"My fellow Roach-Busterians, as you know, our glorious, magnificent leader, Generalissimo J.L. the Great, was felled by a massive stroke recently. Tragically, he is now confined to a hospital, unfit to govern until he recovers from this most unfortunate malady. Until he is returned to power, I will serve as President. Prior to J.L.'s stroke, he suffered a severe illness which made him temporarily psychotic; hence, he put forth absurd propositions such as 'democratic reforms,' 'liberation of Shoobans,' and other ludicrous nonsense that only an incalculably moronic lout or a die-hard leftist would advocate. Because the Generalissimo is neither of the two, we must assume- can only assume- that his grave illness is the source of his recent bizarre behavior. Fortunately, Generian and Parthian doctors promise to administer therapy so we may have our old, beloved Generalissimo back.
In the meantime, I solemnly promise to undo J.L.'s mistakes and return this fledgling nation to her former glory.
I have declared a State of Seize, to last until the Generalissimo's return to power. All opposition political parties will be banned and their leaders imprisoned. Criticism of the government, whether moderate or severe, will be chastised harshly and violently to deter dissent. Newspapers will be managed by the government, and thus will be unable to print libelous or treasonous stories meant to brainwash and indoctrinate our fair youth. All communists will be shot on sight.
I have declared a State of Emergency, to last indefinitely. A 10:00 P.M. curfew will be established, the military's reserves will be activated and deployed to every major city of RB, and the writ of habeus corpus, which J.L. restored recently, will be denied all criminals.
Two hundred new prisons and over five hundred new detention camps and "rehabilitation" centers will be built.
Funding for the military and police will increase dramatically.
All harbors and ports will be mined, so that no one will be able to enter or leave RB by ship except Roach-Busterians and our allies.
All planes will be forced to carry four police officers, and all unauthorized planes or planes who violate this rule will be shot down without warning.
25 battleships have been deployed to Nellisland to intercept the ships returning Shooban slaves. All slaves will be returned to their owners.

President Jake Somersby leant back in his chair and watched the news report on the widescreen television. He lifted his military cap and scratched his head, ruffling his raven black hair. His military uniform had just been cleaned and pressed from General Hu, its previous owner. The General's five medals gleamed on the left breast of the uniform, something Jake found quite striking.

"We could learn some stuff from these guys," he muttered to himself. RB was seemlingly one of the largest and most successfull dictatorships on NS Earth. They must be able to learn some tactics from this government.

Jake leant over and pushed the intercom button. "Connect me to the Foreign Affairs Office."

Emperor Hughes I watched from his room the events from Roach-Busters unfold, he was quite pleased to hear that the absurb reform of "democracy" were going to be wiped out in Roach-Busters. A knock came at his door and it proved to be his top general, Field Marshall Mustang.

"Sir, we have recent news from Roach-Busters," stated Mustang. Hughes nodded, "I already know. Send them our congradulatons," he said. Mustang nodded and then left the room.

We are pleased to see this happen. SAVAK officers in Roach Busters will assist in setting up torture facilities and in arrests. All dissidents captured will be, with approval by Roach Busters government forces, impaled and set up in public squares. In addition, Parthian military units present will, with your permission, arrest and torture those deemed enemies. We fully support this, and hope to have JL more healthy very soon. We are also deploying a naval force to help retrieve the slave ships.

The warships of the 3rd fleet had been drifting for weeks off the coast of Roach-Busters, waiting for orders. In the transport vessels, of the 32nd Imperial Army idled about, also waiting for the the call to move into the nation. Unbeknownst to these grunts, however, and even to many of their officers, the Imperial government had been engaged in one of the fiercest internal debate they had experienced. The question at hand was whether or not it was plausible to move Imperial troops into Roach-Busters to oversee a regime change. With the Generallissimo's recent history of oddball behavior, the Imperial government had begun doubting his ability to rule successfully, and even after the announcement of his medical condition, there were still those who doubted that his problems were the result of a stroke.

It had been a blessing to hear of the Minister of State's ascension, as it gave the Empire a far easier decision on what to do with the 32nd Army and the 3rd fleet. It had been quickly decided that Imperial troops would move into the nation, to serve as an additional security force on behalf of Mr. Lee during this uncertain transition period with the Generallissimo in the hospital and war with Nellisland looming on the horizon.

When the orders came, the Imperial soldiers roused quickly, eager to be off the vessels. The naval officers were just as happy to see them go, as they found regular infantry types an uncivilized rabble. With that, the deployment of the 32nd Imperial Army began.

Imperial landing ships moved in to the shallows wherever possible, and deposited infantry and equipment directly, where in other areas smaller landing craft were used. Imperial GH-2 helicopters lifted off the decks of Imperial carriers, bound for RB City.

As the landings were a rather sudden affair, it was to be expected that some confusion would be felt among the civilian populace and lower level government bureaucrats, but that was Minister Lee's problem.

The GH-2s soared in over the tall skyline of RB city, earning casual glances from the local citizenry, who had by now grown accustomed to heavy military equipment moving in and around the nation’s cities. The choppers touched down on rooftops and in the streets, unloading advance Imperial Black Guard special forces units, sent ahead to secure the city and make contact with local military leaders, and Minister Lee.

Major Anatol Vladensk watched from the window of the GH-11T transport helicopter as the men of his command moved into positions in the streets, and on the roofs. The chopper passed over the high wall that surrounded the RB presidential palace compound, revealing the rolling green of the lawns and personal forests belonging to the Generalissimo. The chopper began to descend onto the lawn in front of the palace, garnering surprised looks from RB palace guards. The Major stepped out and found himself instantly surrounded, rifles pointed at his throat. Casually he waved them aside.

“I am Majot Anatol Vladensk of the Imperial Generian 32nd Army, here on behalf of Emperor Antonius I and General Lewisk Petrovic. Stand aside, or escort me to Minister Lee.”

The soldiers looked at each other, and nodded.

“Alright, this way.”

General Lew Nriv’ka sat back in his chair at the head of the long wooden table in the Imperial war room, deep beneath the White Citadel in what was called simply ‘Bunker 17.’ He removed the long cigar from his mouth.

“Operation: Powerslave seems to be progressing as planned. Congratulations gentlemen.”

“General Nriv’ka, sir. Are you familiar with the counter-reform policies Minister Lee has begun putting into place?”

“All too well, General. All too well. That guy’s almost as crazy as J.L.”

Nriv’ka chuckled.

“They sure know how to grow ‘em over in RB. Whatever. Doesn’t really much concern us who they’ve got in power. Just keep the op on track, and we’ll all check out at the end of the day as very happy men.”

The ST-29 MBTs of the 13th Imperial armored division rolled out of the large transport ships onto the firm Roach-Busterian soil, their treads digging in and hauling the beasts out off the beach, towards roads that would take them to the their destinations. Overhead, the roar of jet engines split the calm afternoon air as GIF-1s rocketed over the countryside. In this light, the Imperial 39th army looked less like a peacekeeping unit than an invasion force
