President Varlam Schaffer took a sip from his cup of coffee as he listened to his various Cabinet Minister bicker about the decision.

"Is this really a good idea? I mean, Shandar has been prosperous and safe for it's entire history, or near enough so as to not matter. Do we truly want to jeopardize that by opening ourselves to the world?" That was James Blackford, Secretary of the Treasury.

Hosia Jefford, Secretary of Defense, shook his head. "We'll be fine, at least from the safety standpoint. We're a militarily powerful nation with over a billion and a half patriotic citizens. Once we have a few allies, no one will dare mess with us."

Schaffer held up a hand. "I think we've deliberated enough. I believe, and I think most of you will agree, that the benefits of establishing ourselves in the world outweigh the risks. Now, obviously, our first priority should be to establish trade relation with other nations. As for forming alliances with others, I think we should play it safe and remain neutral unless we're attacked first. 'Trade with all nations, alliances with none,' and all that," he concluded. "All in favor, say 'aye.'" All but two of the men present voted 'aye.'

"Well, then it's official. Scott," he said, turning to the Press Secretary, "Would you hold a press conference explaining our decision. Oh, and Travis, I want State to work on messages for the various world leaders."

The next day, message was broadcast across the world, announcing the Republic's intentions.

To Whom It May Concern,

I am sending this message to the world to announce that a new nation, the Libertarian Republic of Shandar (http://www.christianbooksandthings.com/Lib.jpg), has entered the world scene. It is my sincerest hope that Shandar can establish amicable relations with the nations of the world. At the moment, my nation is primarily concerned with free trade. We are wary of allying ourselves with nations we do not know, being primarily interested in a policy of armed neutrality, but will of course consider any propositions of alliances. We also invite any nation that wishes to do so to establish an embassy in our capital of Shandar City.

We, the Reich of Socialist Prussians wish to engage in an embassy exchange program with the Libertarian Republic of Shandar. If possible, our staff will include:

- 20 guards armed with an XM8 and an M9 Beretta pistol
- 1 ambassador
- 1 personal secretary
- 2 armored, but not armed, limosines
- all maintenance and miscellaneous workers will be employed from local populace, if allowed; if not allowed, they will be sent over ASAP (approx. 40 total)

Oh...and we would also be interested in opening an embassy. The embassy staff would be the usual...just a bunch of guards, some diplomats, some cleaners, some spies, etc. To be more specific, twenty-five guards, armed with M12 rifles and M35 sidearms, a ambassador, his attractive secretary, an armoured limousine, and maintenance staff. The other government is invited to extend a similar offer.

The Empire of Calpe would be pleased if the Libertarian Republic of Shandar would accept to exchange embassies with us. We also propose an alliance, if you choose to accept it. Please let us know what your decision is concerning our requests.

It may be libertarian, but it's hardly a paradise, at least according to NSeconomy.

The Dictatorship of Millerian accaepts this generous offer. Free trade contract can be signed whenever you want and a staff of technicians are on the way to start the embassy. For your embassy your men can work here safely for building or we can provide some work and design force. 1-Libertarian Republic of Shandar and The Dictatorship of Millerian won't attack each other as long as this alliance is in effect.
2-If any nation attacks on one of the signers of this alliance the other nation will send help.

An exchange of embassies would be excellent, though we fear that as far as your alliance proposal, this would violate our stance of armed neutrality. Perhaps in the future, we will reconsider. A free trade agreement, though, is certainly agreeable.

OOC2: Haxxoristan, it's fine with me if you want to mock my nation's Thirdgeek stats, but don't let it seep into IC posts, okay? I realize that, according to Thirdgeek, my nation's economy isn't that impressive. However, I don't use the NSEconomy calculator in my RP. Frankly, I find it to be a flawed guide. For instance, it says I spend $0 on Administration and Public Transport. However, I do not RP as anarchy. I RP as republic, and in order to do so I have my own budget that I've figured out myself. I do use Thirdgeek as a guide, but it is not concrete. I've got less then 4% unemployment and my currency is worth more than the US dollar, so I'm happy with my nation as it is.

A non-agression pact will be most suitable, and our ambassador will be sent to your country in the next few days. He will be accompanied by twenty guards and the staff. As vehicles, three armoured but unarmed cars.

The Holy Republic of Ten Tails extends warm and friendly salutations to the great government of Shandar. Our Most Holy Republic is a devout and peaceful one. We believe that diplomacy and dialogue form the foundation of sustainable and cogent foreign policy.

The Council of Vulpes, our nation's supreme temporal and spiritual authority, has proposed a Treaty of Amity, Cooperation, and Living Dignity. If accepted, this treaty would establish friendly --but non-interfering -- relations between our two nations. It confers upon the Libertarian Republic of Shandar a status of Most Favored Nation and, as such, acknolwedges that a state of Free Trade exists between our two great republics. It further provides for the establishment of limited intelligence sharing and asks that, in the case of foreign aggression, our nations endeavor to defend each other.

The final provision calls for the dignified treatment of the fox, the symbol of our republic, within your borders. The fox is a creature of profound spiritual importance to our people and our government, and we humly request that your nation be sensitive towards this fact.

All staff will be sent over as soon as the construction of the embassy is complete, and we welcome your embassy into our nation. Your embassy is ready for occupation and occupants may arrive whenever you wish.

I will most certainly accept this Treaty of Amity, Cooperation, and Living Dignity with your nation. May it usher in a era of peace and prosperity for us both.

However, to be fair, I must make something clear. I will urge the populace to treat foxes with respect, but I can promise nothing. You see, many of my citizens keep guns, and many of them like to hunt. I will try to see that foxes are respectfully treated, but understand that I must put my own citizens' wishes ahead of those of foreigners.
