Guadalombia Opens its Doors to the World

International Release From the Ministry of Official Relations,
June 13th, 2005-

It has long been the standing policy of the government of Guadalombia, under the inspired leadership of our president, General Emilio Diez Calvo, to remain apart from the international community, content to concentrate on the extensive business of internal matters that already keep President General Calvo’s hands tied. However, despite the close council of many of the President General’s trusted advisors, it has been his official decision to open the diplomatic doors of the nation to the international community, with intent to promote Guadalombia as an independent nation worthy of notice by foreign governments.

In effort to promote relations, the great President General Calvo has organized for the exchange of diplomatic embassies, freeing up several large plots of land in our fine capital city of Puerto Calvo to be reserved for the purpose of foreign embassy construction.

The great and wise President General, through his unlimited benevolence and hospitality has also arranged for a state dinner to be held for representatives of nations who would seek further relations with Guadalombia, to be held a week from today at his home, the presidential palace in Puerto Calvo. He hopes that these will prove profitable steps in ushering our nation into its place among the members of the international community.

OOC: A note on the nation:

Guadalombia (as you can probably guess) is currently under control of the military dictator President General Emilio Diez Calvo. Though he claims his people love him, his support base is wavering with the growing threat of a powerful rebel movement and their guerilla army that has occupied a good deal of territory in the south of the nation. The economy under Calvo is largely laissez-faire capitalist, thus the need for opening relations to access new trade revenues, while the rebels adhere to a strict socialist ideology.

It soon was over the landing strip and it landed, in pure spectacular fashion, ten heavily armed Republican Guards quickly set up a perimeter looking for any type of hostility, "Clear." The palm trees lining the airstrip swung lightly in the hot breeze. The temperature outside was a humid 92 degrees Fahrenheit, and the smartly dressed Guadalombian military attaché was perspiring heavily under his white dress uniform. Colonel José Rodriguez was young for his rank, at only 32, and he suspected that this was the reason for the rather uninspiring assignments he was often given. As the chopped approached, he forced himself to stand straight at attention, and shot a glance to the other members of the honor guard to do likewise.

Señor Renaldo had gone all out in arranging for a literal red carpet reception at the small and dusty airstrip, and as the doors to the military chopper opened, a small brass band started up. Colonel Rodriguez walked smartly over the red carpet up to the Vice Chancellor.

“Señor Vidar, I am Colonel José Rodriguez of the Guadalombian national army, and personal attaché to his excellency, El Presidenté General Calvo. It is my privilege to welcome you to our fine nation on behalf of the President General. I have been instructed to serve as your personal escort and guide for the duration of your stay in Guadalombia. If you do not object, we shall depart immediately for the Presidential Palace. His Excellency would like very much to meet you.”

Colonel Rodriguez turned smartly and walked back down the red carpet to the door of a waiting white limousine. He opened the door, and waited for the Vice Chancellor to step inside.

"We are a modest arms company who only seek to train and arm outdated militaries. The following is just a sample of what we have in our storehouses. Please contact our desk for a more complete catologue.

MBT-66: This State-of-the-Art Main Battle Tank has 37% more armor than a M1A2 Abrams, yet moves at the same speed. The reason for this is instead of using the Abrams Steel-DPU Advanced Composite Armor, we use Titanium-DPU Advanced Composite Armor. Titanium is 40% stronger than steel yet lighter. The MBT-66 armament consists of one 140mm ETC Cannon, one 7.62mm co-axial machinegun, and one top mounted 12.7mm(.50 Caliber) machinegun. MDM-1 Anti-Tank Rocket Launcher:Has the same effective range as the M-100 Assualt Rifle and can be fired inside buildings. Unguided, lightweight, portable, and reloadable. Fire from above or behind the tank for maximum penetration. 2400 per launcher.

