OOC: Yes, my american war agaisnt Gintonpar is still happening, if he ever replies!

The expensive purcahse of territories from The United Khanates had gone excellently to begin with. After the ceremonial dinner at the former government centre Celtayoshi and the United Khanates signed the territorial agreement. The flag of the former government was lowered and the Celtayoshi flag raised. The Celtayoshi parliament would expand by 60 seats, 10 for each new territory. For the moment these seats would not be occupied, however, after one year elections would be held. To begin with the airport at Novosibirsk was expanded to allow it to take Air Celtayoshi's new double decker SAC-LR01, and a new double line railway was proposed to link all six territories. Various other projects were unvailed, including a brand new Regional Government Centre. Sadly, the country did not welcome Celtayoshi with open arms.

Within four weeks Celtayoshi had over 100,000 troops in the territory. This was not surprising, infact, it was well below the final proposed number, but they would be put under severe strain. As part of the restucturing of the Russian Celtayoshi the previous popular government had been removed from power, there was now direct rule from the capital of Celtayoshi in Ottowa. This was widely resented by the people of Russian Celtayoshi. A trust had not yet be formed between them and the rest of Celtayoshi and they believed no-one would represent them. They were of the opinion that this would become direct rule permenantly, from thousands of miles away. Despite numerous assurances there were some minor clashes between civilians and Police. Miltiary Police departed for Russia. This situation was calmed to an extend by the announcement that the Russian territories would hold the next Celtayoshi winter sports competition, the Premier's Trophy, the most prestigious competition in Celtayoshi for Professional Winter Sports Atheletes.

It was not enough to appease some hardline rebels, and the Russian Freedom Movement was born. The Celtayoshi Intelligence Service, CYSIS was slow to catch on and the first knowledge of this came when Air Celtayoshi Flight 1857 was hijacked whilst preparing to depart for Canada. The military forces around the area became nervous when the plane failed to respond numerous times to halt its taxiing to the runway. The area was blocked and it soon became apparant that problems were afoot. The government took its usual stance and began farcical negotitaitons with the terrorists, they stalled the hijackers and called in special forces. They attempted to secure the release of hostages, but to no avail. Celtayoshi Special Forces were preparing to board the plane when two explosions ripped through the fuselage. The total loss of life was 154 passengers. The area around the airport quickly filled with onlookers. Members of the RFM sprung up around the area and encouraged the crowds to march on the government centre. A crowd of around 250 people charged at the government building in Novosibirsk. The police guarding the building paniced and raced inside, the gates were closed and riot police called. The corwd mercilessly pounded on the gates to open them, and warning shots were fired over the head of the crowd. The riot police arrived just in time, as they had been a a heightened state of alert from earlier disturbances and the hijacking. Tear gas was fired at the gates to scatter people, and water cannons used to breakup stone throwers. The riot police were forced to charge at the rioters and 25 arrests were made. Following this day of carnage there was a call for calm and Police stepped up there presence at all major buildings. Up to 5,000 Military Police were called in just in case. For the next two days an uneasy calm was in place... It would not last...

Whoever is RP the terrorists, since i have only taking over the government some old institutions are in place, this means that the Police have not been trained to Celtayoshi laws, and that border patrols, intelligence gathering, etc will not be as efficient as usual, allowing you to gather weapons... TG me if interested in taking part, there may be some other things you can RP.

IC: During the period of calm the Celtayoshi State Intelligence Service (CYSIS) had establised a working base in Novosibirsk. The building had five floors and was made in the Imperial Czarist style of old, indeed, most of the building was that old. Approved workmen had been called in to develop two basement floors, whilst a permenant perimiter fence was established. The entire compound was situated on the banks of the Ob. The fence bordered all four sides of the building and was 5 metres high, made of solid reinforced concrete. It was laced with barbed wire, and the top also had barbed wire. The road runnng along the front of it was closed, and barricaded. 50 Police, as well as a further 250 Army Infantry were stationed permentantly there for protection. From here it was hoped to bring down the RFM.
The guards themselves wore their Ushankas and big jackets, the winter here were not unknown to be as cold as -35 celcius. Regular patrols ran round the sides. Snipers took positions on the roof tops, and four large guard towers were being erected in each corners. Modern Police equipment was flown in, and extra training given. Background checks were being carried out on everyone who was employed in sensitive areas, however, this would take many weeks to complete.
The security was not for no reason, the CYSIS was amongst the most ruthless Intelligence Organisations in the world, and the RFM had every right to fear it. While investigating the Airport Hijacking four people who would have come into contact with the hijackers as they passed through security were executed for sympathising with terrorists and incompetence in protecting the state. A small public demostration against the killings had been dispursed peaceful means, with a large contingent of Riot Police on standby.

