UX announces Reconstruction Policy (Attn: all nations in UX Civil War)

Today, in the wake of the advance of Free Xenizen and Allied armies into Northern China, Gordon Lew has announced a Policy to aid in the reconstruction of the ex-Fujimoto lands after the war.

1. The ex-Fujimoto provinces shall be placed under military rule, and divided into military districts for this purpose. All provinces conquered from the Fujimoto Government shall be readmitted after half of the voters in each province swear a loyalty oath to the FXF and declare a pledge not to take up arms against the FXF again. A civil government may be remade when these voters approve a constitution, to be written at a covention with representatives appointed from those who did not take up arms against the FXF, and from those persons who supported the FXF in the war.

2. A special period of industrial and financial supervision, including financial pump priming, government aid to rebuilding industries and financial institutions by the government and outright government chartering and construction of vital infrastructure and industry and price controls, shall be instituted to aid in the rebuilding of the Xenizen Economy. South China and Japan, plus the other recently taken lands have significant resources, but it is important that the nation be given a stable footing.

3. War criminals from the Fujimoto Regime will be tried by a Special War Crimes Court. Those FXF who have violated the Laws of War will be tried in special courts-martial.

4. National Communism, Stalinism, and other Radical Socialist ideologies are banned. All nationalist societies that endorse a monarchy or fascism are likewise banned, and barred from participating in any elections.

5. National Police's powers under the Peace Preservation Acts are hereby expanded for the duration of Reconstruction to hunt war criminals and pro-National Communist persons or those extremists, left or right, who would threaten the revitalization of Upper Xen. All terrorists who are proven to be involved in collaboration with said banned ideologies or the RALM will be prosecuted as appropriate.

6. All citizens are urged to treat each other like fellow Xenizens once more in action and mind; vigilantism and mob actions will be punished as murder and disturbing the peace. Displaced persons will be sent to their original homes, and be reunited with families. Barring this, they will be given lands in Tongjing or Xenizen North Oceania.

7. We recognize that Muslim extremists still exist in Yunnan Province, and Mormon extremists still live in Utah. They will be punished accordingly.

8. Multi-party democratic elections will take place five years from now for President and Congress.

9. All soldiers being demobilized, regardless of FXF or Fujimoto status, are to be given GI Bill benefits, including psychological help and college benefits.

10. All religious and civil figures are to encourage reconciliation, not mob rule or reprisal. Those found of such incitements are to be charged with disturbing the peace for minor offenses, and to be defrocked in major cases and charged with terrorism.

11. Every Xenizen is encouraged to volunteer their time, at least 20 hours a month, to aid in reconstruction projects. We need your help.

12. Allied nations that have participated with us to restore a free and equitable government will be allowed to maintain troops in Northern China to help preserve order. The other Allies will have a voice in Reconstruction as well, though we have the final say.

We are dedicated to ensuring a safe policy to ensure equitable, stable rebuilding in Upper Xen. We have seen the failures of other nations after their civil wars when they had tried to rebuild. We hope not to go down that path.

Rest assuredly, the Ethics Agency, expanded and empowered with more personnel, will "police" the program, ensuring that it is run ethically and morally, with concern for popular welfare. Other nations that have participated in the war effort will be allowed to observe the program and ensure it is morally and materially equitable to the people.
