The Isolation Ends.
The United States of Independent Hitmen was a massive nation reknown throughout the world for its progressive social policies and its good for all intentions. President Anderson sat in office, supported by his 72% approval rating, and had done so since the nation was created nearly 5 billion citizens ago. Now, after a long period of isolationist policies, the Hitmen would again appear on the International stage.
However before they did so they would have to regain much of their might which had slowly ebbed away with the progression of time. The size of the armed forces had remained the same for some time now, only a small increase for nearly 1 billion more citizens to protect. The navy, once one of the biggest and most powerful on the high seas, had been neglected since the launch of the seven New England Class Super Carriers, only replacement of aging ships had taken place and no expansion at all had even been attempted. The same was true of both the Army and the Marines, the Air Force had fared better and had been maintained as close to the level it had been during the days of the NATO-NWO standoff’s.
Closer to home, the economy had flourished in the period of selective isolation, foreign trade had been encouraged and now the country flourished as never before, despite heavier government monitoring and regulations. This gave the nation a firm base for the coming years, which would bring hardships to overcome, everybody was sure.
Despite the apparent lack of attention paid to the armed forces they still consisted of a dedicated volunteer force that was well trained and well equipped, maintenance of equipment had not suffered and neither had the strict training regime that all volunteers take before entering their particular field.
The mighty Home Fleet of the IH navy still patrolled the waters around the nation, the carriers striking fear into any unfriendly vessel whilst also bringing safety to friendly ships of all nations allied to, or considered friendly to, the Hitmen. Most of the other fleets of the navy were at anchor at their particular bases, the Med Fleet in the sprawling navy base outside Odessa in Russian Forces being the only naval force on foreign shores.
For the Army the situation was much different. In the north of the nation the mighty tank formations of the 3rd Army exercised at their bases almost daily, across the border were the Chellian colonies, and whilst Chellis had proved friendly in years past they were still treated with suspicion by most of the military. Further south the 9th and 11th Army bases were spread throughout the country, whilst the 2nd Army guarded the coastal areas. Assets deployed overseas included the 7th Army in Northern Europe, one Corps of which was based in Dr_Twist, the other two in Russian Forces, and the 1st Army that was split between bases in Ottoman Alliance nations as part of the mutual defence pact of the Alliance.
The Air Force was mostly deployed within the country, except for three Fighter Wings and two Tactical Bombing Wings in Northern Europe, and a squadron of Fighter’s at McWalter Air Force Base in the Pacific.
But.
With the ending of the Isolation, congress was already drafting bills to increase defence expenditure to protect IH interests and to project power to assert the Hitmen’s influence on the world.
The country was changing, for better or worse would soon be seen by the people of the world.

The ChancellorThe Chancellor had received the information from the intelligence agencies across the world, that the slumbering dragon, Independent Hitmen would return from its slumber and apparently they were focusing on military spending. To most this would be an interesting sign, however to the Chancellor, who had installed heavy laws protecting international sovereignty this was nothing to be of concern.
So he drafted a letter to write to the President of IH, and hope the two nations, who had never had any contact could begin today. After writing feverishly for several hours, he called for an aide who sent it off to IH.
Message to President Anderson,
Hello and greetings from the Dracun Imperium, I am Chancellor Tinverian and would be one of the first to welcome you back to the international stage! We have never had any contact between our two great nations and would like to end the distance between us.
We wish to exchange embassies with your nation, and hope you wish to do the same. We would also be happy to install trade routes between Dracun and your country and if you desire something more, tell us and we will consider it.

The President recieved the message from a member of his Secret Service Detail whilst he was enjoying a lunchtime game of Risk with the Joint Chiefs of Staff in the Presidential Office of the New White House.
Upon recieving the message he immeadiately called for the Secretary of State, and an intelligence file on the Dracun Imperium.
When both had arrived ten minutes later and the President was briefed by the Secretary of State that there seemed no reason not to open relations with the Dracun's the President began writing his personal reply.
Chancellor Tinverian.
I am most warmed to hear that you wish to establish diplomatic and trade relations between our two great nations, and we are sure that such arrangements can be made.
Perhaps in order to finalise such arrangements and show our commitment to building the relationship between our two nations, a state visit by Secretary of State Thomas Adler to your great nation could be undertaken. Any dignitary that you wish to send to the USIH would be most welcome, as would a team to supervise construction of an approprite embassy in the Diplomatic District of J City the capital.
If indeed there is anything more you wish to ask of us then please do not hesitate to contact myself or my government.

