This come in handy if your prisoners are gonna get captured or luring enemies to the prisoners when they realised it was a trap but they would become smoking craters. Start at 200000 Recans
Now for methods of cruelty
Child Hunts: Fear that the children's generation will rule? no problem, just force the families to give up their children and send them to be sacrificed or become soldiers of your army. And to add salt to their wounds, have them kill their own family members or friends to ensure their only cause is to fight for you.
Shade's Children Process: Well this I got from shade's children by garth nix, what this is, is simply that when a child reaches a certain age start some sort of super soldier project and re educate them so they will only obey you. This will prevent them from questioning your order in any way.
