[OOC: I have about fourteen days before I leave for Spain, so I plan to recruit for those fourteen days, and for the two months I'm gone, those will be the days these recruits are trained.]

In an effort to increase the size of the armed forces the OberKommando des Werhmacht, in conjuction with Emperor Jonach I, has de clared his intentions to begin recruitment of various Waffen-SS divisions based off the ranks of international countries. This is not an institution based on race, religion or political beliefes, consequently, Jews, Muslims, Blacks, and all others who are willing, would be honored within the ranks of the Second Empire's Waffen-SS.

You ask, why would a man at peace within another nation dear move himself to become part of an army that would only spread war? Our answer is the same as that given to those who wondered a very similar question during the times of the Teutonic Knights, when they ravaged the Baltic, or the Third Reich when they ravaged the Russias - we offer you nothing, except, honor, women and a very stable pay, and not to mention the sporadic fluxes of wealth and fame. You are to be the knights of a modern world, who fight not for religion, nor for race, but for personal taste!

We say again, any man who is interested is welcome! There is no discrimination, there is no room for negating anyone who has the guts to enter our ranks. Think of us as a new Tercio, a new foreign legion. And if you dare join our ranks, think of yourselfs as not soldiers of the Golden Throne, but as conquerors - knights - lords of a new world order!

The frontline strength remains the same, it's the logistical strength that changes. Logistics may also include possible frontline replacement units.

[OOC: Well, technically, this is "voluntary" recruitment, or in the case that your government is giving away its criminals - in that case, that would be thought as payment enough.

But, I guess we could discuss something out in the case that the government actually does want some sort of payment. Perhaps something in the sorts of spoils from any wars these soldiers are put in, or perhaps monetary payment up front, or whatever you have in mind.]

[OOC: Yea, you could do that - a damn good idea too. Well, I'll tell you what we give 'em. Starting pay is 2,000 dollars a month, which is damn good, since mininum wage, even in the U.S., is about six hundred a month, even full time. This pay may rise up to about 60,000 dollars if the play their cards right, but their top rank will always be Lt. Colonel - there will be no foreign general officers in my military, unless they're really damn good.

On top of that they get full medical benefits, and almost free housing, and the whole nine yards. Pretty much what the American military gives its servicemen, only with a bit more monthly payment as you can see.]

That will work out well. We have canvessed and advertised for those interested, and have recieved seven thousand, two hundred and ninty-four people interested in joining.

Roman Greece is very interested and we have looked and advertised for those interested, and have recieved ten thousand people interested in joining so far.

The fight for fame and fortune activated a long-forgotten gene embedded in the collective gene pool of Fluffywuffy. All in all, one hundred thousand men would sign up to march in the other Second Empire's army (OOC: my nation is also a second empire).

I, The Pirate King of Brandouneia, open my country so you can recruit 5500 or less men of my country into the Second Empire's Waffen-SS. Along with that, Brandouneia pledges the participation of captured Jungle Revolution Front members at half-pay. I'm always willing to help promoters of a New World Order, especially if I get payed out of the deal.

Of course, as Brandouneia requested, all the recruiment offices set up in your countries will pay full rent - that is, whatever your nation deems fit - and all housing and such will go through the normal national procedures your nation might have.

Regardless, current registration is as follows, and transportation will arrive for the following. The Novikovskie Federatsii Sili is interested in using the Second Empire’s Waffen-SS Program as a paid alternative to dishonorable discharge given to the men and women of our armed services. In such a system, all NFS officers and enlisted men facing dishonorable discharge or court marshal for violent crimes, insubordination, failure to lead, or cowardice will be given the option of retaining their dignity and their military rank and foregoing any criminal proceedings they may be involved in. In return for this, the aforementioned men will be placed in the Second Empire’s Waffen-SS program as part of a multinational unit, with the assurance that they will retain whatever rank they were given in the NFS unless extenuating circumstances are involved. To ensure these officers cooperation and effective use, we request the the Novikovian orginizational system be adopted for all Novikovian SS units. The Novikovian Government is prepared to implement this program, provided the Waffen-SS troop’s pay is taxed 10% to the Novikovian Government.

The NFS has already taken a preliminary count of all officers and enlisted men discharged or court marshaled within the past two years who are willing to escape their sentences by joining the Waffen-SS, amounting to a total or 1,431 men and women – including 195 officers ranked Maladshiy Leytenant (Junior Lieutenant) or higher. If this arrangement is acceptable, these men and women will be transferred to Second Empire facilities within three weeks of a formal agreement.