The United Kingdom also once emerged from a long period of hibernation to find itself rekindling ties with nations that had not forgotten friendships, and also sadly to find a great many friends who had simply disappeared. However, the United Kingdom, and in particular the sailors of the Royal Navy, remember the courage and valor shown by the people and the leadership of the Independent Hitmen especially during the Battle of Daccat.
As I am quite sure you have plenty other congraulatory messages to receive, read, and reply to - I will make this brief. The United Kingdom would like to formally open diplomatic relations in the hopes that our two peoples and our two cultures can grow together in a fruitful relationship that will help us bring peace and stability to the world.

President Anderson returned to his office after a brief sleep and several unavoidable government meetings.
After a brief look out of his window he picked up the first communique that had been recieved and the intelligence dossier that was associated with it. The President scanned the intelligence file first before proceeding to the message. Several minutes passed as he re-read the statement so that a proper reply could be formulated in his mind before he committed anything to paper.
To Great Uncle Bulgaria, President of the Free Land of the Holy Womble
The United States thanks you for your wishes of good tidings towards us with our re-emergence onto the international stage. We of course wish you the same as you grow and become a mighty and prosperous power.
We also feel that trade and diplomatic links would benefit both of our great nations and so we shall endeavour to establish them as soon as is possible. We extend to you an invite to visit the USIH in the near future in order to further our new relationship.