MDM-4 Surface-Air Missile: Is capable of effectively targeting all types of aircraft, Cruise Missiles, and Short Range Ballistic Missiles(like the SCUD) at all levels of height. A battery of them comes with Laser-Guided, IR Guided, and Radar-Guided Missiles, the first two are for targetting low-mid flying viechles, the latter targets mid-high flying veichles. A battery also comes with a specialised high powered radar array capable of detecting and targetting most Low Signature(read:Stealth) aircraft. A battery usually consists of 6 of these fine weapons. The MDM-4 is even capable of targetting large bombs(such as a FAE or MOAB), though only the laser guided missiles are capable of doing this. The MDM-4 is a stationary weapon that must be disassembled to move and assembled to fire. The launcher holds 6 missiles(radar-guided) or 12 missiles(IR and Laser-Guided). A single radar array can guide a battery of MDM-4s. The total cost for a Launcher WITH missiles costs about 21 million USD per launcher. The radar array costs 10 million USD.

M-1 Tunguska RT Mobile Anti Aircraft System: This is a modified Tunguska Mobile Anti-Aircraft Gun/Missile System. Instead of firing 8 SA-19 Missiles, it fires 8 QMSAM(Quick Manueverable Surface-Air Missiles)-10 and -20 missiles. These missiles move at Mach 5 and are either Laser(-10 version) or IR (-20 version) guided. Both versions have a 93% success rate against low-flying aircraft and cruise missiles. This will cost 12 million USD per launcher WITH the missiles.

LRASM(Long Range Anti-Surface Missile)-50: This is NOT a cruise missile but instead a long range missile effective against ships, bunkers, and structures(effectiveness against target type depends on warhead). There are two versions, a air launched one and a surface launched one, the former haveing a slightly shorter range of 110 miles instead of 115 miles. There are 4 warheads, deep penetration, anti-structure, anti-ship, and chemical delivery(the last warhead is also capable of carrying cluster bomblets). The missile moves above mach-1 and is a surface skimmer making it difficult to hit with CIWS. It costs 3 million per missile.

Training in above equipment:Each instructor will cost 700,000 American Dollars

The VC-25 flew most of the way to Guadalombia at it's cruising speed of Mach 1.8, only slowing down when overland and during the two inflight refuellings needed to ensure the flight could be done non-stop. After recieving clearance from the tower, the sleek delta-winged aircraft began it's final approach. After a textbook landing the plane rolled to a halt. A door in the pale-blue fuselage slowly opened, the staircase to be extended. A pair of Protection Agents (PAs) ran down the staircase while it was still descending, to ensure the area was secure.
Once the PAs were sure the area was secure, the Chancellor appeared at the door of the plane. He paused for a few seconds to wave for any cameras that might be present before descending the staircase.

Dozens of questions soon bounced into his head, each one of different value to the Vice Chancellor, "Excellent, let us proceed then shall we?" He said giving off his award winning politician smile. He stepped into the white limousine, "Come, come now wouldn't want to be late now?" He said giving small laugh.

OOC: I've got an idea for the RP, feel free to veto it if you want ('tis your RP, after all): my nation doesn't like corrupt governments, and is very pro-democracy. So we naturally don't like the sound of your military dictator, and would probably support the rebels if a civil war broke out, although we'd never officially say either of those things; it would all be very clandestine. So my idea: my country's equivalent to the CIA authorizes a hit on your country's leader, set to take place during this conference, and I covertly insert a single agent or hired assassin to watch the conference (or dinner party, or something), where he tries to snipe your leader. Depending on what you want, he can miss and kill the guy's aide or something instead, injure your leader, or kill him. We can go from there. Let me know what you think; if you don't want to do that, that's fine, it's your RP. Good luck with your RP either way!

Captain Ernesto Melcón was another young Guadalombian military officer who had been givent he undesirable duty of playing lackey to a foreign dignitary, in this case, the representative from Shildonia. As the plane came to a halt in front of the red carpet spread out over the long dusty airstrip, he walked forward to greet the representative of the nation whose name he could not remember, checking the small prefabricated speech on the crumpled scrap of paper in his pocket as he walked. As a few cameras snapped shots of the Chancellor, Melcón began to speak quickly, in a rush to get out of the heat.

“On behalf of his Excellency, President General Emilio Diez Calvo, I welcome you to Guadalombia. The President General seeks to ensure the duration of your time in our fine country will be most pleasant, and has provided me as your personal escort and guide throughout your time here. If you will please follow me, señor-”

He looked down at his pocket to check the name.

“Señor Typor, we shall proceed to his Excellency’s palace.”