We assure you that your units, whatever their size, will serve our Waffen-SS well, which is currently only working under foreign manpower, and shall bring your nation, as well as our honor and fame. Soon enough these men will be tested on the field, and no worries, they will show no cowardice or motive for any "rebel like" beheviour after undergoing the infamous training gone through our men at the Arras training complex. Premier i have gotten a great idea form The Macabee's here it is. We can create a Foreign Legion much like the one of France except these sshall be come higly trained much like our Spetsnaz. The Republican Incorprorated Systems, a state-owned but completely seperate company from the Grand Republic of Skinny87 has noticed your advertisments for members for your Foreign SS Divisions. The RIS has a number of 'Recruits' available for these Divisions, mostly hardened criminals with death-sentences who wish to actually live for a little while longer, as well as some more mercenary creatures who wish to fight purely for profit. Which, of course, the RIS would tax.

As such, we have available two transport ships full of 'Recruits' for your Divisions, some 3,500 according to the most recent figures. You may have the transports and the civilians inside them, and pay them as you wish, and do with them as you wish. We have only two requests. Firstly, that their identities be 'erased' and replaced with new ones to avoid 'Implications' to the RIS, and Secondly, to have the members not be associated with the Republic and its government itself. OOC: I could send you my Airborne paratroop division, which is about 2000 men and 200 SOVs. They are essentially my elitely trained divisions and like special forces. They are trained to work as a quick attack force without all the logisitcs needed.

We have recieved requests from bands of men numbering in the tens of thousands to join your new foreign SS. The majority are members of Eastern Doomingsland's Latin-speaking tribes. These men have been hardened by lifetimes of constant armored warfare against rival tribes for control of the water supplies, using heavily modified and upgraded T-55s and T-72s. You will find them to be superb individual fighters and armored cavalrymen, no doubt, as per the traditions of our nation.

After such hardships, you will also find them to be absolutely remorseless and fanatically loyal.

Finally, a small group of ex-Doom Legionaries, tired of mercenary work, have also decided to sign on. These men are some of the best trained soldiers in the Empire, being put through one of the harshest, brutal training routines (only 20% of those who begin the training survive through the training, even less for officers) starting from their very birth. They are proficient in almost every kind of warfare, but you will no doubt find a place for them in your special forces units. When properly religiously motivated, you will find them to be what are most likely the most fanatical soldiers to grace the battlefield. These men performed flawlessly in battle, and we hope the same can be said for them when in your service.

So, we are sending 7000 convicts, most serving life sentences, to your foreign legion. As the chief of HailandKill armed forces I have one wish in return, that 2048 of these prisoners be returned as a well trained force to be reckoned with, for another HailandKill Airborne Division. Unfortunately, the Waffen-SS, although foreign, stresses utmost quality and is the cream of the crop of our army - although motivated by money and not by patriarch. Regardless, the T-80 tank is considered a lesser quality piece of armor and consequently would not be used within our armored forces, even if crewed - the crews would just be transferred to higher quality tanks. Nonetheless, we thank you for your offer, and we apologize if we were a bit brute.

However, there are nations that are in need of armor, so if you allowed us to make a suggestion - sell the T-80s to smaller nations. We suspect that you would be making quite a bit of money since there are small nations in need of a larger military.

Over the recent months, with the offer of the Second Macabea Empire of a Foreign SS unit, and the recent strife within our great ally, the Second Macabea Empire, we have recieved many notes of interest from the civillian population to join and support Macabea and the Foreign SS.

All those interested, and who have been approved by our government for such a task, are of the regular civillian population, and quite eagre to go out and see the world. As such we feel it our duty to our own people in this endeavour to offer assistance in regards to any logistical, or technical, or organizational aspect of the formation of a unit or units. It's an honor to give your citizens a place within history and the Waffen-SS, and consequently, with your citizens we have carved out two new panzergrenadier divisions, a special operations regiment, and air assault group. Although we do respect and we are gracious for your offer of equipment it's more of a question of logistics, consequently, as a rule of thumb all SS divisions are outfitted with the same technology as our standard divisions. This must be one of the biggest foreign mercenary recruitment schemes ever. Anyway, we want to be a part of this plan, so we plan to send a division of Pathfinders to the Macabees. We do request that you do keep track of the status of each soldier for our own recordkeeping abilities and that you send at least 50% of their pay directly to the MP government. Other than that, do whatever you feel like. They'll follow your code of military discipline while in your service, and if they don't, feel free to feed them into a meatgrinder.

