Greetings,

The Defense ministery of the Free Land of the Holy Womble hereby invites all interested parties to participate in our new technological project- developing offshore platforms of military nature.

Project Atlantis info

It is no secret that many smaller nations, as well as nations whose territory has an elongated shape, often experience the problem of lacking strategic depth. The possibility of enemy tanks crossing through your entire territory east to west in a matter of a few short hours
For others, this problem may arise out of nowhere if they are taken by surprise and vast territories are lost in an instant. How do you make up for a lack of territory?

Our answer is: use the sea.

The Holy Womble's Project Atlantis will attempt to develop an offshore platform suitable for a number of military purposes- anti-ship warfare, serving as an aircraft base or as a submarine repair/refuel/reload depot capable of providing its own anti-ship and anti-aircraft defense. The stated final goal is developing a modular structure capable of performing these three purposes either interchangeably or, better yet, simultaneously. In addition, the possibility of making a platform sink-able will be investigated, with the purpose of keeping the structure concealed and protected from attacks at the bottom of the sea during peace time, yet raising it to the surface and setting it up in its full capacity in a matter of hours in case of a foreign invasion.

Partnership conditions:

Project Atlantis suggests several options of partnership in research:

Privileged Partnership
This option is only avaliable for states enjoying the Favored Trade Partner or Favored Ally status with the Holy Womble. As of now, only the Kingdom of Lesser Ribena is eligible to this form of Partnership. The exact conditions of Privileged Partnership are classified and will not be disclosed to any nation that does not qualify for the above requirements.

Level 1 Partnership

Nations wishing to engage in Level 1 Partnership in Project Atlantis should be able and willing to fulfill the following conditions:

1)Contribution of no less than $20 billion to the research budget
2)Willingness to contribute to the research and design of the structure
3)Commitment to refrain from selling the end product designs to any third party
4)Commitment to purchasing at least five units of the end product

Level 1 Partners will enjoy the following privileges:

1)Full access to the designs and the accompanying technology of the end product
2)A 30% discount when purchasing production rights
3)A 20% discount when purchasing the end product.


Level 2 Partnership

Nations seeking Level 2 Partnership in the Project Atlantis should be able and willing to fulfill the following requirements:

1)Contribution of no less than $10 billion to the research budget
2)Commitment to refrain from selling the end product designs to any third party
3)Commitment to purchasing at least five units of the end product

Level 2 Partners will enjoy the following privileges:

1)A 20% discount when purchasing production rights for the end product
2)A 10% discount when purchasing the end product

Level 3 Partnership

Level 3 Partnership status is avaliable to any nation willing to commit itself to purchasing no less than five units of the end product as soon as avaliable, as well as commit to not re-sell the purchased product to any third party. The benefits of the Level 3 Partnership are:

1)10% discount when purchasing the end product
2)Priority status over the non-partner nations in order placement.

The Democratic Colonies already has some experience with seabourne installations, such as our SORNS (http://forums.jolt.co.uk/showthread.php?t=389434) network; a system of 18 sea-based stations designed to maintain command and control in the aftermath of nuclear war, as well as rearm, repair and resupply Naval vessels at sea.

The design team at our Office of Naval Engineering responsible for the SORNS network, as well as an advanced development team from our Andromeda Colony Institute of Technology have already been assigned to Project Atlantis, with the hope that they can contibute to the development program.
