Assassin-as-Assassin had had many large "jobs" in the past, being one of the world's leading providers of assassin and mercenary services. However, none had involved so many targets as their latest request. And it came from within their own borders- a national billionaire with a huge chip on his shoulder. He had taken out a contract on not just a person, but a people: the Raajjins. His reasons had not yet been disclosed, but the fee was enough to convince the Assassini government that the contract was acceptable.

But this would not be an easy task. The Raajjin people numbered an estimated 4 to 5 million people, and occupied a vast area of mountainous terrain in the north of the country. They were a backward and xenophobic people, who shied from the rest of the country- and the world- and why anyone would want them removed was a puzzle. But not one that mattered.

The High Council arranged to meet to discuss their plans

The plans had been decided. The Raajjin people must first be contained before they were slaughtered to ensure that none escaped. Natural solutions that could be easily disguised were the best option, and given that the area was densely forested and prone to forest fires this seemed the best option.

The ethnic cleansing would commense in one month's time at the start of the dry season, and would be made to look like a natural disaster to avoid international condemnation. A ring of petroleum would surround the Raajjin region, and would then be ignited. The majority would die within days, either directly from the fire or from the fumes it produced. The rest would be taken care of by government death squads.

The plan has been put into action. Troops are being amassed. The genocide shall commence in exactly 30 days.

The Tragic Kingdom of Gwenstefani would like to publicly condemn any intentions of committing genocide. We advise the government of Assassin-as-Assassin to reconsider their actions as any attempt to commit genocide will be reported to the Pretenama Panel. While TPP would prefer to settle this incident diplomatically, they will, if necessary, be prepared to resort to economic sanctions or even military intervention. Genocide shall not be tolerated, no matter where it occurs.

We are not restricted by the petty morality of the UN. We care not about the death of a people, death is our business. We would be happy, however, to enter into diplomatic negotiations with the Pretenama Panel, should they wish to enter into a bidding war with our client. As we have already told you, the UN, Bitewaldi, and other nations in User Friendlia are keeping a close eye on your nation. This includes space-based IR remote sensing devices.

Those allegations are preposterous. We deny them completely. More likely than not this is an imperialistic ploy by the liberal UN coaltion to take advantage of a smaller nation, especially when said nation has an abundant supply of crude oil. We shall not stand for this entirely unjustified intimidation.

The three man OPS-6 team watched the goings on with some interest - theirs was not to do, but to observe.

Tonight, their mission had been to photograph tankers and their pathway - a task accomplished with the use of a RADAR-transparent drone and a few hours.

ooc: IDC, that's what I said earlier. The only reason that we (the Pretenama Panel) haven't done anything but warn him/her is because we have no proof, other than what he/she has said so far. Thus, we have begun to convene and have decided to watch and warn without involving ourselves as TPP. Individual nations within TPP may perform covert ops or attack Assassins, but it's not sanctioned and may lead to problems later down the line. Also, TPP does not answer to the UN at large. We can convene or disperse when needed, not when some petty bureaucrat(sp?) dictates.

The Hawaiian Navy has gone to the shores of AAA's waters. As they have expected us, through TG. The Navy dropped soldiers on the beaches of AAA and set camp in the lands. 300 tents were immediately set up and 2,320 soldiers were stationed in the first Hawaiian Mobile Base in AAA. Known as Fort Deadly. The Navy soon adjusts their positions into their Defence Mode, which are on alert for any attacks.

Noting the strong international response to this abomination, Byardkuria has elected not to dispatch troops directly to the conflict, but will instead, at request, deploy Liberator battalions for homeland defense of any nation that has stretched itself thin in an effort to halt the murder of the Raajiin.

Additionally, any troops or government officials defecting from AAA or its allies in light of the atrocities are to be granted full asylum and extraction by Byardkurian Special Forces.

