Prime Minister Wales studied the latest reports from Norway and Britain, things didn't look good for the local populations. The plague was taking its toll even with all the medicine sent to combat it. Time would tell just how bad things would be. This had to take a back burner for the moment for the territory issues needed to be decided with Cotland and North Germania. With the Cottish deal for Fiji, 12 Cottish bases would have to be established in the new territory. North Germania had some ideas for what they wanted too. This needed to be handled soon. Prime Minister Wales hit the intercom button to summon his personal secretary.

PM Wales: Judy, come in here please I have a message I need to dictate.

Judy: Right away sir.

PM Wales: This is to be sent to Cotland and North Germania. We would like to propose a conference to be held in Stockholm to discuss the division of the newly acquired territories of Britain and Norway. We want to here your input and would like to finalize all the details as soon as possible. Please send a representative, with all your ideas, wants, and needs to the conference. We are tentatively scheduling it for Monday May 30th. The Luxor Hotel downtown has been set aside for all your diplomats needs. In addition a party will be held in your honor on Sunday May 29th in the main ballroom. Looking forward to your reply.

That is it Judy. Could you send this over the secure wire please?

Judy: Yes sir consider it done.

Secret IC

Emperor Thomas himself will represent the Empire of Cotland in this conference. He will be accompanied by several high-ranking officers and advisors, as well as a detachment of Imperial Guards. They will arrive via VC-25 at noon on Sunday the 29th of May. The Emperor and his entourage will require a total of 20 rooms. Naturally we hope that this will be kept a secret untill the time of arrival is near, due to obvious security reasons.

"Reichschancellor Kahn will personally attend this meeting, with an entourage of eight SSA Guards.

He has expressed his interest in obtaining a small strip of land along Southern Britain, as well as the Lewis Island in Northern Scotland.

The Reichschancellor has also offered to send in military contractors to help rebuild Norway once the virus is contained."

Prime Minister's Conference Room


As the guests began arriving preparations were made for the dignitaries from Cotland and North Germania. A huge Oak desk was the center piece of the conference room. Around the table small name plates were placed beside microphones so each diplomat would know where to set.

Prime Minister Wales looked at his watch. Where are they? They were supposed to be here 10 minutes ago. He nervously paced the floor in anticipation.

Stockholm, Sweden...

A delay in flight had slowed Reichschancellor Kahn's arrival in Sweden. However, the armed convoy which would take him to the place of conference, moved quickly.

Upon arriving, his eight SSA Guards were checked for their weapons, and cleared.

Reichschancellor Kahn entered the conference room where Prime Minister Wales was waiting.

Kahn saluted him, and spoke in a mildly-thick German accent in English.

Reichschancellor Kahn: "Good to finally meet you, Herr Prime Minister."

Kahn held out his hand and shook the Prime Minister's.

Reichschancellor Kahn: "I am eager to decide the fate of Norway and Britain, and as well, I would like to form a stronger alliance with the nation of Hawdawg.

I am very honoured to be here. In what language will this conference be held in?"

Kahn took a seat at the oak table.

Prime Minister Wales joined his North Germanian counterpart at the table.

PM Wales: I would prefer we spoke the international language of Business, English. After all we are planning on dividing up the country where the language started aren't we? Our Cottish associate should be arriving shortly and we can begin this process Kahn.

The Cottish VC-25C Executive Transport landed in Stockholm, twenty minutes behind a C-5B Galaxy that carried the vehicles needed to transport the Cottish Emperor and the his entourage.

After a quick clearance, the Emperor and his entourage travelled quickly down the cleared streets and ended up at the place of the conference.

Entering the room dressed in a dark blue suit with a matching tie, the Emperor smiled as he greeted the two men present, Reichchancellor Kahn and Prime Minister Wales.

"Gentlemen, how do you do? I'm sorry for being late. Shall we get to work?"

Prime Minister Wales rose and moved across the room to greet his Cottish guest.


PM Wales: Ah, Emperor Thomas so glad to finally meet you. Yes please have a seat. I am sure you have met the Great Kahn from North Germania.


All the gentlemen exchanged pleasantries as the prepared for the business at hand.

