OOC: The others seem to be well within acceptable realms, so I'm confused about this aircraft purchase. Is it really your intention to replace 2,500,000 F-14 aircraft? If this is correct, you're unlikely to get even consideration from anyone worth mentioning, as there is no way you could possibly afford to purchase, operate, or maintain that kind of force. I'm 10 times your size and have only about 100,000 fixed wing combat aircraft, all branches combined. 25,000, I could understand, but you just shouldn't have an air force much bigger than that. Heck, 2.5 million planes would take almost half your population to service and operate.
