Click on This (http://www.polarhome.com/cgi-bin/chat/irc.cgi) link. For the name, type your nation. In the server slot, type irc.esper.net. In the channel slot, type #International_Incidents.
See you there, hopefully.

Not necessary really, just aslong as the channel doesn't flood. However, if you have good experiences with IRC and know how to use it we'd RATHER you use a program client.

IRC is a text transfer protocol invented in the later 1980's like me and some of us here. Its very simple to use for those of us used to DOS and non-graphical interfaces. For those who don't understand all that, try googling IRC help or something.
mIRC says you have to pay for it after 30 days but after the 30 days are up just click continue and you can continue using it free of charge.