PM Wales: I am open to your suggestions gentlemen about how we need to divide this territory. Any thoughts?

Reichschancellor Kahn rose from his seat and spoke.

"As you know, Germania participated to a minimal extent in the invasion. While we did capture the city of Trondheim and successfully establish a friendly seaport in Norway, it was of no great effort.

However, money was spent to mobilize the troops, soldiers died, our security was placed at risk, etc.

For Germania, it would be in our best interests to obtain a strip of land in Southern England, to secure the English Channel. Perhaps as well establish a military harbor/airbase/command center in Trondheim.

In exchange, we are willing to offer the establishment of two military bases in two territories belonging to North Germania, of your choosing, Herr Prime Minister.

These are, of course, initial ideas pertaining to Germania."

Kahn took his seat and waited to hear Prime Minister Wales's and Emperor Thomas's ideas.

As the Germanian Chancellor sat back down, the Emperor took a sip of water before he stood and started to speak.

"As you know, Cotland was involved with large military forces. The six divisions we sent were more men in a joint mission then ever sent by the Empire. Also, proportionate to the numbers sent, men died. We were able to secure the northern flank of the Hawdawgian advance, blocking off Kriegos forces from the northwest. Our Marines were ready to land outside Bergen in order to secure a beachhead on the western coast. While they didn't, the resources required to mobilize such numbers of troops and to send them abroad are, to say it mildly, not low. As for the territory we wish..."

The Emperor paused to take another sip of water, leaving the other two heads of state waiting in excitement.

"Cotland has little to no wishes in territory in the British isles. What we do have a wish for is the southern part of Norway. All of it. From Lindesnes in the south as far up as at least past Ålesund and Røros. I have no problem with the Germanian claim for Trondheim. As for the British and northern Norwegian territories... None of my concern, you can split it up any way you wish."

Now the Emperor smiled as he pulled out a list of "concessions" that Cotland was willing to make.

"In order for this to be achieved, we are willing to reduce our base claims in Hawdawg to one or two instead of twelve. I sincerely hope that this can be achieved."

Prime Minister Wales had listened intently to both men and began to speak.

"I understand both our allies have suffered many expenses, hardship and loss of life in this conquest. We stood with each of you in the Wickian Conflict and bristled at Kriegorgrad when it threatened the Empire of Cotland before. We have many more obstacles to overcome besides the property issue. The current infastructure of Britain and Norway is dismal. Kreigorgrad spent money on the communist political machine and there territory suffered. The expense to fix these problems along with the large loss of civilian life from the Plague Pandemic will be telling on all of us regardless of what we claim. I have heard your arguements and propose the following:

I would like to see Vest-Agder (which includes the Lindesnes area you requested), Aust-Adger, and Telemark counties given over to Cottish Control. I would ask at least two military bases preferably naval be established in these areas. Upon agreement of the terms, they would be yours to do what you wish with.

In reponse to North Germania's request for shoreline areas of England, I propose the 51 degree parallel be used a dividing line. All territory south of the 51st parallel would fall under North Germanian control. This would give a sustaintal amount of English Channel frontage to you to establish a "corridor of protection" for shipping in the channel. The request for the establishment of bases in this region would be asked of our ally. We also would like to leave Trondhiem as a North Germanian territory. Your paratroopers took it and it should remain in your hands. As far as the offer for bases in North Germanian territory, we already have a base in South Africa, just drop our lease fee and we will be okay.

I would also propose we have a no-fee lease agreement between each party as to the establishment of military bases.

Are you two agreeable to these terms?"


Prime Minister Wales waited for a response.

The Emperor was slightly dismayed. They were given a measly three fylker! Not good enough. Not good enough!

"Prime Minister. I would see upon it most favourly if we were given at least Rogaland and Hordaland as well under Cottish control. We're willing to drop all claims for military bases in return, as well as paying a substantional sum of money."


OOC: I really want Hordaland. After all, it is my home-fylke.

Prime Minister Wales sensed the Emperor's tension.