Anyway, here's a description of the Pathfinder program.

Pathfinders:
The duty of MP Pathfinders is to act as the eyes and ears of an army, marine corps, or whatever the hell they're deployed as. Their role is to conduct reconaissance, spot for long range artillery strikes, conduct recconaissance through fire, determine the feasiblity of operations in an area, make initial contact with the enemy and otherwise gather field intelligence for their comrades. They are trained to live upon the land as much as possible, and are expert thieves, terrorists and raiders as well as field reconaissance units. They travel light, each man usually being equipped with some light surveillance or demolition equipment, an infrared wave blocking stealth/space blanket, a semi-automatic sniper rifle, and some lightweight optical camoflague equipped armor.

Usually, they travel in a very, very loose and open formation and operate as scattered fireteams keeping in contact with base and sending any relevant information back. Pathfinders can and will utilize all means of transportation available to them, especially utility vehicles, motorcycles, small boats and helicopters, but trained first and foremost to operate on foot, as they are generally used in terrain so harsh, that most vehicles are rendered useless, such as rocky coastal environments, mountains, swamps, forests, jungles and other areas that preclude the use of heavy motorized recco units, spy planes, satellites and other more advanced methods of determining where the enemy is.

As a final note, Pathfinders are qualified for both amphibious and airborne operations and have limited training in operating in a spaceborne environment.

Indeed, this is the largest foreign mercenary recruitment, but there's a key difference. We stress utmost loyalty within our ranks, and if that means beating the fact into their head once they head over to fight for us, that's what it is. Regardless, your pathfinder division has found some interest within the Waffen-SS, especially with the possibilities of encroachments within Havenite land.

The sixteen thousand men have been accepted without hesitation, and the payment forms have been also. Thirty thousand will be base pay, with a two thousand dollar payment increase per rank. The status of the division will be relayed to you after every major combat operation and also per annum.

All equipment will be given to them by us, so that will not be a problem. We will make sure that these guys prove to be successful in the upcoming wars. They might even see action in Liareze if they are unfortunate enough. Anyways, thank you for the men.

Fifteen thousand (15,000) Russkyans ages 20-25 have volunteered for service in Waffen SS Panzergrenadier Division "Der Krieglied."

These men have completed Russkyan basic infantry training, a course that is approximately a year long, and 12,050 of them have graduated from the COHORT system employed at the NORDLAND training facility.

They have volunteered for battle, not pay. Whatever you do pay them, it would be appreciated if 25% of it were to be sent back to Russkya to be included in a "Krieglied Fund" for severely wounded SS personnel returned to the People's Socialist Republic.

After some political pressure to know more about such a great number of Russkyan men-at-arms, in both terms of casualties, assigned missions and operations, and whereabouts, the Politburo has requested that your government or military high command, whichever branch that focuses on control of the foreign Waffen SS divisons, forward reports of Waffen SS PzGren Divisonen "Der Krieglied" to the Russkyan Command Staff on a weekly basis when deployed in combat operations or on a monthly basis when not deployed. The same would also be appreciated for the recce-gruppe. (See Below.)

Such a move would be greatly appreciated by the Russkyan Government as a whole, and could possibly factor into any potential future negotations of military hardware.

It has also come to our attention that nearly 120, 000 extra men have volunteered to serve in what they are calling "Waffen SS Recce Gruppe 'Battle-flag (of the) Florian Geyer'," claiming their current Commanding Officer's heritage places his grandfather as a company commander of the Waffen SS 8th Florian Geyer Cavalry Division, as their reason for requesting their unit name.
Please note that nearly 40, 000 of these men are highly trained Russkyan recce specialists. They too shall serve you well, perhaps best while supporting the PzGren division "Der Krieglied."

Unfortunately such a manpower drain of trained Russkyan soldiers and active reservists has come to the attention of the Russkyan Military Command Staff, and further service by sworn-in Russkyan soldiers has now been restricted. As such the Politburo feels that these are the last two divisions that can be raised for service in your fine Foreign SS Service army group(s).

Edit No. 1: Recce is a British Commonwealth term for 'recon' or reconnaissance. The Russkyan Florian Geyer Battalion would work best tasked to battlefield reconnaissance, pathfinding (essentially the same thing) or skirmishing with other light forces, as that is where their trained troop cadre excells.
