Ladies and Gentlemen, sometimes this afternoon, President Summer will be making an apperance outside the House of President to sign the Consitution. The Consitution will then be posted here, and on the NS forums under International Incident. The President office has already release the names of the Trade Office and the appointe to those office. The House of the Republic is meeting right now to debate the approval of the three. So far here is the list.

This is breaking news, President Summer is now appearing outside the House of President. He is waving to the media members of Neo River, several countries of this region, and several countries outside the region. He is shaking hands with the Vice President, the Majority leader and the two Minority leader. He is now walking over to the oak table, and is sitting down. He looks into the cameras and smiles, and he is signing the Consitution of Neo River! President Summer has signed the Consitution of Neo River. Appalause and cheers are coming from the crowd now, as the Presidents gets up from the chair and to the podium. He is now going to make a speech.
My fellow Neo Rivers residents. I welcome you out here today, on this hot June afternoon. You have just witness an amagzing event, a historical event. I promise you that this consitution will protect your rights, it will keep the National government seperated from the District government, and it will also let the two governments work together. This consitution has made sure that the people you voted into the District Councils, and the House of the Republic will work in your best intrest. I have little time to watch the TV, what with the debates in the Neo River Hall, but when I do catch alittle TV time, I see Howard Hughes working hard at the UN, to do what is right not only for the country, but for the entire world of NationStates. I also see how Hughes Kidd has taken an active role in the senate of the region, I congradulate both of these men, as they send out a positive message about our country, and our region. Right now, The House of the Republic is debating to approve my choice for the Trade Offices we have established. I hope that they will aprove of them soon, so that we may start trading with our region, and other countries. I believe that a strong trade agreement with several countries will do great things for our economic growth. I would also like to thank the region of Q102, for having us. I would like to thank them for their hospitality, and their honest and fair discussion on the region senate. I think I speak for the citizen of Neo River when I say we are going to like it here. The region will start building a high speed transportation system soon, and I welcome that. Our canals, and now the High Speed Transportation system will prosper economic growth through trading. I encourgh Mr. Kidd to support the measurement. I would also like to thank our men and women in the space department, who are working around the clock to get us to the stars. There are talks in the region for a Space Station, and I want us to be a part of that. After the approval of our three trade officers, I hope that I can sit down with them, Mr. Hughes and our Foreign Respentative: Teddy Clinton Jr., to start working out trade agreements. I have already decided to give the Q102 first dibs on trading with our country, since they have welcomed us with open arms and warm hospitality. The Consitution:
Constitution of Neo River
I. Introduction
The House of the Republic, The House of President and The House of Supreme Court has gathered in the neutral zone of the Neo River Hall. This constitution will define and outline the roles of the National and District government of the nation. It will also define and outline the roles of the military and foreign affairs offices. The constitution will also define and outline the process of law and the process of declaring wars. The Constitution of Neo River is agreed on 2/3 of the party that has gathered at Neo River Hall and is passed by The House of the Republics and The House of President. The Constitution is also passed by the House of the Supreme Court.
II. The roles of National Government.
A. The House of the Republic:
The House of the Republic consists of two respesentive from any district within the country. The district will be drawn based on major cities. Any member of the House of the Republic can propose a law to the floor, and the House can debate it. Laws can be amended by any party, committee, or member of the House. Once two thirds of the House agrees on the bill the bill passes to the House of the President. If the House of the President decides to strike down the law, it can over ride the strike down by a full house vote. If a full house vote is unreachable, after three month of debate and revision, the bill dies. Here are the rules of debate. A member can hold the floor for one hour. The House can debate a bill for 90 days before it is requiring going up for a vote. The vote will be done by an electronic voting system. The same rules also apply to The House of President nomination of UN Respentative., Foreign Respentative, Region Congress Respentative, Supreme Court Judicial leader, Military leader and intelligent leader. The Majority party can vote for their leaders themselves. The two minority party can get together to vote for their leaders. Each party can have a member of their party to be a minority leader, or the two parties can just vote in one person. The House of the Republic job is to represent the people of Neo River. Members of the House of the Republic can run for re-election as many times as he likes. The people can vote in their House members every five years in a National Elections.
B. The House of President
The House of the President consists of The President and his cabinet members. The President will be elected by majority vote in the National Elections. The President may not propose a law; however he may get a member of the House of the Republic to propose a law for him. The President may appoint UN Respentative, Foreign Respentative, Region Congress Respentative, Supreme Court Judicial leader, Military leader and intelligent leader. However all of them must be approved by the House of the Republic. The President wills respsent the people at home and overseas, and through his nominations he will respsent the nation abroad in other countries and in the region's congress. The President term is five years. He may run for re-election as many times as he likes. But he must run for re-elections every five years in the National Elections.
C. The House of the Supreme Court.
The House of the Supreme Court consists of the Supreme Court Judicial leader, and six judges elected by the people in the National Election. The job of the House of the Supreme Court is to uphold the law written in the Constitution, and the laws of the land. The Supreme Court Judicial leader is nominated by the House of President; however it’s approved by the House of the Republic. The Supreme Court Judicial leader term is five years. While the Supreme Court Judicial leader cannot be re-elected, the judges below him can be re-elected every five years. The Judges can run for as many re-elections as they wish.
D. House of Military
The House of Military consists of two departments, the Military department itself and the Intelligent House. The two house will work together to protect Neo River at home and abroad. The Intelligent house will be divided into two sections. Domestic and International Intelligent. The leaders of the department will be selected by the House of President and approved by The House of The Republic. The House of Intelligent may not intrude on the rights and liberty of the citizen of Neo River. The Military cannot have hostile action against its own citizen or other countries without The House of the Republic approval. The Rights of the people is listed in The Human Right clause.
E. House of Foreign Affairs.
The House of Foreign Affairs consists of UN Respentative, Foreign Respentative, and Region Congress Respentative. The House of Foreign Affairs wills respsent the country in the UN, the Region Congress and in other countries. They will be peaceful means of respsentation for Neo River. The leaders of the departments will be appointed by the House of President and approved by The House of the Republics. The House of Foreign Affairs will carry out the wills of the country in its office.