"Emperor Thomas, I am afraid you have to forgive me. I am not familiar with the state/county system in Norway. I think we can include the areas of Rogaland, Hordaland, Sogn og Fjordane. I would like the option to construct a naval facility in Sogn og Fjordane, simply because of the natural forde. These lines on this old map are a bugger to read! I will have to draw the line here. I want to establish some Naval Facilities in the Norwegian Sea, for strategic purposes and if I cede more than these counties to you, I will loose my year round capability for the proposed bases. I will not take payment of any kind for the property, you have given plenty in the war effort to warrant the annexation these lands. Just assist us with cleaning up the last of the Plague outbreak and we have a deal."

EDIT: FYI, the Norwegian coast is for the main part icefree in wintertime. It can still be used all year round. Just have a few icebreakers handy...

IC: This was more like it! The Emperor smiled at the Hawdawgian Prime Minister and gave him a gracious nod.

"Thank you Prime Minister. This will be most satisfactory. Naturally you will be allowed naval facilities in the fylker in question. Why wouldn't you? The same goes for you Herr Reichschancellor. If you want a base or two in the Cottish parts of Norway, you may have them sir. The Cottish forces will do their best to halt and terminate this outbreak."

Reichschancellor Kahn spoke again:

"The land under the 51st Parallel is to my suiting. However, we request that the towns of Dover and Canterburry be included. These are slightly to the North of the 51st, as you can see on the map.

The offer of the complete ownership of Trondheim is more than gracious, and I thank Prime Minister Wales immensely.

Now, to discuss the real problem of the plague: the sole purpose of a disease is to infect, spread, and kill. To combat it, our strategy must be of the opposite: to vaccinate, contain, and save.

In such a way, this task will not be an easy one. However, the Germanische Krankheit und Eindämmung Abteilung (GKEA), or Germanian Disease and Containment Division, is prepared to mobilize forces immediately to London, Manchester, Birmingham, Liverpool, and Sheffield.

We have prepared 30.000 GKEA Troops to be sent upon approval of Prime Minister Wales to the aforementioned cities. The division of these GKEA Soldiers has been organized as follows:

- 10.000 to London
- 5.000 to Manchester
- 5.000 Birmingham
- 5.000 Liverpool
- 5.000 to Sheffield

As well, I have placed an additional 15.000 GKEA Soldiers on stand-by in case the disease spreads to the rural areas of below the 52nd Parallel, and above the 51st. To be more clear, I am offering that the GKEA be responsible for containing the outbreak in that specified area.

Now, I feel I must address economic concerns. Until the land in Southern England has become organized and contained in standard Germanische Gesetz - Germanian Law - it will be placed under temporary martial law, under command of Generaloberst Kretschmann.

In order to deal with the fact that a number of harbors in England and Scotland were hit with large ballistic missiles from Germania, we will be offering a reparation payment of $32 billion to the government of Hawdawg.

While we feel that our bombardment crippled the Kriegish Navy nearly entirely, it did not come without damages."

Kahn leaned back in his chair and allowed the other national leaders present to speak.

Prime Minister Wales took a long drink of water and began to speak.

"It is most gracious of our North Germanian counterpart to offer repirations for bomb damage. We feel the $32 Billion more than enough payment for the repairs caused. We also would like to mention any former Kriegos naval vessels that happened to remain undamaged may be claimed by either of your countries for use or target practice. We have no problem with you including Canterbury and Dover in the North Germanian annexation. I personally like the strategy you have laid out for combating this plague outbreak. We are stretched extremely thin with our medical personnel and the outbreaks in the cities are outpacing our resources at the moment. We have established around the clock airdrops of medicines to these areas, but the local authorities can't seem to control the panic this illness has started and may loads of medicine have been destroyed by over-zealous crowds. Pamphlet drops proved unsuccessful and the main hospitals are overrun with victims. We have established a buffer around London for the time being and haven't seen any infections pop up outside its immediate area. We have recieved reports York is the latest casuality, but the Medical College there took matters into there own hands and issued preventative innoculations which has reduced the overall infection rate some 67%. We will beat this illness men, it will just take time."

"That's true," the Cottish Emperor said. "We should follow the example of our Germanian colleague and declare martial law untill the disease is defeated and common law and order can be returned to normal. It would ease our troubles greatly."