The Combined forces add up to 20 Nimitz Aircraft Carriers, with a total compliment of 1400 F/A-18F Super Hornets and 200 SH-60 Seahawks; 60 Aegis Destroyers; 40 Ageis Missle Destroyers; and 30 Virginia Attack Submarines. 20,000 Royal Guardsmen from The Yoopers are with the fleet and are ready to deploy.

OOC: Note to all, I will not annihilate anyone, just remove your capacity to project power. Sorry if it seems like I'm trying to stop The PP maliciously, I just saw a potential dogpile, and decided to step in. If the forces look too one sided, I may change sides. Sorry for the multiple OOC posts, but I don't really have any reason to strike or perform further mobilization. If anyone has an issue with my position, TG me and I'll try and work something out.

I have been given full control over this situation from this point on. Although His Majesty wants to see if these peace talks can be successful before we do anything too rash. For now, I want our naval forces to set up a blockade. We are currently getting authorization from Assassin-As-Assassin's neighbors to set up air patrols along the borders to deny any air traffic in or out and are applying pressure for them to close thier borders to them until this matter is resolved. Our goal right now is to deny any travel in or out not associated with The atrophied hand's delagation or anyone else interested in peace talks.

Temperatures are soaring to over 110, and prevalent southern winds mean indicate that the dry spell looks set to continue for several more weeks. The southern desertous regions will be most affected, however even in the mountainous north, the harsh conditions are beginning to take their toll. There is a high risk of forest fires, and the government is recommending that those living in these high risk areas refrain from any activities which might start a fire. The government is also urging all people to avoid extensive travelling- food and drinking water supplies will shortly be distributed throughout the country to counteract the danger of starvation and dehydration caused by the drought. These supplies are being distributed according to census information and any large movement of people will disrupt this system.

More and more supplies for heavier defence in AAA was transported. Thousands of new equipment were opened and installed in AAA. Thousands of SAM Batteries were installed in the mountains, AA Guns were on the shores, and Caliber Machineguns (for the forces to man) were installed all over AAA. More submarines and Anti-Air Crusiers arrived with the new defence equipment. The purpose of the submarines are to sink any naval threat to the defence of Hawaiian Standards in AAA. General Tou knew that either Navy or Aircrafts is the only transportation for the invaders, that is why Anti-Air Crusiers were around for the purpose to shoot down any unidenitified aircraft. An additional 120,000 soldiers were placed in AAA to increase the confidence and true value that AAA is safer than it looks.

To Hawaiian Islands- we echo this sentiment. We are alarmed at the rapid militarisation of many nations on our soil. We do not wish to see the glorious landof Assassin-as-Assassin destroyed by warring third parties.

Assassin-as-Assassin has no intent to commit the genocide of which you accuse us. There has never, in the entire history of our fine nation, been any ethnic tensions between the majority Assassini people and the Raajjins. The Raajjins are a very backward and seclusionary people who keep themselves to themselves. They do, however, pay their taxes and trade valuable mineral resources, thus the government has no issue with them either.

This whole misunderstanding seems to have arisen from what is claimed to be a leaked or intercepted internal communique, but we must stress that this is not the case. The document is clearly a fake; an attempt, perhaps, by one of our enemies to implicate us in some misdeed. We do not know the source of this document as you have failed to disclose that information to us- how can we defend ourselves on this point if we do not have the details to discredit.

Further points against us include supposed sightings of oil tankers heading to the northern region. We can confirm that tankers were indeed heading for the region. However, these tankers were carrying emergency water supplies to areas where the severe drought we are currently experiencing has taken its toll hardest. The destruction of one of these vital tankers by a cruise missile has not gone unnoticed.

The blockage of the northern railway was entirely out of our control. We cannot prevent rockslides in such remote areas.

And finally, while we shall not deny that a large sector of our economy is supplied by assassin and mercenary services, we would never use these against our own people, nor against a whole nation of people. The case you mention in the Hawaiian Islands involved the killing of only dangerous criminals, who had they lived in Assassin-as-Assassin, would have been sentenced to death long ago.

