first, of national soveriegnty and how far that right extends. First of all will all those who plane to argue the legal side please quote what part of international law applies to what a nation may or may not do when it comes to military action upon another. Specifically the prohibitions thereof.

Next I would like to address soveriegnty issue, while it is true that national soveriegnty is a value that we all must hold dear because we have no wish to lose our own nations. I don't deny that El Caudillo has the right to legislate its own laws, however when geocide is committed based on any ground whether it be ideological or racial it is our moral obligation to stop this. I don't begrudge the right to punishment, what must be stopped is the murder. Create your laws as you see fit, but as long as the punishment for a crime ideology is death, then you are committing genocide and must be stopped."

The slim, feminine form of Stephanie March (http://img.photobucket.com/albums/v207/JC_Denton/NationStates/March01.jpg) rose from her seat as the massive conference hall seemed ready to collapse into a mass of pointless bickering and insult throwing between the hosts and Kreynoria. March, the Secretary of Foreign Affairs for her nation, thumped her balcony's microphone to draw attention to herself before speaking.

"The Democratic Colonies feels compelled to urge all parties to remain calm and civil so that our efforts to reach a peaceful conclusion to the current issue can continue." she began, her gaze following the delegate from Spooty as he made his exit.

"All of us assembled here today are here to seek a peaceful, constructive solution to the matter at hand in El Caudillo - we should not compromise this effort, abandon it as a casualty of our own petty politics and disagreements before any progress is made."

March extended an arm in the direction of Kreynoria's balcony, on the other side of the great conference hall.

"The Democratic Colonies urges the Chancellor to withdraw his demand that Emperor Constantinius leave the conference. In our try for peace, we cannot risk failure and common defeat simply because we cannot even be convinced to speak to one another. All of us here are needed if peace is to be found - without any exceptions. Emperor Constantinius is needed at this conference if peace is to have its chance."

March's gaze followed the Spootian delegate as he continued away, uncertain if he would return. The Foreign Secretary's eyes however, shifted upwards to view the reactions of the Chancellor of the Dracun Imperium and Emperor Constantinius I of Kreynoria.

Mr Fungles heard the speech, he thought to himself, "maybe this confrence isnt so biased, it is my duty to stay, did i leave the iron on?" He decided to walk back into the confrence, he would stay if the Kreynorian ambassador was allowed to stay.

The Chancellor sought guidance on what to do now, the conference would fall apart if the Emperor was told to leave, but he couldn't appear soft. He needed however to protect his allies, and that was most important, "Agreed, Emperor take your seat and do not make another disturbance, back to the conference."

"However grievious we might feel that your citizens are being wronged Mr. Salazar that is not our nor the publics domain. If your citizens don't like your rule then they may revolt. Essentially Scellia's objection come down to the charges of genocide against you, that is our major point of contention whatever any other nation may do."

The doors open to the Conference Room and in walked the God-Emperor (http://www.freewebs.com/thetransylvania/Count%20JWolf.JPG), himself. Followed by four men in dark gray and black Transylvanian Body Armor, these men wear part of the Black Wolves. Each man has two Chinese war swords on their back. He was wearing a black three piece Phat Farm suit with a black cape on his shoulders. A big Cuban cigar in his month, he headed over to his seat. He is walking with a wolf head cane in his right hand that was really a sword cane. He took his cigar out and said “Sorry, I would have been here earlier but my plane messed up. I have to get my other jet fueled and ready to take off.” The man who was in his seat was one of his aides, he handed the Count some notes before he got up and left. Before Count JWolf took his seat, “I’m here to back El Caudillo.” he said with an evil grin then started to read the notes.

The still smiling noble simply puffed on his cigar and then blew a series of smoke rings before speaking, "Oh, we didn't flaunt it, but we didn't cover it up. The executions were usually done in soccer stadiums by setting up cranes with bars of wood and multiple nooses on the bars of wood, you then noosed up 15 or so people and pulled the crane up to make a dissident mobile! It was pretty entertaining to watch the Leftists and their families squirm while the croud chanted 'Justice, Justice!'" The Lord laughed again, and then sipped his cognac before turning to the Spooty delegate. "People who are leftists are clearly out of touch with reality, meaning they are imbeciles, and thus, not human.

" Ladies and gentelmen, I ask you all a question, truly, why are we here? To me, this seems like a gathering to change a nation. It is Illior's policy that we do not interfere with a nation's policies unless it harms those who do not live in that specific nation. How many of you would like to be forced to change your nation's policies because a group of others decided that they weren't fit for that nation? why do you want to change another country to be more like yours? Illior has to condemn this gathering, in accordance with it's policies."

That being said, and also knowing that some of you won't actually think about all of that, I do believe that refugees should be allowed to leave, reasonably, possibly have the recieving nation pay for the refugee's travel expenses, unless they can be paid on their own, and allow them to bring, say up to 150 LBs of personal belongings?"

We while disliking you laws, advise you that you kill your dissident through lets say..."natural" means. Pay that auto repairman to make the person's car's brakes faulty or poison the dissident's groceries. That way the international community cant say you have human rights violations. :p

He said casting a glance at a few nations, "But no, to help end the buzz around my closest ally, El Caudillo. We are discussing here the terms of a treaty that everyone could leave happy. Obviously I did not state this, no laws will be discussed here, only matters pertaining to the current issue of the population, if there is, a want to leave the country and how they should do it and maybe if later we are still somewhat civil, the so called 'genocide'.