After what felt like a long flight, the pilot finally turned and informed Mr Lawrence, the Manhattan Economic Advisor, that they were coming in for a final approach at one of Puerto Calvo many runways. The helicopter flight had not actually been all that long, but it had been far long enough for Lawrence’s liking. Looking out of the window of the helicopter, he could see that a few other runways were in use – other delegates must have arrived before him. He settled back into his chair, having another quick look over what precious little information could be found about Guadalombia, a nation Manhattan Prime had had no previous contact with. However President Cuthbert had great hopes for this meeting, and Harvey Lawrence shared them.

The pilot brought the helicopter to a gentle landing at the designated landing zone, and flanked by the 6 Imperial Marines who were his escort, Lawrence alighted, and moved to greet the welcome party that were waiting for him.

In the shadowy offices of the Administrator of the HCIA, a solitary figure sat in a massive chair, one designed such that it could perfectly conceal a occupant of nearly any size, behind his desk. This was one of the most powerful men in Halberdgardia, and not even his true name was known to most of his subordinates. Today, he met with his second-in-command.

"Mr. Administrator, sir. We have news."

"Monitgnac?"

"No, sir. Nothing new on that front. Colonel Whittier has not yet reported back. No, this is a notice that we received." He handed over a paper detailing the invitation to the Guadalombia conference.

"And why should I be interested in this?"

"Because we've received intel that suggests that the leader of Guadalombia, one President-General Emilio Diez Calvo, is a brutal military dictator, and there's a growing rebel movement that may move to oust him soon, and install a true government. Apparently, this guy's corrupt as all hell, sir."

"The conference would be a good cover for a hit. Can we get an agent in the country?"

"Consider it done, sir."

Within in a few hours, the expert HCIA agent chosen for the hit, skilled in armed and unarmed combat and having more than a dozen high-profile assassinations under his belt, had prepared his false identity as a freelance reporter from another country. He would use it to get in, then assume another identity once at the conference, and could assume another identity for his exfiltration if necessary. He took his Bowie knife, dual silenced 9mm pistols, a variety of poisons and tranquilizing agents, and a Mini-Hecate .338 Lapua Magnum sniper rifle. The rifle was easily collapsible and small enough for relatively easy transport and concealment, yet still packed more than enough of a punch to take down a target.

Captain Esteban Colon scratched in frustration at the back of his collar, where a large red mosquito welt had been driving him mad all afternoon. He barely noticed the approaching helicopter until one of the other soldiers kicked him in the shins and gestured skyward. The whirling rotors blasted dust and hot wind into his face, blowing his sweat drenched hair off of his aviator sunglasses. He walked forward as the representative from Manhattan Prime stepped onto the red carpet.

“Good day, señor Lawrence. On behalf of His Excellency President General Calvo, I welcome you to our fine country. I am Captain Esteban Colon, and I will be serving as your escort and guide for the duration of your stay here in Guadalombia. If you will follow me to the car, we will continue to his Excelleny’s palace.”

Esteban turned and walked over to the car, opening the door for the foreign dignitary.

On two other nearby landing strips, two other white limousines escorted by military trucks and humvees sped off in the direction of Puerto Calvo, and the presidential palace. The convoys were careful to avoid the run down sections of Puerto Calvo, taking the more scenic route along the waterfront and the business district. The city boasted two skyscrapers worthy of New York or Tokyo, tall and modern affairs, however the money that had paid for their construction had a darker nature not betrayed by their beautiful, washed appearance. Coca cultivation had once filled the pockets of the businessmen who had founded the real estate companies that had built the skyscrapers, and now they lived large in the penthouses on the top floors. Guadalombia was indeed a country of many secrets.

As the limos pulled through the wrought iron palace gates fifteen minutes later, they were received once more by a large brass band playing the Guadalombian national anthem on the steps of the magnificent white building that was the home of the President General. The various military escorts stepped out into the shade of the waving palms and the white awnings, and led their charges up the steps through the main entrance to the palace. A short, stout man with a handlebar mustache and a white tuxedo met them in the hall, and bowed at the waist.

“On behalf of his Excellency, President General Calvo, I welcome you to Puerto Calvo and Guadalombia. I am Berto Renaldo, special advisor to his Excellency. He has instructed me to escort you to the Presidential lounge, where he shall meet us. Please, follow me.”

