This is a mutual defence and technical exchange alliance targeted to FutureTech nations.
The GDA was founded quite some time ago, having been revived approximatly three times in as many years due to swings in NationStates activity, members becoming inactive (cough), and other items.
In this new age of NationStates, defence is needed. Nations are no longer safe from the massive alliances roaming about and smashing anybody who displeases them.
Thereby it is proposed that those valueing the new nations and small empires band together to defend them and each other, to prevent these alliances from destroying all that looks at them in a funny way and suchlike.
Below is the constitution and a list of members. A link below that shows the main (public) GDA topic on the International Mall,

Constitution
I. Member states are not to engage in overt or covert offensive actions against each other.
II. Member states are to aid in the defense of new nations (under 50,000,000) who have not
intentionaly provoked attacks on themselves
III. Diplomatic problems between member states are to be settled in war games, trial by combat, or diplomacy
IV. This constitution may be amended at the current leader of the alliances
discretion, or by a vote of the members.
V. Member states are to aid in the defense of fellow Alliance members, if
they are engaged in a conflict they did not intentionally enter. Alliance aid
stops at the borders unless willed otherwise by the Senate.
VI. The Council may vote to declare war by a 3/4 vote.
VII. Puppets are not allowed to join the alliance, but are allowed
protection.
VIII. Promotions may be issued by the current alliance leader or by an officer
VIIII. Member nations MUST post in the Alliance Activity Monitor once every
week to ensure activity. Full membership will not be granted until the first
post.
X. GDA members are required to provide proof of the reasons for a war.
XI. Members are expected to make a donation to the GDA funds annunaly.
XII. Alliance spoils of war policy:
Land and valuables conquored by the GDA will be divided up among member nations as follows:
4 Shares to Roy
3 Shares to Viceroy
2 Shares to Ground/Space forces commander.
1 Share plus combat bonuses (1 share per battle fought) to each other member in the alliance
Any recovered monetary units will be destroyed or converted into your nations currency. Artifacts of cultural importance such as art, landmarks, and buildings will not be destroyed unless it is unavoidable.
Residents of this nation WILL receive treatment equal to citizens of your nation and a disaster relief program will be set up either by the nation owning that section of land or the GDA.
Violation of any of the above will result in suspension or above from the GDA.
XII. Members will allow free trade with other members