After writing this onto some of the plush paper that sat on his desk the President moved his attention to the next piece of paper on his desk, this one without an attached intelligence dossier which meant that the President would know of them when he saw the message.
With several re-reads of this message he wrote another reply and placed it to the side of the desk. He had feared that all of the nations of the NWO had turned to slumber, or worse destruction, but was pleasantly surprised to find that at least one was still alive and well.
He began to scribble a note onto his notepad but thought better of it halfway through and picked up the phone to his secretaries office.
"Jane, could you ask Secretary Adler to come up for a few minutes. Thank you."
Two minutes later a Secret Service Agent opened the door and Secretary Adler stepped into the room, the Agent closing the door behind him. Adler was carrying his usual battered briefcase, and as he approached the President stepped out from behind the desk and motioned him to one of the many comfortable chairs that littered the room, now lit by the sunlight pouring through the thick glass windows. Every so often a shadow would move across the window as a Secret Service Agent paced the balcony outside, altho all senior members had learnt to live with this continuous scrutiny.
Adler set his briefcase down on a low coffee table that had been a gift from the now defunct nation of Lindni after the Hitmen had prevented the countries localised civil war from becoming a regional matter. From it he removed a copy of the document he had recieved just minutes before from the Azazian Foreign Affairs Ministry and handed it over to the President.
As the President scanned through it Adler sat back in his chair and made his analysis. As they were the only people in the office the President preferred it to be on first name terms.
"James I suggest we run with this. I talked to Pete (Admiral Peter Fletch, current Chairman of the Joint Chiefs) and he said that we worked well with them during the conflict, as you know. Congress will surely go for it, especially after NWO disappearing and our list of allies growing smaller seemingly by the day. These guys certainly are good folks, and we can get on with them."
The President finished reading the statement and looked up.
"Certainly Tom, run with it. Try and arrange a state visit for me to them, and then a return one for them to come here. Or vice-versa, which ever fits.
"Sure. Anything else?"
"Actually yes. We need to find out how many of our allies are still around, start with former NWO and then explore CAP and OA options. Also look into NCA, there may be a few of them left in the world and Garrison II is particularly resilient."
"I'll get right on it. Many of the embassies down the street are empty, when I find them I will recommend that we start filling them up."
"Excellent. Liase with Doug and get Simon in on it as well, he will be topping up his frequent flyer miles I think."
A Presidential grin. There was a standing joke with the Vice-President Simon Bull, who said that if the Air Force did frequent flyer miles he would be taking a trip to Mars soon with the amount of diplomatic visits he had done in the past, and now the the Isolation was over would do again.
Adler stood and moved towards the same door that he had entered from, it opened as he approached, another sign of the Secret Service constant monitoring of its most prized protectee.
As he continued to walk he passed another half dozen Agents, all in their customary black suits, within ten yards of the door to the office. Emerging onto the main corridor he passed another who was speaking into his cuff microphone, no doubt checking that the coffee was being made at the Command Post or the current score in the ongoing baseball league at the one million person capacity J City Baseball stadium. That was a sport that the Secretary had never been fond of, he preferred a real man's game like Rugby that was played by a small but dedicated group of the New White House staff, including several of the Secret Service Detail that were currently on the advanced team at Gillen Naval Base, preparing for the Presidents inspection of the Home Fleet that was due to commence at noon the next day. All ready a net had been thrown around the biggest naval base in the country, Secret Service, Marines, Local Police, Military Police, FBI Agents all throwing layers of security around the base that was already more of a fortress than a dock.
A couple of minutes later he passed into the outer room of his spacious office and grabbed a piece of paper off of his Secretaries desk to scribble names of nations down on.
Before he did that though he took a formal piece from his desk and began to formally write the USIH's reply to the Azazian Foreign Ministry.
To Miss Deveraux,
The President is most pleased that your great nation wishes to establish full diplomatic links with ours. We have fought side-by-side before, and we are prepared to do it again to ensure that the world is a better place in the future. We will establish links as soon as is possible between our nations, and we have several vacant embassy plots for you to choose from that are suitably close to the New White House for a nation of your stature.
President Anderson is also most anxious to conduct a state visit to your great nation as soon as one can be arranged, and would simaltaniously like to extend the invitation for your leaders to do the same to the USIH whenever they wish. You shall find us gratious hosts whenever you may need to call upon us.
Once again I express our nations greetings to you, and hope that our relationship will grow over the coming times.

The Chancellor was most pleased to hear that IH would accept a treaty with Dracun. He was also pleased about the fact that a representative would visit Dracun, and he would be most welcomed.

Emperor Jason McCall paced around his office. He was thinking of the war between the rest of the region--it had mainly stopped as both sides had done nothing in weeks. Garrentston remained in enemy hands, and the Fleet was still holding station away from the enemy, waiting for them to respond to earlier advances. But just then, a message come in from the secret service. The young Emperor snatched the message and read it, the first smile of his since most of the enemy regional air force was destroyed. That bombing had discouraged the enemy from attacking, despite numerical superiority and the fact they surrounded Fluffywuffy on all sides. But this new message required attention.
The Emperor sat down at his cheap wooden desk and wrote with an expensive pen on a nice sheet of paper. It was better this be personal, the Emperor had always thought.

It has been long since my nation has had relations with you, so long that my memory fails to register exactly what went on. I, Emperor Jason McCall, remember your nation as an ally and friend. I sincerely hope that this memory is not flawed, and, if it is, that we can change the future so that the memory is invalidated.
From what I have heard, your once-great military is expanding once again. Military pacts are always great ways to strengthen ties, and we hope we can work together in the future to develop powerful military weapons.

I am afraid to say that my memory also fails me on this occassion, although I do remember your great nation and ours being allies at some distant point in time gone by.
We also see now as an excellent time to rekindle our friendship, and a military pact would perhaps be a good way to do so. I shall instruct the Secretary of State Thomas Adler and the Secretary of Defence Donald Howard to proceed with negotiations to this end in the shortest possible time, once congressional approval has been granted.

