His Majesty's Government Formally Annunciates New Doctrine

The Doctrine of Interdiction

Be it resolved, that on this, the 31st day of May, in the Two-Thousand and Fifth Year of Our Lord, that His Majesty Dayan Saarad has formally signed into legality a new doctrine, to be considered standing orders for all Colonial and Imperial military forces.

Be it known, that there exist many nations along the borders of the Imperial Commonwealth that threaten the territories of the Commonwealth through outright hostility or through their own instability. There must exist some universal position in dealing with such nations.

From now unto the end of the Commonwealth, there shall exist a standing Doctrine to guide both military and civilian personnel in dealing with these nations, referred to hereafter as 'Regional Concerns.' This Doctrine shall be known as Interdiction.

The verb 'interdict' is defined as "To confront and halt the activities, advance, or entry of." The doctrine of Interdiction follows this definition.

Provisions
-Interdiction may be ordered by the Emperor, Minister of Defense, Minister of Colonial Affairs, Governor-General of the nearest colony, Viceroy of the nearest Viceroyalty, or ranking military officer in the area (typically a Fleet Admiral or Major-General [three star]).
-Once the decision is made, the executor of the doctrine must contact His Majesty's Government within three hours, or until the immediate threat has been neutralized.
-The first action of the doctrine will be to eliminate any hostile military presence in the area, followed by the established of a forward command center as near to the area of conflict as possible.
-If applicable, a naval blockade of military traffic is to be enacted. Private civilian craft may pass through the blockade, provided they submit to a search prior to entering and leaving the area. Ships of foreign (uninvolved) nations will be allowed to pass unhindered.
-A statement will be issued to the Imperial Commonwealth, the offending nation(s), and the world concerning the Interdiction and the reason for the conflict.
-The offending nation will be given twenty-four hours to comply with reasonable demands set by the Malkyeri government. If any of the demands are deemed unreasonable, the deadline will be halted while negotiations take place.
-If the Doctrine of Interdiction is enacted without a just cause, the figure responsible will be removed from their position of power and punished accordingly. A full apology will be issued to the defendant nation in this case.

By will of the undersigned, this Doctrine will take full effect as standing practice at 12:00pm Greenwich Mean Time, Wednesday, the 1st of June, 2005. If necessary, it may be called into effect prior to that time.

OOC: Theoretically, this applies to all nations, though in practice it will only be used against small or weak nations who can't put up much of a fight. Such is the nature of international relations. Also, comments and critiques, both IC and OOC, are welcome.
