In the hopes of improving the overall transfer of information and in the spirit
of openess, the nation of Felqua is looking for and industrial partner to advise and implement nationwide broadband internet service.

We wish to partner with any nation or consortium of nations willing to implement such a system and train native Felqualies to maintain the system and implement further improvements as neccessary.

Felqua currently has not negotiated patent and or copyright laws with any foriegn power, therefore Felqua seeks and open source solution.

I am empowerd to offer up to 1.3 billion over a period of 5 years for this endevor.

Caltech would be interested in helping you develop the asked internet network.

Our plan to do this would be:
First phase:
- deployment of fiber optics by our specialists to connect the largest cities
- bringing specialists to start a Caltech Networking Academy with a 2 year duration of the courses to form your basic network administrators, 2 years to form the next level admins and 1 year to form the experts in the field for your country
- training local workforce to install and maintain the fiber optics network so that your country is not dependant on foreign workers for this
- beginning to make courses for internet use for the population

Second phase:
- connecting the smaller cities to the network
- beginning to provide internet for the people in larger cities by creating cable and wireless networks, according with the needs and money everyone has
- mixed teams of calpian/felquan workers so that your people learn to install and deal with problems that might arise

Third phase:
- finishing expansion of the urban networks and starting to provide internet for smaller cities and villages (by this time all your schools are conected to the internet)
- felquan network admins start to finish the Networking Academy courses and begin to help and observe how the networks are done first hand

Fourth phase:
- internet networks are installed
- local experts in networking finish the courses and begin to use their knowledge to maintain and possibly expand your internet coverage and quality

Total duration of these phases are 5 years. We agree on the proposed sum of money for this and we have some additional requests if possible. We would like to maintain the Caltech Networking Academy after we finish this project and that the networking equipment and computers we sell to the falquan population will not be charged with import taxes if possible. This way it will be cheaper for the population too to start using the internet. We are offering you the Arda Linux 9.1 to be used. It has the easy way of using of the Windows and the security of the Linux, and its open source. We will not be charging any money for it. Any sugestions and demands are welcome. Please let us know if we should begin to work on this.

Having discussed your proposal with our council of ministers, we welcome the cooperation between Falqual and Calpe.

Your extension of the proposal to included the aforementioned networking academy is also accepted. Imported technology is also guaranted not to carry any form of tarriff.

We further request implementation of rigid proxy servers to limit the depravity found on the internet. While the peoples of Felqua are open minded and enjoy many liberties, we cannot in good faith trust some of the ideals available on the internet. In addition to proxy servers we also request a robust port scanner.

It is your contract and it will be done as you wish. The Caltech S8 series of servers will serve your purpose well and our technicians will work out any details so that the contract will be fulfilled according to your wishes. Our engineers will be sent to your country in the next few days to make the plans and establish details while the required equipment is beeing shipped. We also wish to assure you that the contract will be finalised in the next 5 years, like you have specified in the original request.