The man turned and quickly walked off through a side door, proceeding down a long corridor to a comfortable lounge overlooking a cliff and the sea below.

The MH-53M Pave Low helicopter rotored near-silently, almost undetectable, through the night sky over Guadalombia. On board was the single HCIA agent, code-named Delta One for this op, that had been chosen to assassinate Calvo. He was leaning out the side of the aircraft, holding onto one of the rails, enjoying the blast of cool night wind on his face, though his neutral expression betrayed no emotion. The helo swiftly came upon the drop zone, approximately twenty-five miles outside of the capital city, and settled down, the pilots saying nothing to Delta One.

He jumped down to the ground from the helo's height of a few feet, and arranged his duffel bag comfortably on his shoulder. He had his forged laminated press credentials around his neck on a lanyard, and the top layer of his duffel was filled with some clothes, toiletries, and photography equipment. However, in a specially constructed waterproof compartment lined with a classified material that could fool X-ray machines and other forms of electronic security searches, his weapons were disassembled, but still ready to be used in moments. Inside his jacket laid his two 9mms, expertly concealed, but at close reach.

Delta One worked his jaw in movements that would have appeared odd to any observer, but were actually subvocalization routines that activated the invisible throat mic attached to his larynx. The tight-beam transmission was a short one, beamed to an HCIA communications satellite disguised as a corporate telecommunications satellite, with state-of-the-art encryption, thought to be virtually unbreakable. After the few seconds' delay the transmission process from one part of the globe to another took, Delta One's controllers in Halberdgardia finally heard the first words out of Guadalombia:

Delta One walked calmly through the streets of Puerto Calvo, dressed like a somewhat-well-off tourist in a pair of tan Tommy Bahama shorts and a loose, not-too-bright tropical-themed shirt. Completing the look was a fine pair of Oakley sunglasses, with reflective and polarized lenses. His two 9mms, secure in their shoulder holsters, were well-concealed under the folds of the shirt. He'd found a secure drop spot for his other weapons, and would re-visit the site later tonight, when he would set up for the hit.

Meanwhile, his seemingly aimless wandering was actually gaining him a mental map to the city, and dozens of dead ends, escapes, and roads, the knowledge of which could save his life.

He kept on wandering. He had about eleven hours to kill.

The Vice Chancellor's limo arrived at the destination and he disembarked after giving a 'small tip' to the driver. He walked up the stairs, his robes gliding effortlessly. Only two of the guards had come with him, the rest were left at the landing site incase of an emergency.

He arrived at the meeting place of the presidential household, and quickly went to talk with the other various government representatives. He saw no one that he recognized, which could only mean more chances to create allies, and to create enemies. He would have to walk carefully, "You are relieved until called for Gamma-1." He said to the closest guard and they quickly went to mingle with the other bodyguards.

Though the Dread Lord wasn't intent on, during his reign looking for allies as the Chancellor is now." He said, explaining why he never heard of them.

Delta One left his hotel, dressed in an immaculate tuxedo, walking with a purpose towards his apparent destination: the conference. It was several blocks, but that was a simple matter for him.

After about ten minutes of walking, he reached his actual destination: the drop site.

It was a small and unassuming building, the stereotypical kind often used without the owner's knowledge for clandestine activities. Delta One scanned his peripheral vision for any suspicious movement, but there was none. Satisfied, he opened the door and walked inside. He made his way to the basement, then located the small compartment he had stashed his weapons in. He gathered them up in the duffel bag he had brought them in, wiped the area of any incriminating evidence, and left the building as calmly as he came.

His next stop: the vantage point he'd chosen for the hit.

Underlord Roland Myles stepped out of his limo; glancing forward at the beautiful white palace, which stood, laid out before him like some exotic jewel. Myles whistled under his breath, impressed by the seemingly endless splendor of the Caribbean nation. Still, he knew quite well from his home country that the brilliant luxury seen by delegates was rarely an accurate depiction of the country. Still, he could not help being taken aback by the evident richness the Generalissimo so openly flaunted. Roland sighed. He was new to the art of being an emissary, and he knew that staying indifferent to everything experienced was a vital skill, obviously possessed by the crowd of seemingly emotionless diplomats now walking to the palace.

