"Yeah. We're cool, everybody's okay, we just want some fighter jets and here's fifty kilos of rainforest-narcotics that'll knock your socks off, nobody's going to break anybody's laws or shoot anybody up, it's business."

Some governments had existed with greater resources and motivations for the vetting of staff than were enjoyed -or suffered- by the internationally unrecognised Syungma Santosoputra government of the Jipangunesian Republic.

Based in Samepeng on the island of Tingun, the Syungma Republic claimed to be the only legitimate governing body across the massive Pacific archipelago, beset by disease, poverty, politically and racially motivated violence, and new colonialism. It actually controlled around a quarter of the island chain's population on the single island of Tingun, and heavily influenced several other islands that it really could not claim to effectively administer.

With the Azazians and possibly more moving in, plus movements such as the ruthless Sula Rada cutting brutal spheres of influence from the Jipangunesian nation (which perhaps only existed in Syungma's rhetoric), the under-developed Republic was in dire need of modern armaments.

EXPORT/TOURISM SITUATION

*Lacking infrastructure, commercial ties, skills, and modern industry, Jipangunesia is in no condition to compete in the global market's high-tech domains.

*The Syungma Republic, however, has decided that there are other way to make money, and is prepared openly to engage in the production and sale of narcotics of traditional sorts and native varieties known only to the archipelago's many deep rainforest domains.

*It is also seeking to export timber cut from the same massive forests and jungles, with the government openly advertising the under-developed nation's lack of labour laws and its population's general low-standards and wide-spread ignorance so as to highlight the low costs

*Noticing that the trade in rare or exotic animals is in fact a multi-billion dollar industry, and aware that Jipangunesia's long isolation and composition of 1,807 individual islands has blessed it with thousands of unique forms of fauna as well as flora, the Republic is also hoping to enter into this trade, selling to collectors and researchers

*Syungma is also hoping to encourage high-class and adventure tourism to some of the tiny paradise islands scattered around Tingun, claiming that some small islands have never been walked by outsiders and are even today unpopulated and unspoiled... so the beaches are nice and there's plenty of rare things to shoot and be the first to taste. Aadvertisments indicate that plague-bearing vampire bats are hardly an epidemic problem, and that stories of small primates that enjoy eating the scalps of the sleeping are largely exaggerated.

*Certainly not advertised is the fact that the Syungma government is also supporting the smuggling of narcotics, timber, and rare animals into nations that will not officially sanction the trade.

IMPORT SITUATION

*The Republic desperately requires littoral-warfare vessels able to navigate coastal waters, narrow channels, shallow draft, and strong currents and to discourage incursion by superior naval forces.

*With no organised air force, Syungma's government is seeking aircraft with fairly specific requirements in mind:
-low initial cost
-low service demands through a long lifespan
-good rough-field characteristics
-both air defence and ground attack capability
-trainer variant

*The army requires equally flexible helicopters for transport of men and materials and attack capabilities combined

*Surface to air missile systems are desired, with MANPADS being a priority and longer range/higher altitude mobile systems also sought

*Requirement for heavy armour is limited thanks to nature of the environment (mountainous jungle-strewn archipelago), but does exist in a minor degree, with a view to urban deployment

*Mobile/man-portable anti-armour weapons are slightly more highly sought, along with extremely light artillery

*Finally, anti-shipping missiles based on small vessels, aircraft, and ashore may form an important part of Jipangunesian defence planning if acquired

The Aequatian Republic is always looking to make the lives of smaller, less well-off countries better and are very much interested in boosting the nation of Jipangunesia into a much stronger world position.

The Syungma Republic's sloth in replying was a symptom of the crises facing the administration, best on all sides and from within by forces bent on stealing its share of the Pacific archipelago.

Still, Samepeng was certainly interested in at least investigating any avenues of legitimate or hush-hush export earnings or of possible armament for its gradually growing armed forces, already tens of thousands strong and set shortly to hit six figures, but almost wholly lacking heavy fire power, support, and mobility.

