We of the Hakurabi would like to be added to the catalogue of consenting nations. Our single inhabited system, Upsilon Andromedae, will be open to the considerably faster WHD system.

However, we require a few specific details with regards to the wormhole system:

- What is the minimum safe distance from the wormhole?
- What is the cost for civilian vessels to pass through the wormhole device?
- How predictable is the location of the wormhole? (As in how 'accurate' is it)

Also, would it be possible for us to build up a full servicing installation around the local transfer gate?

We would welcome your addition to the Directory but we also understand you have questions that need answering before you make your decision. I will take your questions in the order you asked.

- What is the minimum safe distance from the wormhole?

Honestly we have only found the dangerous part of wormhole travel is being in the opening when another ship is arriving. Seeing as the GateStation controls access to the Local Gate, that should not be a concern unless a ship were to try to bypass the gate. So far, nobody has tried anything foolish like that. The GateStation can also nearly instantly place a sheild over the opening to block incomming or outgoing ships from using the wormhole. When the opening is shuttered in this way, the specific listing in the Directory becomes unobtainable for others to prevent accidents.


- What is the cost for civilian vessels to pass through the wormhole device?

- How predictable is the location of the wormhole? (As in how 'accurate' is it)

The Local Gate is established upon the outskirts of the solar system so there would be no way to bypass local security systems. Once the Local Gate is established, it is locked dimensionally in relation ot the center of the solar system so it remain in a single position. If it drifted, the accuracy of the transfers would vary but we don't allow that to happen. The coordinates are locked in 5 dimensions, V through Z.


Also, would it be possible for us to build up a full servicing installation around the local transfer gate?

The ITH will own a 10,000 meter radius around the LocalStation. This is necessary to ensure the clearance of space for ships to complete safe transfer and usage of the system. This "ownership" will only last as long as the GateStation is present and the Wormhole is open. If the nation requests the removal of services, it will be cleared out in about an hour and the Wormhole will be sealed.

The customer nation is able to place any sort of structure outside the safe operational zone. You can place trade stations, military bases, asteroid bases, or even hula dancers (with enviromental suits of course). Anything as long as it does not interfere with the operation of the ITH. It is your space after all. We just don't recommend encasing the GateStation. If a ship measuring over the 10,000 meter mark emerges from the wormhole and you didn't allow for clearance...

Also, the ITH fleet will be patroling the wormhole network and some of the ships will visit the system to be sure there is nothing happening to customers. I tell you this so you would not be alarmed if one of the white painted and clearly marked vessels emerge from the wormhole. They are the only vessels allowed that are military. The ITH Police are a fleet of ships donated to protection of our costomers. Both Outer Heaven and Balrogga donated a fleet that became the sole property of the ITH and will not take commands from either nation. The ITH is run as a seperate entity from both founding nations.

Remember, the ITH will not be used for military purposes so only civilian traffic will be allowed to use this system. Not even Outer Heaven or Balrogga are allowed to use this for military means.

We will also be subsidising the transit of Hakurabi citizens and residents in order to make the cost of travelling between worlds cheaper.

Personal vessels will be subsidised to 40 credits, being that they carry only small amounts of people.

Denser transports, such as courier vessels will be subsidised only to 60 credits.

Large scale people transports will be subsidised to 90 credits.

Other vessels will not be subsidised.

The Directory has been adjusted so it reflects the addition of Hakurabi. A wormhole will be established and the GateStation will be sent through. Once it has been set up, it will be operational within the hour. Your trade vessels and passenger vessels will be able to use the Local Gate any time afterwards.

As stated before, you are able to place any structures you wish as long as you maintain clearance of the Safe Operating Zone. If you wish, you can build perpendicular to the gate opening.

It has come to our attention that under the aegis of the Balroggan Empire, that you run an interstellar travel service for domestic and commercial transit. While we are also part of the orbital stargate network established by Northrop-Grumman, demand for interstellar travel in the civilian market has outpaced the ability of any one, or we believe, even multiple, orbital stargates to deliver, especially with the establishment of New Constantinople. We have added the requested systems to the Directory and within an hour, the Local Gates will be established and the Gatestations will be open for business.

Any non-military traffic is allowed to use the network to travel to any other system listed in teh Directory. You can ship anything besides materials that may disrupt the network. Arms shipments must be rendered inert and packed in such a way they cannot be easily used. Bombs must have their fuses/timers removed so there is no possibility of accidental misfire. Fighters and such should be disassembles so they cannot be used easily.