Realizing he was obviously late, Underlord Miles rushed to the front doors. This was his first full-scale assignment, and he sure as hell wasn’t going to let anything go wrong.

However your nation interests me as well, so, after this state dinner is finished, I will put you in touch with our Department of Foreign Affairs, and at the very least an exchange of Ambassadors would be possible.” Mr Lawrence proposed, satisfied that even if the dinner was a complete disaster, at least Manhattan wouldn’t come away from the event having gaining nothing. Area Around the Presidential Residence, Puerto Calvo, Guadalombia, 2030 Zulu

From his vantage point atop a ten-story building that was a few blocks away from the Presidential Residence, but nevertheless had an excellent view of the west wing of it from the roof, Delta One lay in wait. He had unpacked his Mini-Hecate .338 Lapua Magnum sniper rifle, and was currently using the laser mic attached to the underside of the barrel to listen in on and record a number of conversations that were going on between the dozens of diplomats and dignitaries at the conference. His superiors would likely find the information useful for future reference, even if only to know who knew who. He had just finished recording the exchange between the representatives from Manhattan Prime and Dracun Imperium when the digital watch on his wrist vibrated briefly, signaling that the alarm was going off. Delta One detached the laser mic from the rifle, replaced it in the duffel, and glanced at his watch.

2030, he thought. Showtime.

He made sure that the bipod of the rifle, which he'd already extended while using the mic, was secure, screwed on the suppressor, made sure the 10x scope was properly zeroed, loaded in a new magazine, and chambered the first round.

He exhaled hard, inhaled deeply, then looked through the scope at the various windows of the Presidential Residence, searching for Calvo. He was on his seventh window when he spotted Calvo. His figure was unmistakable.

Of course, Delta One mused, the arrogant bastard's sitting at the head of his table.

As it turned out, Delta One wasn't facing Calvo, but was rather facing him from Calvo's left. That would have presented a problem if an innocent was on his right, but Calvo leaned forward to speak to someone out of Delta One's line of sight, and in doing so, revealed that there was no one on either side of him.

Delta One knew that this was his chance. He settled into an easy breathing rhythm, looked into the scope, waited until his breathing rhythm settled the crosshairs right on Calvo's head, and pulled the trigger.

West Wing of the Presidential Residence, Puerto Calvo, Guadalombia, 2030 Zulu

President-General Emilio Diez Calvo was most pleased with how the conference was proceeding. Dozens of diplomats and dignitaries had come from a number of countries, all of whom seemed genuinely interesting in allying with Guadalombia. The food and wine was excellent, the guests were happy, his own diplomats were making fine progress, and he was in a jovial mood. It was events like this that helped take the stress of the ever-growing rebel insurgency in the south off his mind.

At that moment, Berto Renaldo interrupted Calvo's thoughts, leaning over to speak in Calvo's left ear.

At that same moment, the .338 round from Delta One's sniper rifle pierced the window to Calvo's left and similarly pierced Renaldo's skull.

The right side of Renaldo's head exploded in a gory pink froth all over Calvo and the nearby diplomats, splattering them with blood, brains, and bone fragments. Renaldo's corpse fell off his chair and crumpled to the ground.

Meanwhile, the .338 round had passed right through Renaldo's head and slammed into Calvo's shoulder with enough force to shatter his collarbone before finally coming to a stop inside Calvo among ruined bone. Fiery pain ripped through Calvo's shoulder like wildfire, nearly dropping him off his chair. The nearby diplomats were stunned, and it took them a few seconds before they recovered enough to move to assist Calvo.

In the chaos, no one even realized what had happened, much less bother to try to locate the source of the bullet.

Rooftop Sniper Vantage, Puerto Calvo, Guadalombia, Assassination Attempt+0:30 minutes

Delta One had watched the whole scene unfold through the scope, and was absolutely shocked. He had never failed to eliminate a target before, and now, through a chance play by Fate, he had done just that. He knew he would not have a second chance. He disassembled the rifle, packed it back in the duffel's secret compartment, wiped the rooftop of evidence, and walked back inside the building to the elevator at a fast clip. He needed to get the hell out of here.