Here's basically what it said:

We send our condolences for these terrorist attacks, and we wish to help by sending specialists from our ex- Russian garrison. With these we could help locate hotspots of terrorist activity.

Also, we would like to propose a non- aggression pact between Neuvo Rica and Celtayoshi.

Meanwhile, out in the snowy countryside a commuter train was snaking its way across the countryside. On board were aroung 250 people travelling mostly on business or trying to get to the only airport still operating international flights. As it pulled into one of its many stations 25 armed Celtayoshi Soldiers borded, there purpose was to check passenger travel documents, passports and tickets. They would also conduct a quick check for any illegal smuggling using sniffer dogs. They found nothing of interest and left, allowing the train to pull away and continue on. After it had travelled about ten miles there was an almighty screech as the driver slammed on the brakes. Up ahead part of the track had been removed. The train could never hope to stop in time and it didn't. With the driver fighting with the controls the train skid off the rails and its front two carriages overturned. However, that was not the end for some. The train had ten carriages and each one was targeted by two RPG fired from the shadows by terrorists who had been watching the route.
Five minutes later, when the train failed to respond to a radio broadcast two CY-H1A military helicopters were dispatched. What the found was a chilling scene of mangled carriages and twisted metal. The train was still ablaze. Getting emergancy services to the scene was difficult, and almost all had to be flown in by helicopter.

As a result of this incident there were yet more demonstrations on the street. Celtayoshi Army helicopters now patrolled the railway lines regularly, and up to 1,000 reserve police were flown in from Celtayoshi, along with off-road Police vehicles.

We welcome your offer of help, we too believe thsi may plunge several neighbouring regions into deep unrest. Our current policy is too use Police and Military Forces to oppress any uprisings before they start. CYSIS is working on infiltration and we hope to have firm targets within three weeks to begin systematic raids by special forces. Currently we are enlisting the help of former Neuvo Rican forces who it is hoped have unique knowledge of the area. You forces are welcome, but we will require intelligence targets before they can really be of any use. Therefore we can only recomend that your forces be ready to go, but it may nto be just right away. In the meantime we are flying in more forces, particularly helicopter and infantry forces. We are aware that we cannot allow any regions to become terrorist strongholds.

Celtayoshi State News

"The Premier of Celtayoshi, Premier Németh has today appealed for calm in Celtayoshi's Russian regions. The area is in a tense state of calm after yesterdays violent train attack, in which 231 people lost their lives. He assured the people in the regions that Celtayoshi would not turns its back on them, and that they would be welcomed as an honourable and important part of 'The Grand Empire of Celtayoshi'. He further encouraged RFM leaders to meet with neutral represntatives, and even hinted that former Neuvo Rican diplomats for the area would be acceptable. However, he also announced that yet more military deployments to the area would take place, including the 111th Strategic Airborne Divsion, which includes several Predator UAV drones.
The reaction of the RFM to this plea is as of this moment unknown. The threat level to Canadian Celtayoshian security was raised one level today, and all persons wishing to travel are advised to allow and extra 30minutes for security delays."

The AN-70 approached the landing strip in Novobirsk. On the side of the aircraft was the Insignia of the Neuvo Rican airforce. On the foggy ground beneath. There was a groaning sound as the undercarriage was extended, and the wheel doors -which were starting to rust- creaked open. On board were 16 Neuvo Rican commandos who had once been part of the Neuvo Rican Siberia Garrison.

