The government of Whittier welcomes the Roman Republics offer to negotiate a split of the territory of Qatar.
In return for the southern half of Qatar (to include Doha), we would ask for certain favors from the RR government.
1. Assistance in eliminating Arabian Jihad from the middle east and bringing its members to justice. We seek to either destroy this terrorist organization or place its members in an international prison.
2. Assistance in selling some of our naval vessels so that we may use the funds from such sale to finance the deradiation of Qatar.
3. Mutual assistance of both sides in seeing to the deradiation of all of Qatar.
(I am giving you the least radiated half.)
4. Any economic assistance the Roman government can provide. (this is optional).
Following is a map of the proposed boundary with radiation zones included.
The black line indicates the proposed boundary. We have made significant progress in deconning the southern half but there are still zones that need deradiating. We believe the Romans would benefit best from having the least radiated half.

I am glad you divided the Country in half and gave use the unradiated South. Your favors are fair and I will agree to them. I will provide assistance by providing Special Forces Operators, Armor, Naval Vessels, Airborne Paratroopers, Air Force, Marines, etc. I will send 3 Chemical Brigades from about 30 Units in my military to combat the radiation. I will also dispatch Transport planes to extract the sick to hospitals. I will provide relief funds in diamonds and other valuable gems to help pay. We both shall hunt down the terrorist heads, if we succed we may take them alive. But if the continue their fight, we may excuted them. The question is about your naval vessels you wish to sell. Explain to me.

I will provide more assistance, so both our governments and our people are satisfied. If you have any other suggestions, feel free to contact me.

Basically, almost the entire Navy is for sale. The only things not being sold are the two battle islands, the Epsilon supply submarines and the Stalin Class Troop Transports.
