As a nation with much trade, HT would like to open liasons with any and all nations willing to trade. After joining the trade hub (Wormhole), we realised we need more trade, as trade is the basis for technology advancing, and also helps nations.

We wish to create an Inter-Galactic Trade Act -

The Inter-Galactic Trade Act is based on the need for nations to advance, but at the same time not curtailing government supplements for vital industries such as medicine and food.

(I)- All nations involved in this act will have a maximum tax rate on all international trade. This tax rate shall at no time be higher than the domestic tax rate. Any more would curtail trade, and make the Act inefficient.

(II)- All nations shall be responsible for the safety of merchants within their borders. Compensation must be paid for inefficient policing.

(III)- Government supplements to industries must be cut completely, so all prices are equal, according to how well each nation can produce goods. Any industry vital to the running of the goverment may still receive supplements.

(IV)- Act III only applies to industries considered non-vital to the welfare of the nation. Government supplements to medicine, food, and goods that are needed desperately by the nation shall have no supplement cut.

(V)- Any nation attacking another nation who has signed the Inter-Galactic Trade Act will null and void the Act for the aggressor.

(VI)- Any company trading between nations under this Act must abide by human-rights laws, and any goods produced while breaking those laws must be declared untradeable.

(VII)- No items which are specifically designed to cause death will be traded between nations. Also, this applies items designed specifically to cause pain to a non-willing victim.

(VIII) The Act may be amended by a 60% vote of the current members, providing the amendment breaks no human rights treatise.
(Note: The Act has no effect on internal govt. ruling, apart from the human rights clause)

The Space Pirates will sign this treaty, so long as a few measures are taken:

I) Certain areas of Space Pirate Space will be designated as no-fly zones. Any and all uninvited vessels will be boarded. Any and all personnel will be considered prisoners under Space Pirate jurisdiction, and will be treated as any Space Pirate prisoner. All property damage will not be compensated.

II) The Space Pirates do not have individual businesses, so we demand that all Space Pirate products be funded by our government(s). Our prices will be maintained so as to match those around us. No price gouging will take place. Nations may question our prices and send investigatory teams, with Space Pirate Permission.

III) The Space Pirates will allow inter-Space Pirate trade of weapons, torture equipment, slaves, and any other products that the Space Pirates see fit. The Space Pirates will not allow such products to be sold or transported out of Space Pirate space. The Space Pirates feel this mater infringes on National Sovereignty, and must therefore be determined by our government.

IV) The Space Pirates may forbid the transportation or trading of any products within Space Pirate space, as we see fit. Ships carrying such products will NOT be allowed to pass through Space Pirate territory.

The Space Pirate High Command wishes for this transaction to be a successful one.

On behalf of the Space Pirates, I am personally honored to be apart of this trade alliance.

We have opened three trade ports throughout Space Pirate space: New Zebes, Ontara, and Port Uther. Bio-mechanical, standard mechanical, mining, smithing, and scientific servies are available in all three.

We have decided that should we be permitted to have articles I, III, and VII omited, we would be willing to join the allience.
Our objections are to Article I:
As some products are considered legal, thought detrimental, it is necessary for the goverment to be able to set the tax rate as it decideds based on govermental requirements.
Article III:
Regardless of subsidies, cost will never be equal, based on shipping costs, qualitiative and quantiative requirements and national labour laws. This being the case, the goverment must retain the power to aid a buisness that is beneficial to the state.
Article VII:
As buisness is based on the exchange of goods and services for monetary compensation, it is impractical to regulate non-classified military hardware and software. By the terms of the article, trading in common household implements, like a butter knife, would be banned as the said knife can be used to kill.

All of these are reasonable amendments, as I shall amend the acts to fit these requirements.

Greetings, This is FIHS-1928, Minister of Trade for Upsilon Andromedae.

We would be pleased to accept traders into our humble system, though a few guidelines should be followed whilst trading in Hakurabi space.

- Due to the current military activity generated by our somewhat stale war with The Cassiopeia Galaxy, Traders are advised to file travel plans prior to arrival and submit themselves to scans upon arrival.

- As a security precaution, all weapons are to be deactivated upon arrival to the system. We understand the need for traders to be armed, as their valuable cargo makes them prey for pirates. Therefore, merchants will be accompanied by an escort group relative to their ship size and cargo.

- Merchants are advised to head to Plymouth for trading, as the other planet is comprised mostly of a massive digital world. Plymouth is the more materialistic and commercialised planet. However, travellers are welcome to both, if they choose to do so.