There was a violent jolt as the wheels hit the runway. After a period of taxiing the doors creaked open, and the commandos filed out of the obsolete plane. On the far side of the tarmac was the welcome commitee...

Farmaski Air Force Base, Cotland

In Farmaski, things were happening. Truckload after truckload of soldiers moved into the airforce base, and several aircraft were also prepared for something. Security was on an alltime high, and the air force guard soldiers had been ordered to keep people away. The base was on Alert Delta, the second highest. That meant that the soldiers were authorized to shoot anyone they concieved as a threath to the safety of the base. Eventually, the base would contain more then 25 000 soldiers from the army, all of them just waiting for the orders to arrive for them to board their planes. Safe flight was already assured over Nuevo Rican airspace in Kazhakstan all the way to the Celtayoshian territory. Major General Branson, the overall commander of the Cottish task force was pleased at the situation. They were heading into a relative friendly zone, albeit a zone where they couldn't know their enemies from civilians. A dangerous situation, but his soldiers had been trained extensively in urban combat, something that was expected in the upcoming campaign. All they had to do now was to await the Celtayoshian word for them to move in.

...the welcoming comittee the commandos saw was 100 fully armed Celtayoshi soldiers. They quickly escorted the commandos to several waiting APCs and they were driven off under escort of a number of army Land Rovers and Police vehicles. They were led quickly away from the airport passed the security check-points, it was on the public roads that there was the most danger. Along the way towards Celtayoshi Military Base - Novosibirsk they passed five tank guarded road junctions, and noticed numerous helicopters high overhead. Clearly this must be a tense situation they thought. At the military base they were escorted to their barracks, it had been cleaned and some attempt had been made to provide a few creature comforts. They were schedueled to meet with General Patrick Garrison tomorrow to recieve an intelligence brief. The general was head of operations in Russia.

Németh moved quickly on foot through the streets of Novosibirsk. He avoided all the police patrols, although often this had envolved hiding in uncomfortable snow covered bushes. His clothing was dirty white, like the layers of snow that covered every flat surface. Under his jacket in a special modified holding pocket he carried a VSS Vintorez. Although the range was shorter than most sniper rifles he liked the silence on it, it was also readily available through his 'supplier.' Red Wolf had been clear on his instructions. He received his message by phone, a pay phoe he was sure. His orders detailed that he would do this mission himself. Now just one block away for the Celtayoshi Governor General's official residence he decided to find his cover. The building he selected was three stories high. It was abandoned, the only security was a helicopter roof top patrol, which would not bother Németh as he would pick a third floor window. The other security was regular patrol cars, but they would nto stop unless there were noticable signs of a break in.

While he waited for daybreak, and the emergance of the Govenor he pondered what he would do. A survey of the area reveiled he would have to pull off a tight shot, with only a restricted line of sight. The nature of a mission meant a head shot while in the open would be necessary. Németh was not sure if the bullet would penetrate the windows of the armoured car. He had quite a while, but he used all his professional discipline to keep him awake, gonig over escpae routes and lining up his sights.

Finally at about 0830 the govenor emerged, he was surrounded by two bodyguards, but they had not placed themselves in a position that would obstruct the shot. Nemeth lnied up the target, and depressed the trigger. What happened next seemed to go in slow motion, the targets head seemed to explode in a mass of red. The bodyguards took two more steps, before turnig around, they pulled out their wepaons and dragged the govenor inside. Police on scene rushed outwards, looknig for a target. Within five minutes six helicopters would be overhead.

However, as soon as the bodyguards had their pistols out Németh was moving, he ditched his coat and weapon, setting a ten minute timer on some explosives, which should remove much of the evidence. He walked out on the street and turned left away from the assination scene. Two police cars flew passed, good he thought, he was safe. As he walked two more blocks though, and army Land Rovers drove to the end of the street, and stopped. Men poured out of it. Shit, thought Németh, they are blockading five blocks outside the scene. He turned and walked back, taking a different street. What he saw there was no different. He paused, seemingly lost, unsure what to do. He turned and ran, his first mistake. Then he stopped, and looked around. Although Németh was a committed terrorist he still wanted to live, he was only human, desperate thoughts entered his mind. He had heard the stories of executions by the CYSIS, and now it frightened him. He pulled out his pistol and began running into a building. It did not go unnoticed, and police reinforcements are called...

