The Socialist Economic Pact

In counter to the attempt by the so called G-6 to subjugate the world through economic means Whittier proposes the Socialist Economic Pact (SEP).
Our government finds this G-6 to be a threat to other nations soverignty cause they will use their economic power to attempt to dictate poorer nations internal and external affairs.

1. Membership is open to all nations without regard for economic status or political government.

2. There are no population requirements.

3. There are no GDP requirements.

4. We take both oldies and newbies.

5. Members agree to a free trade agreement with each other.

6. Members cannot be barred from banning products or services they deem to be unsafe.

7. While contributions to a joint humanitarian aid fund are not required of members, they are encouraged.

8. Each member will be given a set of pollution credits. Members earn credit by contributing humanitarian aid. Nations do not have to be members to receive humanitarian aid.

9. Members will have access to each others markets.

10. Members will be eligible for economic aid from the group, should they need it. Nonmembers can be given emergency economic aid if certain rich nations are exploiting their internal situation to set up defacto economic colonies.

11. Increased ties with other nations that are also members.

12. Members shall be eligible to open savings or checking accounts at the NS Defense Bank. Found here: http://s6.invisionfree.com/NSDefenseBank/index.php?act=idx
(you can put your government waste here and watch it add up since the way it is calculated it is basically what you are saving each budget year).

We shall rise up and resist capitalist attempts to dominate the world. And by joining this alliance, you will be helping to keep smaller and poorer nations from being exploited by the big rich nations of the G-6.

[OOC: Small point: By "government waste" thirdgeek does not mean "budget surplus", it means "government waste".
OOC: Not the way thirdgeek calculates its. If you look at how its calculated, its done by subtracting government income from government expenditures.
Waste is an expenditure and thus would actually be included in expenditures. Hence, what thirdgeek is actually calculating is a government surplus because it is that part of the budget that was not spent.

[OOC: Yes. It was not spent because it was wasted. Again, by "government waste" it means "government waste", not "government surplus". If it meant "government surplus" then it would be listed as "government surplus" and not "government waste". I honestly dont see the ambiguity.]

it only says government waste because it assumes it is waste.
The fact is that you have no way of knowing that. None at all.
If it was waste, it would be calculated from some other method.
Waste is not money that vanishes, it is money that is unnecessarily spent on screwdrivers for the military or police or on expensive carribean vacations for administrators. And as such would be included in the budgets for those departments.
What I am saying is that thirdgeek, the way it is interpreting the data is saying it just vanishes because it is left over after the expenses. I hold that to be totally illogical so I rp it being a surplus instead.

Edit: The other thing is that in order for it to be waste, it has to be spent. Money, as govt. waste, does not just vanish into thin air.