Command, Communications, and Control Center, The Halberdgardia Central Intelligence Agency, Somewhere in Halberdgardia, Assassination Attempt+0:45 minutes

Delta One's controllers waited anxiously for news of the assassination attempt. He had reported in that he was in position shortly before he had scheduled the hit, and was expected to confirm the kill soon.

The comm channel crackled to life.

"Control, Delta One. Target is wounded, but has not, repeat, has not been eliminated. Requesting immediate exfil. Over."

The controllers were stunned. Delta One had never failed before. There were some long seconds of silence before the lead controller finally spoke.

"Delta One, Control. Acknowledged. Exfil will be at the predesignated site, via the same bird you used for infil, at approximately 0230. Control out."

The Vice Chancellor was thrown to the ground by his guards who had literally appeared out of nowhere. The Vice Chancellor was confused and embarrassed, "Get off me this instant!"

"Sorry sir there has been an assassination attempt of the President!" One of them barked, as they held Angelo to the ground. Sudden shock flew through his mind as dozens of possibilities entered his head, could it be that this supposedly loved and esteemed leader was in fact hated and loathed? No, not possible. It was probably a rouge agent, one who had been paid, "Get of me, that is a official order!"

"Again, sorry sir the Chancellor gave us orders incase of an attempt on anyone’s life that you would be evacuated and under no circumstances would you remain." Angelo's furry grew and he spoke in a blood chilling tone, "Release me or you will be spending the rest of your lives in a maximum security prison for treason!" The guards slowly got up, and the Vice Chancellor ran over to the head of the table where the President General lay, "Get him a medic now!"

It took Durand a moment to connect the small red droplet of liquid that had just landed before him on the table, and the sound of something hitting the floor. He turned his head to see the chaos at the head of the table-shattered glass, blood, Renaldo suddenly of sight.

"Mon Dieu!" Durand breathlessly gasped. He was accidently pushed from his seat onto the floor by someone rushing to Calvo.

Why didn't the Ministry give me a guard? Who was shot? Who did it? Is he in the room?

Delta One entered the small clearing cautiously, half-expecting Guadalombian intelligence agents to be all over him following his escape from the city. Apparently, however, they weren't nearly as good as he'd thought, and he'd had no trouble making to it the exfil site.

Then again, Delta One thought without much humor, I did get into this country with weapons and nearly assassinate Calvo without a single soul noticing.

Right on cue, the MH-53M Pave Low he'd taken in was hovering above him. He graciously accepted the co-pilot's hand up into the aircraft, and sagged in relief into a seat in the helo. Strapping himself in as the helo lifted up and away from Guadalombia, he settled in for a long ride. He'd have plenty of time to come up with an explanation for his superiors for this fiasco.

(OOC: I was out for a few days, sorry I haven't had time to post. I'd like to make it clear though that the president general hadn't yet entered the conference room, so Halberdgardia's post is a little off, but not something i can't work around.)

As the last fingers of the evening sun stretched out over the polished wood floor of the lounge, caressing the white marble of the staircase that lead to the dining room on the next floor, a tall figure appeared at the top of the stairs. The glare kept his face partially obscured, though one could sense the composed control that radiated from him. His white military uniform reflected the rays of the dying sun, and medals glinted across his chest. A white cap was held firmly under his arm, and with steady stride, he descended to the floor below.

His face revealed him to be a man in his late forties, a neatly groomed mustache beneath his reasonably large nose. A hush had fallen over the room, as the curious guests had sought to get a look at the man who had brought them here, and now, with a controlled but pleasant smile, he bowed slightly, at the waist. He spoke with velvet tongue, addressing the assembled.

“Hello, and welcome to Guadalombia, and to my home. I am General Emilio Diez Calvo, president of this fine nation. I sincerely hope that you have had time to make yourselves comfortable before we dine. Now, without further delay, let us proceed upstairs where my chefs have prepared a magnificent meal of the finest Guadalombian cuisine.”

The man bowed once more, and proceeded up the staircase as the last trace of daylight faded over the sea, and the palace chandeliers came on. The President General seated himself at the head of the table, after his guests had taken their own places. Blank faced waiters removed the silver covers off of hundreds of dishes, revealing a feast to delight the gourmet and the glutton alike. Between plates of roast foul and pork were bottles of fine domestic and imported wines, which the servants poured into the glasses of the foreign representatives. The President, his smile seemingly permanent, watched with pleasure as his guests began to taste of the fineries he had had prepared for them. Business would be easier on a full stomach.