The High Council had not yet met their client, and were not certain of his true identity. In most cases, this was not even necessary. However, the international attention that this case was attracting meant that a consultation was desirable. It was true that the Council were even having second thoughts on whether to continue with the job- their fee was high, but the potential economic implications could be greater.

The client arrived. As soon as he entered he was immediately recognisable. He was not from Assassin-as-Assassin, but from the neighbouring country of Urkha, which bordered Assassin-as-Assassin to the north. He was Ali Al-Shazar bin Mar, premier military advisor to King Yakult.

"What is the meaning of this?" he cried. "You promised anonymity!"

"We apologise. In most cases that is a guarantee. However, you must be aware of the international interest in this affair that has accumulated. We must tread carefully... if.... at all. May we inquire as to the reasoning behind our mission?"

"You certainly may not. Our reasons are our own."

"We understand. However, given that your reasons are most likely of national interest, rather than personal, we..."

While I have worked with The Panal in the past, I am currently involved in this matter as Lord-Commander of the 1st Army of The Order of The Gryphons. Under our charter, it is each members duty to protect the innocent and that is what I plan to do. So far, this matter hasn't required more participation than myself although the Field-Marshal Kaselande has offered assistance in here. I cannot be sure that they are protected unless I send in people to talk to them in person. I would rather not have to force the issue over something as trivial as this. It will not hurt you to allow a few carefully watched people to talk to some of the Raajjins. I hope you will reconsider.

The team made their way towards the "water" tankers, keeping their presence a matter of invisible penetration. Over a period of two days, they managed a passing familiarity with the land - and methods of blending seamlessly with the general population.

Getting close to the tankers was another matter. It wasn't often water trucks were protected by military troops, but these were. Probably to keep off people just like them.

They retired for the evening in full camoflague-in-plain-sight; tomorrow was for planning. And execution.

The Council had convened an emergency meeting. The discovery that their client was none other than Ali Al-Shazar bin Mar had troubled them. Relations with Urkha had been peaceful since Assassin-as-Assassin was finally granted its independence 50 years ago, but the relationship was a strained one, as a result of the prior decades of civil war.

Urkha had once been a vast empire incorporating hundreds of nations, but the past 100 years had seen it crumble as revolutionary independence movements sprang up from all corners. Tired of an oppressive and inefficient centralised bureacratic regime, nationalistic politics took precedence. Many nations were simply too small to revolt on their own and group alliances were quickly formed. Modern Assassin-as-Assassin resulted from an alliance of 5 national identities, the largest of course being the Assassini, accounting for 200 million of the country's 305 million population. The Urkhan Republic was still immense however.

Asid al Fayiz, council leader, rose from his seat.
"Brothers, I have grave misgivings about our task. Ali Al-Shazar bin Mar's involvement can only spell trouble- even dire consequences to our national interest. I suspect this may be the beginnings of the reformation of the Urkhan Empire, the backlash we have always been fearing. We must call off our efforts. But we must vote on this issue..."

One by one the council members pronounced their verdict. The result was decisive: 15 were in favour of refusing their latest mission, 4 were against, with 2 abstentions.

"So it is decided. I shall send word to Ali Al-Shazar bin Mar immediately."

Asid al Fayiz trembled as he read the telegram he has just recieved- not from Military Advisor Ali Al-Shazar bin Mar. But from King Ali Al-Shazar bin Mar. There had been a military coup, an exchnage of power, and one that spelled danger for all the former republics of Urkha.

You are a fool. And for this disservice you shall suffer. If you will not complete this task for us, we shall simply have to do it ourselves. If you provide no resistance, you shall not be harmed. But any attempt to hinder us in our efforts, and your entire country shall be destroyed.

There was no choice. They could only surrender the Raajjin people. The only option was whether they did it themselves or let the Urkhans do it themselves.