This is all to prevent crews from using shipped merchandise to attack fellow ITH travelers.

If you wish, I have several cruise ships circulating through the Network that would allow individual civilian traffic. To say the Network is huge would be an understatement so if you would also like to establish a like service then you are welcome to.

What are the limits of how armed a a ship can be?

Defensive armenents only. They should be completely powered down while within ITH areas (meaning within the Network and 10K of a Local Gate).

There should be no reason for them while within the wormhole network or within 10K of any Gatestation. The ITH fleet constantly polices the entire network.

As head of the largest shipping line in the Confederation, and owing to the fact that I own a suitably large area in the outer satellite regions, I wish to confirm membership in the trade hub.

The coordinates beamed to you with this message place the gate area at 30 degrees above the ecliptic and 6.75E12 km from the central point of Tyr-Rhumbus (our binary system of brown dwarf/mainline star series). The field I own is suitably clear of debris for your minimum requirements, and a few minor asteroids in any event around the area. It does have CENTRANS base there, but it lies some 50,000 km outside your requirements.

Do not worry about Senate, I and my business partners will have it pass with at least 3/4 majority.

My secretary of development will be the primary liason for the construction and procedures phase.

I know you were them, what changes would you like made?

Well, Riptide is no longer a populated planet. I'm pretty sure ITH visitors would be upset to arrive in an unpopulated system. Therefore, for Warhaven/warfare, It needs to be moved to a planet known only by the three letter designation Ohm. As for Kajeenith, since he's behind the Ministry of shadow, which is technicly a part of Ri-an, he can either be deleted, or you can add SR358 to Kajeenith's listings. Really, he should be deleted, because after I'm done with my civil war, he'll actually be ruling Ri-an.

Oh yes, Ohm is in Andromeda, in a system opposite Ri-an. Remember, both are in Ri-an. I'm sure traveling won't be a problem for you, but just so you know where it is.

As for why Warfare/Warhaven should be associated with Ohm, that's all going to come up in future RP's.

It has come to the attention of the ITH there are some nations that wish to remove their presence from Mars due to political situations arising upon the planet.

The Intergalactic Trade Hub is assisting them by employing freighter captains as well as several liners of the Titan Cruise Line to move their civilians and possessions from the planet. We are also setting up a separate Local Gate and Gatestation upon the edge of the Sol system closest to the actual position of Mars. This dedicated gate will only lead to the systems of the evacuee and will only be used for this humanitarian aid mission.

The ITH would like to extend the opportunity to other large freighters or cruise liners to move as many civilians to the safety of their new home.

While this could be a volatile situation, the contracts will pay top credits and all damages will be repaired. The estimated time of service could extend a couple of months, depending upon the number of ships and how many nations need evacuation.

We ask that no military vessels approach the area. If they do, there could be severe repercussions as the nations of Mars have been known to be trigger happy around military vessels. That is why we wish to keep this operation completely civilian. All vessels participating will be marked with the Red Cross to easily identify them as non-targets.

The ITH Police will do our best to protect the vessels between Mars and the Gate. We have also petitioned The Balrogga Empire to assist with fleet protection between Mars and the Gatestation.

All evacuations also include medically sensative, injured or just plain frail people. We offer two of our Mercy Class hospital ships for use, their capabilities defined here (http://forums.jolt.co.uk/showpost.php?p=10712936&postcount=11) and here (http://forums.jolt.co.uk/showpost.php?p=10718916&postcount=12), along with all their integral ship's boats.

Since the mission requires forgoing their usual escorts in favor of some ITH police escort, as long as no concerted attacks by capital ships occur their defensive armor and shields should adaquetly defend them. While they are fleet units, they are obviously and completely unarmed for ship-to-ship combat. They do however retain arms for repelling boarding parties and handling internal security. The 40 tonne pinace is armed for defense versus missile and fighters. Hopefully this will not be a problem else they can be replaced with unarmed civilian models at a few days delay.

The United Federation and Starfleet can spare heavy freighters with transporters onboard and shuttles as well as medical facilities. We hope that our help is accepted and will send the ships to the appropriate postions.

Snake Eaters' merchants are more than willing to escort or transport refugees or otherwise from Mars. However, given government stipulation that deems all vessels should be capable of at least basic defence, they all possess low yield energy weapons, enough to defend against pirate forces.