Aequatian Military Industries would be able to fulfill what requirements your military has for equipment and if we are unable to with the systems we have already designed, we would be able to develop systems specifically for your nation's requirements.

The Syungma government is uncharacteristic in the speed of its tenders to AMI, seeking to arrange long-term procurement of a number of systems to arm gradually expanding forces as the nation attempts to find stability.

Uncertain budgets mean that the Jipangunesian Republic desires to deal directly with the opposite government in arranging to supply available resources such as timber and perhaps rainforest drugs (be they recreational or for medical research or applicaiton that Jipangunesia is in no position to develop), possibly other items such as natural rubber, and, mentioned only when diplomats feel that the mood is sufficiently relaxed and the company appropriate... the issue of so many hundred paradise islets around Jipangunesia, ripe for holliday villas or second homes...

Of course there's no implication that such islands could soon belong in any way to officials prepared to see that Jipangunesian goods are... good enough to pay for Aequatio arms.

-Significant numbers of AT-4 Anti-Tank Guided Missile Systems

-Small numbers of Assault Vehicle Combat Engineers, Mark I, "Ram" (or alternately the Mark II vehicle)
-Small numbers of Armoured Vehicle Launched Bridge, Mark I, "Giraffe"
-Significant numbers of Infantry Fighting Vehicle Mark II, "Pathfinder"
-Significant numbers of Internal Security Vehicle, Mark III, "Tortoise"

-Small numbers of AH-4 Leopard Attack Helicopter
-Intermediate numbers of UH-60 Blackhawk/SH-60 Sea Hawk Utility Helicopter

-Small numbers of V-22 Osprey VSTOL Assault Aircraft
-Small numbers of C-130 Hercules Medium Transport

(The reason I'm vague about it is that we'll want to keep aquiring them over years as the miltiary is formed, organised, and slowly increased (and increased with population of course), and I hope that you don't have some exact accounting thing you need to keep up. I don't want to be too specific except to know what my arms are and where they're coming from, while you in turn, if these deals are worked out, know where some of your timber and whatever else is coming from (or where your officials have free holiday homes!).)

Further, the government is prepared to offer to AMI contracts for a light field gun between 75mm and 105mm, light enough to be towed by small trucks and emplaced in difficult terrain, and to be transported under-slung below Blackhawk helicopters.

Also for several classes of littoral warfare craft, including:

-A very small coastal and river-going patrol craft, probably armed with machineguns and possibly light mortars or potentially carrying MANPADS and ATGWs.

-A mine countermeasures vessel to protect local waters.

-A patrol corvette with some anti-submarine capability.

-A fast attack missile craft.

Also sought is a very simple MANPAD probably IR guided.

As yet these other contracts are not closed to new vendors, who are encouraged to get involved.

These orders can be filled easily when made, as well, the combat trials of the Assault Vehicle Combat Engineers, Mark II are not going as well as initially planned and it is more than likely that it will be removed for two separate vehicles which will consist of an assault vehicle and an armoured repair and recovery vehicle.

Further, the government is prepared to offer to AMI contracts for a light field gun between 75mm and 105mm, light enough to be towed by small trucks and emplaced in difficult terrain, and to be transported under-slung below Blackhawk helicopters.

A small pack howitzer has been in development for some time, it will be transportable by general-purpose vehicles similar to the U.S. HUMMV and light utility helicopters. It is planned to have an effective range up to, and including, 9.5 kilometres.

Also for several classes of littoral warfare craft, including:

-A very small coastal and river-going patrol craft, probably armed with machineguns and possibly light mortars or potentially carrying MANPADS and ATGWs.

-A mine countermeasures vessel to protect local waters.

-A patrol corvette with some anti-submarine capability.

-A fast attack missile craft.

These will not be difficult to design, expect initial blueprints for them in a few days time.

Also sought is a very simple MANPAD probably IR guided.

We can modify the Starstreak SAM system to use the same guidance and sighting system with a much more economical missile.
