'Morsky-Orol' Light Cruiser Launched

D647 “Morsky-Orol” Class Light Cruiser

The Morsky-Orol is intended to be the first indigenous surface vessel deployed into the Novikovskie Voyenno Morskoy Flot (Novikovian Maritime Military Fleet), and is intended to serve as the flagship for her destroyer squadrons. She is intended to serve as a surface-attack vessel, combating hostile destroyers and possibly cruisers.

Because of her primary role as a surface combat ship, the Morsky-Orol is heavily equipped with the Crotale EDIR Systems and various missile decoys. This combination is intended to give the ship heightened survivability against other cruisers which will doubtlessly have a superior compliment of Anti-Ship missiles. It also serves to compensate for the light amount of armor given to defend the ship – only slightly thicker than a standard destroyer’s.

The hypothetical target of the Morsky-Orol used in the design process was a Kirov-Class Guided Missile Cruiser. Possessing over double her weapon’s systems, armor, and overall tonnage, the Kirov is an unlikely target for such a ship as this, but the Morosky-Orol is outfitted in such a manner as to give her a reasonable chance of survival in such an engagement - whether through defensive armaments or sheer speed – and the possibility of a kill, provided she does not fight an extended engagement.

[OOC: Nice job. I was going to buy some, but CL already ordered the first three. Maybe you'll start exporting these more widely by the time I come back from Spain in late August.]

[OOC: Well, somebody likes my design.]
[OOC2: Allied/Friendly nations (Azazia, Macabees, CL, DL, THL, Emmitia, and Sarzonia) will be allowed to purchase up to three of these vessels each - provided to total doesn't exceed the mentioned ten (though that may change).]

To: The Government of Communist Louisiana
From: Novikovskie Voyenno Morskoy Flot [NVMF] Production Bureau

The NVMF currently only possesses one D647, the Morsky-Orol, and subsequently is pressed to construct a further four D647s for its own use. Nationally, we can produce a scant four D647s annually. With a two year production estimate, we have only three vessels available for export. Our government, however, in light of the who the recipient of these ships is, would be willing to extend production for a further year and a half, allowing for allied states – unfortunately not just Communist Louisiana - to acquire up to ten D647s.

It is therefore with great pride that we confirm Communist Louisiana’s order for three D647 Cruisers. Provided we receive the proper payment of 4.95 billion USD (10% profit on all exported equipment), the NVMF would be able to fill your order within twenty-seven months.

-Our thanks

[OOC: Now that I read your newest OOC messages.]

Subject: D647 “Morsky-Orol” Class Light Cruiser

Although the Kriegsmarine has had some sort of unofficial policy of only supplying itself with its own naval designs, the newest Novikov naval ship, the Morsky-Orol, has caught the eyes of our admirals, and to say the least, the OberKommando des Kriegsmarine - or the Naval General Staff. Consequently, after the OKK pushed for an order to the OberKommando des Werhmacht [OKW], and subsequently the Emperor, it has been decided that we would like to expand our fleets with the Morsky-Orol.

It is fully understood that your production capabilities allow for only three of said light cruisers per ally, listed by your catalogues, and this is fully respected. So, we would like to place an order for three "Morsky-Orol" class Light Cruisers. The six billion and two hundred and seventy billion [6.27 billion] will be electronically transferred to your government, or preferred system of national banking, immediately after conformation of the order.

Before we leave you to make your decision we would like to make a further request. We wish to be allowed to fully "alter" the three Mosrky-Orol class Light Cruisers sold to us. We will fully explain the alterations in the following telegram to yourself. First of all, we would like to add yet another plating across the outer superstructure and hull made of fiberglass composite, much like that found on our Azores class Fast Attack Craft, for the consequence of having a bit more stealthy features. Although this charactiristic might not what the original design was intended for, the operations we intend to use these three light cruisers do require some sort of stealth. Moreover, we would like to switch out all the fire and control and electronic systems to Kriegzimmer Conglomerate produced systems, simply for the reason that our sailors trust them better - and thus better morale in the heat of battle - and it is the only system our sailors know how to use or read - this does not include the jamming system, or hull sonar or navigation RADARs [those will be kept]. Finally, we would like to change the standard torpedo tubes to 500mm, since that's the diameter our own torpedoes use. Ah yes, and we will be using our own ASW helicopter, in the stead of the Panthers - although we will also purchase the Panthers - this is just for logistical reasons, not for design reasons.

We hope that the changes outlined are not against the policy of export of Novikov, and we wish to make sure that you know that the changes are not made because we believe that your own systems were not enough - surely, they might even be better than ours! It is only because of the preference of our soldiers and logistical reasons, and a difference in strategical concept.

We await your response patiently,

I'm feeling lazy, so I'm just going to confirm this. I'll give you an exact breakdown of things, with an official response, later.

Normally we are not out to purchase ships. But you happened to catch us at a wonderful time.
Because we are required to retire three of our Aztec class Light Cruisers for devlopment and modification to another purpose, we have space open for three Light Cruisers to fill the gap.
As such, we wish to purchase three of these Morsky-Orol ships. We will have to modifly them to comply with our weaponry standards, which I hope will not be a problem.
The mney for payment will be wired to you as normal once the order is confirmed.