Now to maintain order, Count J. Wolf watch your mouth or you will be removed from this chamber, Delegate from Spooty we are not changing the laws of El Caudillo do not mention them again now back to the current matter, of the leaving of El Caudillo."

A woman in a jade green uniform dress groaned slightly to herself as she listened to the incessant squabbling between the Parthians, Spooty, Scellia, and others. She finally had enough, and made her decision. She stood up quickly, thrusting one hand towards the table, palm facing outwards to attract attention. She began speaking in a cold and logical voice belying her friendly-like appearance.

"Enough of this squabbling.

President Mina Veristek has granted me the responibility to attend these talks and to see that the idea of recompense and taking El Cadillo refugees will be discussed.

I agree with a fee for the refugees, as it will help El Cadillo's economy recover from the loss of manpower and commercial ventures that are now banned under their Morality Acts. Video gamers, cartoonists, prostitutes, book authors, and so forth must not be put to death for their actions for it is counter-productive. Fear and oppression only breeds rebellion and undercover unrest.

If El Cadillo allows its people who have been doing whatever El Cadillo has just banned to seek refuge in other nations and live out the rest of their lives in these nations, it is a very sensible idea. First, El Cadillo will not have to worry about these people anymore. Second, these people won't be in El Cadillo to spread their ideas and such. Third, there will be much less oppression and fear, thus the risk of rebellion and unrest will be significantly reduced. Fourth and most importantly, this would be a merciful act, and I am sure that a Christian God would look favorably upon mercy. If I remember correctly, the Holy Bible talks about Jesus and how his mercy saved people.

Towards this end, Sharina is fully prepared to pay the full costs of each and every El Cadillo citizen who desires to leave the nation to live in Sharina or any other nation."

Slowly Sasha Parlenova-Minister of Froreign affairs walked out of the darkness of her countries balcony she hoped it was not to late to enter. Her tall but plump figure gave her a slight waddle She wore a light gray suit and a red tie. As she sat down she read a brief transcript of the previous arguments and mishaps. She looked around at all the nations. She then proceeded to blow into the mic. She said clearly "I am sorry for the long delay i had a delay at.......ummmm..... Customs i will now like to par take on the meeting". Behind her the 2 stone faced guards stood on either each armed with AK-47 Spetsnaz's they were part of well know Spetsnaz police force.

She was a little disgusted at the manner in which the conference was being conducted, however, she could not show that she felt above all in attendance there. The Sharinan woman listened to the Dracun Chancellor's words carefully before formulating a response in her mind. She chose the opporutune moment to offer her views right after the seemingly awkward silence after the Chancellor ended his discussion.

"The current fee per citizen should be set at 600,000 of El Caudillo's currency, and should not be changed. Otherwise we'd be forced to assemble another peace conference in the near-future or risk another threat of warfare that will be harmful to both sides.

That aside, the maximum limit should only apply to those who wish El Caudillo harm, or have shown hostile and unfriendly attitude towards El Caudillo. I believe the maximum limit for those nations should be set at roughly 25,000 citizens. For those who are neutral or supportive of El Caudillo should not have any maximum limit placed on them. In regards for the safety issue, we cannot be fully certain of safety. We will have to take a leap of faith. I believe that various religions encourage the concept of faith and mercy, notably Christians, Jews, and Islam. However, if any El Caudilloan citizen returns back to El Caudillo after moving out, then El Caudillo will be allowed to deal with these citizens as it deems fit, without any interference from the host nation (the one where the citizen came into El Caudillo from).

The Chancellor was thinking of how he might just well be betraying his ally with this conference and his other ally Doomingsland was becoming more and more closer. Although that was good, the Chancellor decided it was time to gain some influence with his ally. He talked it over with his Vice Chancellor as the Sharianian delegate spoke and the Chancellor stood,

"This conference is hereby dismissed. We see no possible solution to a problem that never really existed. We apologize to everyone for making them come here, especially our allies but we all must remember we were all hyped up on a war. Please return to your countries with no ill towards us, we are doing what is best for our country and that of our closest allies."

The Chancellor was thinking of how he might just well be betraying his ally with this conference and his other ally Doomingsland was becoming more and more closer. However apologies can be done over the phone what I am here to discuss something more... interesting. An alliance between us four that would overlap all alliances the alliances we are already involved in.

My Dear friends," He said focusing now on the Inquisitor and the Parthian delegate, "My people are growing less and less fond of C A D, since most of them are 'brutal warlords' as they call them I may soon have to leave due to popular demand nullifying our alliance. We are sickened by your outrageous tax on those dissedents, wishing to leave the country, the nation of Desartha will pay to take in some of your dissedents, however we wish to negotiate a cheaper price. Count JWolf stood up after the Chancellor dismissed the conference; he started walking over to people who leaders are his closest friends. As he neared them, both the Desartha ambassador and Lankurian diplomat said something after the conference was dismissed. He turned and looked both of them in the eyes, “Mr. Chancellor, I don’t think they heard you.” Then had an evil smile go across his face, “This conference is dismissed!” he added. He then handed Mr.Salazar, a note that said “Need the Dominion. Just give us a call.” With that he and his four guards left the room.

"That is fine and understandable, but perhaps a few arrests and executions of the guilty parties fomenting this dissent should quiet them down? Propaganda also works nicely to shut up the idiots who think they know anything about national politics."
