Announcement of Two Doctrines

The camera is facing a desk, a large, worn, working desk with small stacks of papers, a cleared area for writing, and an inkwell with an old-fashioned pen alongside it.

Sitting in the desk is a middle-aged man with brown hair, and soft brown eyes behind the glasses. This man is John Blake, President of the Republic of Lanquassia.

"Greetings, citizens of the Republic of Lanquassia, and citizens of other nations who are viewing this broadcast.

"I understand that this broadcast might be impeding on certain entertainment programs, both radio and televised, so I will be brief." At this point, he smiles, "Although if you are interested, tomorow there will be a much longer speech on the same topic."

Continuing on, in the same warm tone of voice, "I am speaking to you tonight about two resolutions the Senate has, with a super-majority vote carrying 85 of the 90 votes, both passed, with equivalent Executive Doctrines I am currently signing two law.

"The first of these doctrines and resolutions is what the Senate has decided to call the Blake Doctrine. The Blake Doctrine states that the Republic of Lanquassia, despite her current situation, will look out for the stability of nations across the world, and work with them militarily, economically, and politically to keep them stable and growing, or transition to a stable and healthy form."

With that said, he takes one of the papers on his desk, and signs it. "The Republic has already been working to that goal since we have dealt with the chaos from the collapse of the Bari Empire."

President Blake looks back up at the camera. "The second of these resolutions is the Hughes Doctrine, which will bring the Republic to a new direction. Times have changed since the Bari Empire, and we can no longer expand outward. Therefore, all that remains is upward.

"The Hughes Doctrine states, then, that the Republic of Lanquassia must have a space capability pariety with the leading space nations, and if it is lacking such pariety, must acquire it. Specifically, in this case, Presidential Order Six-Two-Four, which I have already signed, authorizes the creation of a National Aeronautics Space Technology Research Institue in the Bari Desert, along with an International Airport to become a National Spaceport."

The President signs the remaining papers on the desk, then looks back up to the camera. "We have fallen since the Bari Empire, but the Republic of Lanquassia will soar to higher hights than our ancestors ever dreamed off. Salud."

The camera cuts back to local news commenters, before returning to the scheduled programming.