The President returned his pen to the holder sitting on his desk, narrowly missing the cup of tea that was sitting on the desk that he had so nearly forgotten.
Taking a quick mouthful from the cup he picked up his phone and pressed speed dial number 12 that sent a call straight to the leader of Congress. Congress would be sitting later that day whilst the President attended the Fleet Inspection at Gillen, and the President wanted approval for diplomatic relationships with these nations immeadiately. It was merly a formality asking for Congressional Approval as they always agreed on such things as this, the only exception being the alliance to Russian Forces which President Anderson had had to push through using considerable influence upon the opposition parties.
After two rings the phone was picked up by the Congressional Leader who had just arrived in his office.
" Mr President, what can I do for you today Sir?"
"Jeff I need you to squeeze some topics into the agenda for today's session."
"What topics are they exactly Sir?"
"I just need five votes of approval for the establishment of diplomatic links with some nations. I'll get Jane to send over the details."
"Can do Sir. I'll get right on it."
"Thanks Jeff. I'll get Alex to organise a dinner for you and Jen around here. She can give Jen a call at home yeah?"
"Of course Mr President."
"Ok Jeff, thanks."
The President hung up the phone and leaned back in his chair, the expensive leather creaking slightly as he did so. The warm sun bathed his head as he heard the deep rumble of a pair of UH-60 Blackhawks overflying the building to land on the lawn and take him to his plane for the four hour flight to Gillen.

“—In short, sir. The two are coming along mighty fine, almost ready to be revealed to the public.”
Prime Minister Alistair Tetley ran his hands through his short gel-styled hair as he stared at the diagrams once more, and the pictures for comparison. “She’s nearly a bloody kilometer long.” He muttered.
“Indeed, sir.” Daniel Blair placed another paper down atop the images of the new classified warships. “This is for the unveiling ceremony, I’d like to present the two with the three super-carriers Endeavour, Enterprise and Eagle. I think a ceremony with the public invited as well as select foreign diplomats would be a grand welcome for the newest warships in the Royal Navy. I’d also like to invite our recent ‘heroes’ back to take part for the pomp and circumstance.”
Tetley nodded, “Who’d you have in mind?”
“Well, sir, I was thinking for one, Admiral Richard Atkinson, he serv—“
Blair, the Minister of Defence, found himself interrupted by a sharp rapping on the heavy soundproofed door. He quickly collected the documents and placed them within his lockable briefcase before opening the door, revealing a petite brunette, in her thirties with brown eyes and a nearly perfect white smile.
“Daniel, how goes it today?”
“Very well, Emily, yourself?”
The Minister of Foreign Affairs expanded her smile even wider, “quite alright if I may say so. I’m here to speak with Alistair, we’ve received a most cordial response from Secretary of State Adler.”
Tetley, who had overheard the entirety of the exchange while taking a sip from the iced raspberry tea that sat on a now soaked coaster-napkin on the polished cherry table in front of him, turned to face the two. “Come in, Emily, we were discussing the new super-dreadnaught programme and the commencement ceremonies. But what did Secretary Adler have to say?”
“He and President Anderson were quite receptive to our letter and they have accepted the invitation to open full diplomatic relations.”
Tetley nodded once more. “Excellent indeed, Emily. Who do we have to dispatch as ambassador?”
“What about Isaac Hobart, sir? He’s next up in line of promotion to ambassadorial rank from the Ministry; no true diplomatic experience per se, but we are quite understaffed in terms of qualified diplomats, the diplomatic corps having been gutted during our period of isolation.”
Tetley frowned at the quiet rebuke from his younger counterpart. “I’m well aware of the situation, Emily. You know as well as I that our own isolationist policies will have far-reaching impacts, including our list of available diplomats.”
“Yes, sir. Sorry, sir. Anyways, President Anderson has also invited you to make a state visit to the country when possible, and would be willing to accept such an invitation upon your request.”
Tetley and Blair looked at each other, unspoken words in their eyes. “The only problem, Emily, is elections are approaching, and Collins would have a field day with the whole internationalism topic so soon before the elections.”
Deveraux nodded, a frown on her own face from mention of the outspoken leader of the opposition Conservative Party. “I simply think that with such an invitation we ought to take them up on it as soon as possible.”
“I don’t disagree, Emily, but we have other problems to worry about. Namely staying in office. We all know that our recent international actions have been quite unpopular with the people.”
“The problem of a xenophobic populace.” Deveraux muttered loud enough for Tetley to respond by throwing her a disapproving glance.
“Regardless, I think the best course of action would be to play down our growing international presence until after the elections – and hope we maintain the majority, or at least the plurality, because the Russian parties are likely apt to join a coalition government if we need them to.”
The discussion paused as Deveraux and Blair realized that such a coalition would require either or both to lose their current portfolios. Tetley, sensing his own error in conversation quickly resumed without any further mention of the subject.
“This is what I’d like you to do, Emily. Respond to Secretary Adler, invite him to dispatch an ambassador. Also, invite them to the unveiling of the super-dreadnaughts Prince of New Britain and Prince of Oceania, we’ll let them know when the time arrives, and then just inform them that approaching elections and such will require state visits to occur after we… well hopefully win.”
Letter to Secretary Adler
The United Kingdom welcomes your offer for an embassy plot in addition to the more than gracious request for exchanging visits between our great leaders to each other’s nations. Of course, the Diplomatic Quarters in our capital Imperium, offers grand colonial-era mansions with fantastic views of New Britain’s natural beauty. However, due to domestic politics – namely a likely to be bitterly contested Parliamentary election – Prime Minister Tetley would be required to wait for any state visits to wait for a few months until after the elections. However, afterwards, he has personally assured me that he would love to visit your nation and meet President Anderson in person.
In the meantime, however, the Royal Navy plans on unveiling two super-dreadnaughts at a public ceremony in a few weeks time. Prime Minister Tetley has asked me to offer members of your own armed forces and/or diplomatic corps to attend the ceremonies, which will include a substantial show of the Royal Navy’s new vessels.
I thank you, Secretary, for the opportunity to allow our nations to become close friends in coming times. The people of the United Kingdom will welcome you and your citizens with open arms.

