Seeking Industrial Partner for Petrol Export

Having been abandoned during the civil war, the Republic of Felqua, wish to once again trade in Petroleum. Preware estimates of available deposits place yields in large volumes.

We are looking for nation or a consortium of nations, to examine our available deposits and create an infastructure needed to support an export business.

The Republican Incorporated Services would be more than glad to send in trained experts and officials from the RIS, as well as surveying equipment and a team of engineers to conduct a feasability survey for creating a storage system, pipeline and exporting/import systems.

If it is found to be adequate, the RIS would be able to invest around $500 Billion into the project immediately, with more funds when needed, as well as providing engineers, construction material and equipment, and troops to guard the pipelines and future facilities. A small convoy of engineers, officials and materials is ready to leave once permission is given.

All this can be done immediately; in return the RIS asks for a small return of 3% of the profits of the pipeline once operationable. However, since it is a state-owned company, the RIS looks less for profits, and more for furthering the interests of the Republic itself. As such, further negotiations could be conducted for mutual benefits.

In order to determine which orginization or country is best suited to meet the goals of our project, a formal proposal addressing the following is required.

1) Amount of personel and equipment that will be in country for inital survey of petroleum deposits.

2) Infastructure deployment plan

3) an environmental impact statement

4) Total time frame for deployment

Official Planning for Felquan Pipleine and Petrolium Facilities

Number of Personnel:

Civilian Personnel: 15,000 under Primary Engineer Uhlan
RIS Security: 4,500 Personnel, 150 Vehicles under Supervisor Farquett

Infrastructure Plan:

Stage One: Begin primary survey of Petrolium Deposits and locate areas for exploration
Stage Two: Locate Deposits and begin initial construction of facilities on and near the areas
Stage Three: Finish Construction of Primary Facilities, begin construction of Oil Derricks and Refinery Buildings
Stage Four: Begin construction of local pipeline from Deposits to Major Ports in Felqua
Stage Five: Construct Storage Facilities for Crude Oil, and finish Secondary Refineries
Stage Six: Begin Transportation Facility creation, including vehicles needed for transportation of extraneous materials and personnel.
Stage Seven: Implementation of Security Personnel and liason with Local Security Forces
Stage Eight: Begin operating and pumping Crude Petrolium Products

Enviromental Report

As with all operations of this size and scale, some enviormental damage is to be expected, to be concentrated around and within the facilities for pumping the product themselves. However, with the amount of investment to be put into the facilites, this damage will be low-scale and can be repaired and limited by RIS, with appropriate costs made available to your government for all damages caused. Animal life may be affected, as will local vegitation, but this must be expected, and can be kept localised.

Time Frame

First Deployment of Personnel: Four days, since first convoy is already in transit to secondary location
Beginning of Stage One: Seven to Ten Days
End of Stage Eight: 14-18 Months, depending on amount of personnel and equipment allowed into Felqua.
Beginning of Pumping: 18-19 Months after security and safety operations have ceased

The time frame can be seen as short when compared to our competitors. However, this timescale is as such because all the resources of the Republic can be utilised to build the facilities, and trained personnel can be shipped in using airlifts; the same procedures are enacted for materials. Importantly, because the RIS is state-owned and operated, any attack upon the facility or your country would be seen as a hostile action and acted against swiftly; two Radpid Action Batallions can be aiding the facility and your country within 16 hours of any action, with approriate reinforcements after this in 12 hour increments.

Conclusion

The cost to your government will be nil. There will be no cost except the small amount of 3% of all profits from the Petrolium flow and perhaps priority shipments to the Republic and her colonies - after sufficent resources are taken for Felqua, of course. The initial investment of $500 Billion USD will be added to with several trillion more once construction has begun, and appropriate resources will also be paid to your government for taxes, costs, etcetera.

My free time seemed to dry up the week this thread was started. I apologize for taking up anyone's time. I fully intend to RP this thread out. However one of the bidders pointed out a map of the area would lend better to an environmental impact statement. Therefore I will endevor to create a map and will post such.