If they are permitted to participate in said operation, then they will disable their weapons systems if needed. However, we await your response prior to their participation.

If they are not used or provoke reactions from the on edge mMaertians, I believe it should be fine.

It is with great concern that No Endorse would like to file a protest with the ITH. It is supposed to remain an unpolitical entity, only to facilitate trade between the several member nations. There are no provisions in its charter to suggest that it has the clearance to interfere in international relations in such a way. This... action concerning the Mars situation borders on intervention, and says much about the possible future uses of the ITH.

No Endorse is not against the evacuation of League citizens. Far from it in fact, we are in the process of constructing a small outpost in the Mars area, and the fewer... aggressive nations, the better. If we had spare transports, we would gladly donate them. However, this sets an awkward precedence for the ITH and could potentially aggravate the current Martian situation.

Snake Eaters would like to remind No Endorse that this situation is a unique one. It has been stipulated that this would be a use of the network to aid a humanitarian mission, and would be conducted by civilians. Should government vessels become involved, that would be a different matter entirely.

However, we accept that you feel that this is a misuse of the ITH network. If that is the case, then you are free to not participate - this is an entirely voluntary operation. We also fail to understand how such an activity could aggravate the Martian situation. If innocent civilians from nations not affliated with the conflict being removed constitutes an aggravation of hostilities, then the fault lies with the nations at the heart of the matter. By removing our citizens, irregardless of the nature of the operation, we are simply reducing the chances that they are caught in what appears to be an inevitable crossfire.

We agree the ITH is to be consodered a neutral entity at all times. This is the reason the aid is to be available to all civilians of all aflicted nations in the Mars Conflicts. We are not taking anyone's side in the event, just assisting in the safe removal of all civilians caught in the middle. After much time and careful consideration, King Aqua, Ruler of the Aquamarinians has decided to open the Aerated world of X60 in Fluidic Space, in the section known as the underwater Gardens. The Aerated world is Earth like, and can therefore support diverse species. Although we have no ships availible to lend to the effort, Fluidic Space can be reached through the ITH, and directions will be given to X60.

Though X60 has no major Ecosystems too support long term evacuation, we will put in place, the Facilities to support Long Term Evacuation, provided It is decided to use X60.

The Balrogga Empire offers a new service to all members of the ITH. We have recently constructed a fleet of luxury cruise ships and will have them circulate among the member’s systems.

This service is also open to non-members of the ITH. You will have to find your own way to one of the Gatestations near the hundred or so nations who are members of the ITH

We will use the listing in the directory and rotate a fleet of 26 ultimate luxury liners through the directory listings. We will visit each system for a week, allowing the tourist time to explore the wonders of each system or to relax aboard the AAA+ Class accommodations.

Tickets can be purchased at any Gatestation and transport into the system will be using local services. There are rates from Economy to Emperor on each vessel so just about anyone can now afford to travel the Universe. The liner will not enter the system, only visit the edge.

In regards to your suggestion of setting up an ITH field office aboard the CSP, you are more than welcome to. The Constantine Space Port complex has only just begun to grow and there is more than enough room for you to even set yourselves up on a station of your own construct alongside the CSP.

As for our civilian ships, sadly they lack any built-in superluminal drives and do not have the fuel capacity for cross system voyages. That is why we proposed our new warp five capable explorers which fall under military control, that is true, but only due to the newness of the technology that allows them such an extended range as opposed to our earlier craft.

Though we will be unable to remove the torpedo launchers from our explorers, we will be removing their payloads to provide extra room for more refugees. That is, if you permit us to use our Novus Exemplar class explorers*.

It is the opinion of HMG that these citizens are at risk of harm or being otherwise incapacitated or detained by the military forces of the Imperial Autocracy, and that their removal from the aforementioned territory is a matter that depends on speed and a rapid response.

As you may have noticed, the Directory has recently been changed to reflect the adaption of a new policy with the ITH. The Balrogga Empire has been declared off limits to commercial traffic. We have been given no reason for this change in the Empire and felt it prudent to protect our members from the situation there.

Due to events that happened to the Balrogga Empire, their entire catalog of systems are hereby considered under Edict, essentially under quarantine, until they can be individually cleared and made safe for other beings to again use. All transfers to the systems of the lost Empire will be restricted without previous approval. After the Night of Rage, all ships that have entered the Edict Systems have not been heard from again. The Gatestations have been left alone, probably because their location outside the systems in question keeps them safely out of harms way. The stations have been fully automated and shuttered to prevent their use.