The Comms room on the Presidents heavily modified Boeing 747-400 was one of the most state of the art in the world. It was staffed by a team of technicians, and there was at least one set of replacements for each part onboard as well as a complete other staff at the rear of the plane in a compartment that would have been used for the Press had the Secret Service not seen the movie 'Air Force One'.
As a consequence of having completely trusted people on board this was one of the few times that the majority of the Agents on the detail could relax, and the pair of F-15C Interceptors on each wing further helped the feeling of security.
The President was forward in his cabin, the only door to which was flanked by a pair of Agents taking their stint on the four hour flight as the President read through the latest communique from the Celtayoshian government. He wrote a reply and then walked to the communication room to watch it being sent to them directly.
Whilst this was being done a phone opposite blinked and an Air Force Major picked it up. After a brief conversation he handed the phone to the President.
"Sir, Secretary Adler for you."
"Thank you Major"
The Commander-in-Chief took the STU-9B encrypted satelite phone and placed it to his ear.
"Yeah Tom"
"Mr President I have recieved further communication from the Azazians. They have approved of opening diplomatic relations, but due to domestic politics they cannot facilitate a state visit until after elections."
"Very well, we can't exactly expect him to throw away an election on our behalf. Do we have an ambassador lined up?"
"Yes Sir, our most senior current Deputy Ambassador Richard Dent is just finishing up his post in the embassy in Moscow. He will fly out the day after tomorrow to finalise the initial negotiations."
"Excellent Tom, I'll speak to you more about it when I return tomorrow. Tell Connie that we will need her too, half twelve in my office."
"Sir"
In the city that the plane had now left behind Adler signed off the satellite link and then returned to his office. He had informed the military liasons at the State Department of the offer to visit the commissioning of the Dreadnoughts, and suitable candidates were being found immeadiately and briefed upon correct diplomatic protocol by one of the few officers currently remaining on staff who knew of such things. Many others had found the well paid life of movie stunt co-ordinators, or military experts too tempting to resist.
