The 1st Annual Council for Mutual Economic Assisstance Conference will be held today from Lenin Hall located in Marx-Engels City, Karuchea. There will be two main conferences, the first is dedicated solely to the CMEA and integrating the economies of the Socialist countries, the second will be focused on signing a military agreement and pact between these countries. The first conference will commence after a speech from Chairman of the Council of State of Karuchea and General Secretary of the Communist Party of Karuchea, Bashar Al-Mohamet.

"Greetings to all of the comrades from the Socialist world. I greet you all here today in the aftermath of the Socialist constitution taking effect in Karuchea. We are firmly in place to develop Socialism in Karuchea of the Marxist-Leninist style and we are dedicated to carrying out Socialism in the way Marx, Engels and Lenin would have wanted. We all are here on different tables, that is to say, we have all come from different situations and backgrounds, although some of us share more than others.
It was 40 years ago in Karuchea that our nation experianced the coup and was led down the path of Arab Nationalism which allowed us to become allied with Eskvindblair and work for the common good of both nations. Today, 40 years later, we still stand beside them as allies in the struggle against Capitalism, it is only a shame that so many comrades from those years no longer are with us today, even the nations from back then are gone, Prachanda and Quezadria dissintegrated, never to return again. But, today is on a brighter note.
Today is the first conference of the CMEA, an economic council designed to bring Socialism in a further development, an international one. Socialist economies do not need Free Trade Agreements or a one-nation dominated economic aid program. Socialist economies need to be integrated at all levels as the people must be integrated and firmly showing solidarity in the struggle. Today, we will realize part of a dream in this council. There are several nations here that I do not recognize, I certainly recognize Eskvindblair, our comrades for decades and Mengistua, a sister nation in Africa. But, I do not recognize Tricontinental or Stalinstadt, our paths have not crossed before this year and I am sad to say that I lack knowledge of your countries' origins and situations today.
I think that our nations, if they are to develop economic ties, must also develop political ones. Thus, economics are insufficient alone. I will lay forward now the political history and situation of Karuchea as well as the economic history and situation. After I do so, I would like to hear from the Leader of Mengistua who I hope will also address these same issues.
In Karuchea, we come from a long history of war and stablity. It was 40 years ago that the Socialist Jamahiriya was founded with the goal of uniting the Arab world, a dream that sadly, become little more than that dream. Under the great leader, Muhammed El-Shabazz, who now is like a legend across the Arab world, we marched forward out of Capitalism and into a period of what in reality was state-capitalism. We were still in that stage, a stage in-between Capitalism and Socialism when the counter-revolutionaries tried to privatize everything, they even attempted to destroy the Green Revolutionary Alliance. However, in-part due to me and the people of this country, that was stopped and the Proletarian Revolution occured. Now, after decades of marching out of Capitalism, we have finally marched into something, and that something is Socialism.
The housing sector, which was private under Islamic Law, has been moved into the public sector and our goal for this year is to build 500,000 new living areas for our people. Our economy, which has been based on oil for decades is being diversified and we now have a strong arms-manufacturing industry which we feel will help our Socialist allies in their security as well as our own. Our unemployment is 8.99%, something that, while some nations are amazed at, I am dissappointed in. While our Socialist economy has not yet been fully built, I am still sad to see such a high number unemployed and aim by the end of our First Five-Year Plan to see this number drop below 6%. As you know, we have the second largest GDP Per Capita and second best exchange rate here as well as having the largest trade surplus of any nation here. Our GDP per Capita is 8,806. This falls short of what I think it should be. While our nation can produce oil and arms, we fall short in the food department with little good farming land and a very short, if any, real growing season. On an ending note to my speech, I hope that our nations can base the goals of our upcoming Five-Year Plans on what will benefit us all and also I hope to set yearly regional goals.

