Sarzonia Passes Domestic Defence Appropriations Act

[OOC: I've actually unofficially RP'd being under this policy for a while now, but I figured I'd give some IC context as to why Sarzonia usually doesn't buy from storefronts. An amendment that allows us to make occasional exceptions for particularly outstanding products is forthcoming when I actually get the wording the way I want it and I'm inspired enough to write it up.]

Domestic Defence Appropriations Act

An Act concerning Appropriations for the Incorporated Sarzonian Defence Department and the Naval Operations Department.

WHEREAS, the Sarzonian Navy has heretofore not purchased a large portion of its custom from the Portland Iron Works;

WHEREAS, the Portland Iron Works has earned a reputation for naval construction excellence in the NationStates World;

WHEREAS, the Portland Iron Works supplies a full 14.6 percent of the Gross Domestic Product of the Nation;

WHEREAS, Avalon Aerospace Corporation and Incorporated Ordnance have partnered with Windham & Green Defence Industries to create and distribute products of the highest Quality

and WHEREAS, our staunchest allies and strongest military powers use Designs of their own Manufacture,

THEREFORE, as of the ratification of this Act by passage from both Houses of Parliament or the signature of the President or both, substantially all major military contracts are henceforth required to be fulfilled by domestic production when locally built Designs are proven to be equal to or better than a large Majority of products currently in Use.

Exemptions to this Act may occur in the event of a demonstrated Need that is not currently Fulfilled by local designers or by an Act of Exemption passed by Parliament following the Consent of the President.

[OOC: Substantially all is intended to be somewhat vague. ICly, it gives the Defence Department some leeway to decide what is a "demonstrated need" and make a few choice exceptions. For instance, when Freethinkers puts out one of his uberawesome ships or Isselmere designs something that I just can't resist buying. It also allowed me to acquire production rights for Praetonia's Badger.]