Any investigators that wish to enter these systems must submit a claim with the ITH either at the Corporate HQ or at any of the Gatestations. The request will be processed and you will be informed of the decision in a timely manner. The ITH is in no way responsible for any crews or ships that attempt to enter these dangerous systems.

Without warning, the ITH Gate to Serpentis opened without authorisation. For a few seconds nothing emerged from the swirling vortex of the Gate Portal, before one lone ship quickly darted out and came to a stop. The message was repeated for five standard hours, before the strange ship reactivated the Gate and shot into it, apparently back to Outer Heaven MK II.

The Directory has been changed to reflect the recient request to change the status of your listing. We are not only glad to see out partners return but also relieved that all is well.

I encourage other nations to include Outer Heaven when choosing their markets or even vacation destinations.

The message arrived in the customary way that most important messages from the Colonial Authority of Bautizar tended to arrive at their destinations: aboard the twenty-second century's version of the Prairie Express. A freighter. Freighters of the Colonial Authority were slow and ponderous, automated beasts with a primitive A.I. NAV computer capable of running all the functions that a normal crew would have been able to. Sometimes the ships carried passengers. More often they didn't. The Post No Bills carried a cargo of fresh fruit bound for foreign markets and no passengers, but it did carry something important.

Upon completion of her transit through the wormhole, the freighter's NAV computer queried its databanks, searching with pinpoint precision for a file that had been tucked away for safekeeping. It found what it was looking for after zero-point-zero-zero-zero-three seconds, powered up the communications array and fired it off to the IHT hub. Task completed, the ship went on its way, the NAV computer not even feeling so much of a glimmer of what humans called "satisfaction."

Greetings

We at the ITH are pleased to hear from our customers and will gladly change the listings as per your direction. By the time you receive this message, it will already be done. We are happy you are pleased enough with the service that you wish to expand your listings to allow you more destinations for merchant vessels to access with their trade goods and their links to distant markets.

The Corporation is not pleased to hear of any wars, they frequently disrupt trade and cause uncountable headaches and we would like to agree with your trepidations. Unfortunately we cannot take any sides in any conflict and must at all time remain absolutely Neutral. The ITH will continue to only allow unarmed civilian vessels access to any of the Directory worlds. The ITH Police vessels stationed at every Gatestation helps enforce this regulation and our regular patrols throughout the entire wormhole network makes sure there is not acts of piracy within the transfer corridors.

The ITH reminds all members to report any violations of the regulations so we may take swift actions against the offending nation. It is our desire to remain completely Neutral and prevent any other nation from attempting to use us as a weapon. If a nation is discovered to be doing such a despicable act, they will be immediately placed on Probation until the investigation is completed. If they are found to be at fault, the ITH will take appropriate actions.

All nations are not only welcome to place their own customs fleets near the Gatestations, but we encourage it as long as you remain outside the 10,000 meter Transport Zone around the station itself to avoid interfering with gate traffic. This is where you can prevent undesired individuals from leaving the Transport area so they would have to go elsewhere.

We are pleased to announce that The dead nation of Ri-an has been ressurected by The Avatar of The Void, Kajeenith, under the Banner of Warhaven.

As such, we will need the following amendments to the ITH listings:

All listings for Ri-an will be merged into Warhaven. Homeworld will be altered to read Ri-an. Orion Trading Station will be deleted, as will Constantine Space Port. AQ692 shall be renamed Oceanus, and Ohm will henceforth be remitted from ITH listings.

When we add a destination to the Catalogue, we also establish the Local Gate and place a manned Gatestation to control access to the system. The Catalogue is a list of destinations trader and merchants can use to travel to bringing their cargo for business. By establishing closed Gatestations but listing them as open in the Catalogue, you might confuse some possible customers. I will list them as asked but I wanted you to be aware of the possible confusion your request might cause a number of potential trade partners.

The Terrran Federation would like to switch out the Terran Prime gate with one In its new home system New Sol if possible, as terran prime no longer exist.

Is that so? I must have misunderstood the purpose of this service. We wish to allow trade to Epsilon Eridani and Capella. (OOC: Sorry for the trouble, I forgot that it was impossible to transport warships.) However, Barnard's Star contains only a university planet, so we wish for it to still be closed.