A. The District Council.
The District Council will be in every district in the nation. The District Council will be made up of 10 seats. Each seat will be held by a member of the District voted in by the people in the National Elections. Each member of the council will serve five years. The District council will pass laws and other issues in the same manner that The House of the Republic passes its laws and bills. With the District Leader, the District council will divide up among its party line to hold primary elections a year before the National Election, to vote for their candidates for The House of Respsentative. They can also vote in their Presidential candidate.
B. The District Leader
The District Council will also have a District Leader. The District Leader will have the same job as the President in its appropriate office. So See Section I sub-section B.
III. The Human Right Clause.
The Human Right Clause is approved by all three house of the National Government. The Human Right Clause states that nor the National Government, or District government have any rights to infringe on the rights of its citizen. The citizen has rights to live their lives within the law of the country. The Citizen of Neo River has the right to Life, liberty, equality, and pursuit of happiness. The Human Right Clause will let the first National Government (President Summer) define Life, Liberty, Equality, and Pursuit of Happiness in a later amendment.
IV. Amendments.
In order to pass an amendments. An amendment of the constitution can only be introduced by a committee, a District Council, or the House of the President. From there it will go through the same process as any bill. (See Section I sub-section A.), and if it becomes law, it will be written on the Constitution of Neo River.
V. Conclusion
The laws above are approved by the House of President, House of The Republics, and The House of Supreme Court. It is also approved by the District Council that was presents. Signature below is of the leaders of the National Leaders that approved this Constitution.

I. Definitions of Life, Liberty, Equality, and Pursuit of Happiness
The House of The Republic will define Life, Liberty, Equality and Pursuit of Happiness in the following manners. Any effort of the National and Local government to infringe on these rights is unconstitutional.
Life- the House of the Republic believe that life begins at conceptions, when the sperm meets the egg. We believe that life does not end until death. There forth, any effort of the National and or Local government to abort or to put to rest a life as defined by the above definitions is in direct violations of the constitution.
Liberty- the House of the Republic believes that liberty is the right and power to act, believe, or express oneself in a manner of one's own choosing. The condition of being physically and legally free from confinement, servitude, or forced labor, within the law of the country.
Equality- the House of the Republic believes that Equality is where a man or woman rises or falls on his or her own merit. Equality is not based on race, sex, religion, or lifestyle. However, it is based on what skills and talent the person has.
Pursuit of Happiness- the House of the Republic defines Happiness as a feeling of satisfaction that its citizen gets when he or she has done something right, when he or she has done something that makes him or her happy.
