The Constitution of the Justician Community

We the undersigned, dedicate ourselves to the modeling
a new society, a society of understanding and love.


Article I: The Justician Community

A. The name of this organisation shall be the
Justician Community.

B. The purpose of this organisation is to unify
the nations of the region of Justicia.

C. The motto of this organisation shall be [insert].


Article II: The General Assembly [leg]

A. The General Assembly is a congress of all the
members of the Justician Community.

B. The General Assembly is the sole policy-
adopting/making body in the Justician Community
whose decisions affect all member states.

C. A session of the General Assembly may be
called by the Director General or a petition
of 2/3 of the member states of the Justician
Community.

D. A session of the General Assembly is not
considered over (even if the members
don't respond for days) until a member moves
to adjourn, is seconded and recieves a 2/3
majority approval.

E. The General Assembly sessions will be held
according to Robert's Rules of Order as
interpereted by the Director General.

F. The General may take up as many main
motions as it wishes from time of old/new
bussiness to the time of adjorning.

G. Any policy adopted by the General Assembly
is imediately legally binding, but may be appealed
at the next session.


Article III: The Director General [exec]

A. The Director General is the highest executive
authority in the Justician Community and is the
representative of the General Assembly out
of session.

1. The Director General chairs all sessions of
General Assembly. In her/his absence
the sessions are chaired by the UN Regional
Delegate

2. The UN Regional Delegate is prepetually
under the control and audit of the Director General.

3. The Director General advocates for the General
Assembly in all cases against it and where it is the plaintiff
in the General Tribune of Justice.

B. The Director General may only serve as Director
General during his/her term.

C. The Director General is elected every 2 months
at a special session of the General Assembly among
a slate of any willing candidates.


Article IV: The General Tribune of Justice [jud]

A. The General Tribune of Justice is the highest apellate
and plaintiff court in the Justician Community among
member states.

1. The General Tribune deals with cases involving:
i. nation vs. nation.
ii. nation vs. regional government (and vice
versa).

B. Petition to stand trial is brought forward by the
plaintiff to the Director General or a court Justice
who determines whether the case will go to trial or not.

C. The trial would be held via forum in a confidential
setting, the prosecution then the defence presenting
their cases and a verdict/sentance handed down by
the Justices.

D. The Tribunal is comprised of 3 Justicies, being
elected in cycles of 2 months in a special session
of the General Assembly among a slate of willing
candidates.

E. If a case is tried against a Justice, the Justice will be
tried by his or her 2 collegues and the Director General.

F. A Justice may serve only as a Justice during his or her
term of office


Article V: Rights and Restrictions of the Justician Community
and its Member States

A. The member states of the Justician Community:
May:

1. Express their opinion without fear of legal
reprecussions.

2. Raise armies and conduct war with anyone they
wish.

3. Forge Treatises with anyone they wish.

May Not:

1. Invade other nations without a declaration of
war.

2. Take sole control of any other member state or the
Justician Community.

3. Break Justician Policy

B. The Justician Community:
May:

1. Form policy that relates to diplomacy and welfare
of the member nations and their people.

2. Eject Nations from the Justician Community following
due process of law.

3. Forge agreements and economic unions.

May Not:

1. Encroach upon the rights maintained by member
nations or deminish national sovereignty in any
way.


Article VI: Modification of the Constitution

A. Any member of the Justician Community may
move to amend the Constitution of the Justician
Community.

B. At the motion of amendment, an assembly is called
to vote on the motion, like any main motion, it may be
amended with a 2/3 majority. A vote of 2/3 majority
must be in favour to pass the amendment.
