Dracun imperium

Chancellor Anthony Tinverian sat with his recently formed cabinet. The four of them sat in a soundproof room, which was checked for devices hourly, and was probably one of the safest places to talk in Dracun.
In on chair sat Dracun's Foreign and Trade Minister Adrienne Zavar, a aged women who had served in what could be classified as a diplomatic corps during the reign of the Dread Lords. She was charismatic, influential, and a good listener. She was the perfect Foreign Minister, for she could talk anyone and everyone out of any situation and was rumored to have diffused several possible civil wars in Dracun.
In another Chair sat Dracun's Chief of the Armed Forces, Kronos Shysa. He had served as a high ranking general under the Dread Lord's reign, but preferred strategy and elegant tactics over the brutal slaughter preferred by the Dread Lords. Though he may not look it, since he dressed like the warlords of old, Kronos was a well mannered man who respected life and believed to destroy life was a last option which made him an excellent commander.
Then there was the Vice Chancellor, Angelo Vidar. He was an ancient man but his political sense was only beginning to enter its peak. He was a top advisor to the last Dread Lord, and knows the reigns of government very well. He often advises the Chancellor on various matters, and up till the formation of the cabinet had been the Chancellor's trusted confident.
All four people sat and they were discussing the beginning an international campaign to gain new allies. The two hottest topics were that of International Military bases in and out of Dracun, as well as the exchange of embassies between Dracun and others. The Chancellor didn't like the idea of international bases that much, and neither did the Foreign Minister however, the Angelo and Kronos believed they would be a great asset.
"Alright, so we have decided that it'd be best to allow embassies within Dracun and out, but military bases are still open for discussion?" The Chancellor asked.
"Correct Anthony," Vice Chancellor Vidar said, addressing the Chancellor by first name, "You must understand, if we were ever attacked or caught off guard these could be great assets. Especially since military spending is down 2% to 18%."
"You may be right Vice Chancellor; however they could also prove to be great risks to us... what if the one attacking us turned out to be one of those residing in a military base here in Dracun? What would we do then?" Adrienne said, taking a stern tone. She wouldn't allow this discussion to go down without a fight.
"You bring up an interesting point Minister Adrienne, however a quick strike team could be assembled within minutes to disable and destroy the attacking force's residing military base." Commander Kronos responded.
Finally the Chancellor had decided that the vote had to come now, and both had made interesting arguments, with both cons and pros the establishment of Military bases within Dracun was a poltical and military tightrope, "Alright all in favor of the Military bases raise your hands." The Commander and Vice Chancellor raised their hands, so it would all depend on the Chancellor, "I am sorry Adrienne they did bring up excellent points, I hereby approve the establishment of foreign military bases within and out of Dracun."

Dear leaders of the world, I bring to you great news that will benefit not only us, the Dracun people but you yourselves! Dracun is allowing the establishment of embassies and military bases within set zones in the Dracun Mainland. Each foreign power can get a an acre for ten million dollars a piece after the original free four acres. The embassies however, are free of charge and have reserved areas within the capital city, Imperial Center. Please respond if interested.