Mengistu Al-Muhammed: "Thank you my brother. Brother Bashar, our people show solidarity with yours in the struggle for Socialism. As you all know, Mengistua is probably the opposite of Karuchea, Karuchea has a long, prosperous history full of stability and Anti-Capitalist struggle. Our nation has a short, poverty-stricken history full of instablity and Feudalism. However, we are taking steps to change this. Last year, I led a military coup in the destruction of the old Monarchy and the overthrow of the Emperor. Feudalism will go alongside him in the ash-heap of history. Our nation longs for Socialism and will achieve it. I know Brother Manuel Chavez has been particularly adament about us forming a Vanguard party here in Mengistua, and I want you all to know that we are working on it, but until there is a party and a Socialist structure, the DEmocratic Revolutionary Government or DERG council, led by myself and the other military officials, will continue to lead Mengistua. Our economy is rapidly changing as is our society. Our GDP Per Capita has risen from 1707 to 1917 and our unemployment has dropped from 15% to 13.5%. This has come at price however, as to do this we have been forced to take loans from Karuchea, who has been kind enough to offer us no-interest loans which ensure and do not undermine our sovereignity. Our illiteracy had reached 40% and today has been cut to 28% due to our industry's focus on publishing books and our massive campaign to fight illiteracy. Without knowledge, we have no power and without power we cannot have a Socialist fatherland. We are struck with problems though, our public transportation is horrible and makes it near impossible to reach far into our country to set up people's councils and teach the outskirt regions to read. We ask for 3 billion dollars worth of loans from the CMEA for this and another 2 billion to develop our police and military, which are years behind and cannot hope to counter the white nations that might seek to take away black freedom. I give the floor to the next speaker now."
Requests: Overall 5 billion dollars worth of loans. 3 billion for restoring and creating public transportation and 2 billion for security.

"You say your nation needs to improve your public transportation sector, and that is very true. We indeed, will grant you 3 billion dollars you ask for in aid for that, however, we will not grant you the other 2 billion for security. We offer to have a squad of the Karuchean People's Army train the current army of Mengistua and help train a Special Forces division there. Also we present the offer to Mengistua for a trade deal. We will sell any supplies you need for 50% of the market price for them. However, in return for all of this military aid, we request that you dissolve the DERG and start a Marxist-Leninist vanguard party."
Deal #1 at the CMEA Conference: 3 billion dollars worth of aid from Karchea to Mengistua. Offered by Mengistua, Accepted by Karuchea.
Offer from Karuchea to Mengistua for KPA brigade to train Mengistua forces and special forces as well as sale of arms for 50% of market price in exchange for the formation of a Marxist-Leninist Party in Mengistua.

Mengistu Al-Muhammed: We accept the offer from Karuchea. The DERG has been abolished by Order#132 and Order# 133 states that all power formerly held by the Democratic Revolutionary Government council is now held by the Workers Party of Mengistua whose Politburo shall consist of the DERG until a Party Congress can be held later this month. The Party Congress will also set a constitution for not only the Party, but also for the Dictatorship of Mengistua.

"Our great nation is here today as the most recent arrival into the CMEA. We have risen from the ashes of the turmoil and anarchy that reigned for the past decade following the disintegration of the Green Revolution. Our nation has seen deterioration in living standards, but we are slowly recovering and hope to recover far quicker thanks to the CMEA and our brothers in Karuchea who have been by our side for 40 years ever since the founding of the Green Revolution. However, today we are here to look to the future. Two of our nations, Eskvindblair and Karuchea are very good in military terms, both of them have large and powerful militaries, especially Karuchea. I suggest that they run the military wings of our alliance and focus on this for their role in the Communist Revival. On the other hand, Quezadria and Tricontinental have incredible land, the best in the region and can produce enough food to make the entire region happy, thus, they should be in-charge of agriculture in the region. Stalinstadt sits on much ore, iron, silver and gold and the minerals there are very valuable. Finally, Mengistua and ourselves have good education and healthcare and we can help increase the literacy and healthcare in each nation. Together, we can make the region self-sufficient by focusing production on what the other nations lack and integrating our economies into 1 massive regional economy."

CMEA Rules require a majority (at least 51%) of the nations involved in an agreement sign for an agreement to go into effect. Since a majority has been recieved for the Economic Integration Agreement, the agreement will go into effect in all CMEA nations. This can be changed at the request of a CMEA member who refuses to accept the agreement, in which case it will not be in effect in that nation. Since the order of business for economics seems to be done, I hereby begin the military part of the council.
I would like to propose CMEA Agreement #4 which will call for a United Socialist Military where each nation signing will provide troops for an International Socialist military that can be used with a majority vote in the military council. This agreement will not take effect in nations who do not sign it. Also, I would like to propose CMEA Agreement #5 which calls for a military council which will have representatives from each nation involved Council, in the event of a war, the council can vote on action and in the case of a majority, can send the military forces of the International Socialist Military into battle at the command of whatever nation currently heads the council. Also, this pact can be expanded with the signatures of any Socialist nation wishing to join, but today is limited to the representatives of Karuchea, Afemera, Embroza, Communist Louisiana, Mengistua, Eskvindblair, Prachanda, Stalinstadt, Quezadria and Tricontinental.
Proposals: Formation of International Socialist Military with forces from each nation and the Formation of the Military Council of Soviets that can, with a majority of votes, grant the current nation leading the Council the right to use the International Socialist Military.