Seated at his right was his trusted advisor and resident yes-man, Berto Renaldo, who had been paramount to organizing the meeting. He decided that he would give the man a nive bonus after things had concluded.

But it all shattered in an instant as a .338 round tore through the back of his shoulder. As he grimaced in pain, he caught a glimpse of Renaldo’s head exploding and the body slumping over. A chunk of red meat landed on his cheek, and dribbled down to his chin as he fell over to his chair. The servants had rushed out of the room, and a squad of the President’s elite personal guards had stormed into the room, training AK-74s on every window and guest, and shouting in Spanish.

Amid the chaos, the president’s doctor was rushed in, and set about tending to his wound. The representative’s were herded out into a side room at gunpoint by the soldiers, under the hawk eye of the President’s chief of security Horatio Sombrado, an imposing man in a black suit.

In the other room, the president was silent and grim as the doctor stitched the wound. Blood was all over his uniform and the table, and the corpse of his advisor lay a few feet away. The doctor shouted for two of the guards to carry it away, and they did as they were told. Sombrado had just entered the room to check on Calvo, and the president gestured for him to come close. He spoke between gritted teeth, rage in his eyes.

The security chief nodded and stood. Already, Guadalombian security agencies would be on the case, but Sombrado was unsure if they would be able to find the man in time. If he had managed to get in undetected and squeeze off a shot at the president, he was certainly a man of skill. A scapegoat might have to be found to fill his place.

As the Vice Chancellor was hurried out of the room, he quickly got on the phone with his cellular phone. His phone was connected to the Chancellor's desk and only that.

The Chancellor was relaxing, his arms crossed behinds his head and he was leaning back in his chair when the Vice Chancellor's personal phone line rang. He was in action instantly getting a hold of the phone to hear the startling and shocking news; the Guadalombia President-General had been attacked by an assassin. Apparently he was still all and well, but one would not let an ally suffer such an audacious move.

Official Government Response
It has come to my attention that not only an ally, but a friend to the Dracun Imperium had an attempt on his life today. This disgusting use of terrorism shall not be tolerated. As we speak our intelligence agencies around the globe are gathering information on the incident and we shall soon have answers.

The perpetrator shall be caught, and if his or her country refuses to hand him or her over there will be no diplomatic solution, there will only be war and although I do not look forward to such a case it is nessecary to maintain order in such a chaotic world.

President-General Calvo, you have our word.

The Administrator of the HCIA morosely scanned the contents of the computer monitor, a news item regarding the assassination attempt on Calvo. Delta One, whom the Administrator privately considered his best agent, had debriefed the Administrator on what went wrong, and it appeared that only a chance event, a one-in-a-million occurence, had turned things sour. Delta One was still a superb covert agent, and he would receive no black mark on his record for his failure.

Scanning the intel report that confirmed that Guadalombian security and intelligence agencies were on high alert, and that the nation of Dracun Imperium had issued an official condemnation of the attack, the Administrator chuckled.

Bluster all you want, you idiots. You won't find him, the Administrator mused. He was out of the country before you even knew what happened.

An official investigation would not be long in coming, and it was time to draw a red herring across the path. Not that there was really anything that could link the HCIA to the assassination attempt, but it would be good to have some records forged, ready to be covertly inserted into the Guadalombians' computer network, just in case.

"Get someone on in our computer division to forge a record for a discreet order of Mini-Hecate sniper rifles through a dummy corporation of the Guadalombian rebels. Don't insert it into their systems yet, though; we'll keep it as a back-up option in case it looks like the Guadalombians are getting on our trail."

The government of Manhattan Prime expresses both our condolances and support to President Calvo - we are shocked at the cold brutality of the attempt on his life. In the aftermath of such an attempt, in the middle of a state dinner one of our delegates was attending, we can only offer you such support as you may need, and hope our countries can arrange a mutual trade or diplomatic agreement soon.

Secret IC: Our intelligence services also express a desire to work with those of our new friends in the Dracun Imperium in finding the culprit.