"We in Germania have noticed these recent and terrible events, and we are offering our military assistance when and if it is needed. I have prepared 3.000 OS-Polizei Guards and 600 Shd.Pz. Armored Cars for peacekeeping purposes in Russian Celtayoshi.

An additional force of 6.000 OS-Polizei Guards, 1.200 Shd.Pz. Armored Cars, 90 DH-12 IFVs, and 30 Pz.KmpfW.-XI Light Battle Tanks can be sent if the situation escalates.

If so desired, Germania would be willing to dedicate the first mentioned forces to Celtayoshi in order to help quell this rebellion. Should the situation escalate, we would be willing to send in the second listed forces. And from there, more forces would be determined if deemed necessary."

Neuvo Rican Special Forces can perform raids if your forces are tied up in security roles. We have placed 2 of our 5 Ghurka regiments on standby. We thought that may be neccesary given recent developments,

Németh sprinted upstairs, unknowningly he gripped his pistol tightly, he heard shouts from the downstairs rooms, he was trapped. Quietly, he moved into a room down the upstairs landing, and crept in. He calmed himself, he had to think about his tactical situation, if he was facing two men he had a better chance now, than if backup arrived, if they were ordinary Police his chances were better still, the CYSIS had all been trained in Celtayoshi. He checked the gun one last time and crept slowly towards the stairs. Grabbing a lamp he unscrewed the bulb, and moved to the top, he tossed the light bulb towards the front door, it smashed with that distinctive sound. But the Police did not run out, instead they drew out their own sidearm, a standard Police Issue, one of the newer ones, and edged carefully out of their room.
Now at the top of the stairs Németh tried to trace the figures, they would move for the light switch, and sure enough one of them did, Németh fired twice, he could not turn the light on, however, twice was two too many, as the second officer fired up the stairs from where the flash of light had been. Németh rolled away, but the sound had alerted more Police, he was doomed. He crawled away, and fired one last time.
The Police found him like that five minutes later, after securing the area, he had died instantly, this would be one less man talking. The Special Branch were called in, they would want to go over this.

Meanwhile in Celtayoshi the Premier decided enough was enough, he now ordered a Code Red for the Russian Territories, this was unprecedented, the army and police now had the power to search every house without warant, and suspects could held for two weeks without charge, rather than the usual one week. The army was to enforce road blocks, and every citizen must obtain a National Identity Card within one month, from their local Police Station. This was actually more effective than people thought at stopping terrorism, these cards held all your identifiable features, and to obtain one your backgorund had to have a quick check. The reason many people actually accepted this was that they would not have to pay for this, ever, and that with it a person could gain several benfits from the state. The Celtayoshi government was utilising the carrot and stick ideas as it had never done before.

23 Leninskay Street

The house was the easier of the two locations, and Major Ivanov was glad he had drawn it, he had arranged his men on the opposite side of the street, on the houses either side of the building directly opposite the suspected house. From the outside it looked liek a perfectly normal townhouse, a decent size garden, and well maintained, even to the point that they saw a women coming out from the house to tend to the garden on the second morning. It seemed perfectly normal, but they all did in the beginning. Major Ivanov was part of the SOD teams in Celtayoshi, elite soldiers trained to be like the shadows. They could strike anywhere, and be gone before you know what had hit you.
Firstly they kept a constant watch on the front of the house, and all the windows, both night-vision and infra-red monitoring equipment was used. They also broke into the neighbours house and planted a listening device to listen through the walls, if they could get anything. Every car that passed down the street, and taken note off, every person was followed for a few blocks to see where they went, the only area they couldn't watch was the back of the house. It had high walls and offered little cover.

Irkutsk Cave System

Two teams of SODs were used, they would never be mroe than 500metres apart, and would stay hidden whenever possible. The extensive cave system worked to both the terrorists and SODs advantage, as it offered plenty of hiding places. Authorisation was also obtained to have 24 Predator coverage, allowing any movements to be tracked from above.
