The people of Malta was in a state of shock. Their rule had for ages been that of the Roman Empire. Now however, the Romans were backing out, and the Maltese didn't yet know who would be their new masters. That was about to change though.

The first of the many planes started to land in Loqa International Airport and Hal Far Airfield, bearing the colors of the Imperial Cottish Air Force. Many ships were also coming towards both Marsamsett and Gran Harbours in Valetta. They were for the most part transport ships, painted both white, black and red, but there were also several warships. Guided missile cruisers, destroyers and frigates, formerly based in Palermo but now with a new port of call anchored up in the outskirts of the harbors.

A helicopter took off from one of the cruisers and flew towards the grand citadel in which the interim Maltese council sat in session for the moment. It came to a hover only a foot above the ground, allowing the passengers to disembark without too much trouble.

One of the passengers were the honorable James Groupie, who had been appointed by the Emperor himself to assume the role as governor of Malta. The others were his aides, a few representatives from the military and a small detachment of Marines who would provide extra security. Not that it would be needed though. Not at all. The Maltese were friendly towards the Cottish envoys. They would have extra reason to be friendly when the new governor had spoken with the local council.

As the Groupie entered the room, the Maltese stood up and greeted him friendly. His arrival had been announced just moments earlier, and most had greeted it with arms wide open. Only one member of the twelve-man council had objected, claiming that the Cots were only after the strategic location that Malta offered. This was, naturally, part the truth, but the Cots wanted more then that.

"Gentlemen, my name is James Groupie and I am here on a mission from the Emperor of Cotland. For many years, Cotland and the Roman empire, which Malta was under untill recently, have enjoyed a friendly and fruitful relationship. We are allies in the true term. Now when the Roman government believed that they could no longer justfully retain control over large territories, they sold the islands of Malta, Gozo and Kemmua to Cotland. This ensured that the islands would be taken well care of. And here's what it means to the Maltese people.

All citizens of Malta will be Cottish citizens, and follow Cottish law. There may be some local changes, albeit minor ones. This means that they will be allowed to vote in all elections, referendums, etcetra. They will also have to recognize the Emperor of Cotland as their sovereign master.

The currency will be changed to the Cottish coin. For reference, one coin equals 1,149 USD. There will also be started several large construction projects that will employ Maltan workers for a long time to come.

The Imperial Cottish Armed Forces will establish several bases here. Mainly the Navy and Air Force, but there may also be a small army detachment here. However, the Air Force will commandeer Hal Far Airfield and convert it to be able to accept fighterjets, long-range bombers and heavy transport planes. The plans have already been made, and when completed the base will be called Hal Far Air Force Base. It will among others have a 3400 meter long runway and reinforced bunkers. They will also begin work on a secondary airstrip just north of Naxxar. This will be large enough to handle fighters and small bombers and transports.

The Navy wishes to establish a base of their own around Marsaxlokk Bay. This would mean a large contract for workers from Malta, and much money to the people. It will be large enough to handle an entire fleet once it is completed, and will release the strain from the harbors of Valetta.

The Air Force will also establish a number of air defense positions around Malta and Gozo. Mainly batteries of the type Patriot, but also several other types, including flak cannons, anti aircraft artillery and mobile missile launchers. The Navy will, in conjuntion with the Air Force, establish several anti ship missile positions and gun emplacements around Malta. This is all done in order to protect Malta from enemy attack.

All of this will mean profitable employment for the Maltese people for many years to come, and make Malta the pearl in the crown that is Cotland. Do you agree with this?"

The council were ecstatic with joy, and gave the new governor a standing applause. They would be full members of one of the most infuencial nations on Earth. Only two of the councillors weren't so happy, although they were impressed with the Cottish plans. Nevertheless, they would have to organize a small resistance movement with the ultimate goal of establishing a free Maltan state.

OOC1: I usually just assume that the lands I "give away" were "never mine" in the first place (because I like to think my lands had some sort of stability together), but in this case I'll accept the switch given the Cottish-Roman history.

IC: The last Roman Governor of Malta, Pietro Sambelli, left the island at around 3PM on the final day of Roman rule in the area, to assume a new, as-yet-defined post within the Roman Government. He reflected a little bit over how the Roman Empire shaped itself- once the masters of the Mediterranean, the Romans have resigned themselves to being the masters of Latium, maintaining control over central North America, turning Roman America into their version of the British Empire's India. They have allowed the Carthaginians, once bitter rivals, to assume control over Italy, and have now even allied themselves with them. He reflected over the Roman handover of Malta to Cotland- the islands were always a distinct area, and they deserved their own government and not to be ruled from either Italy or Libya as had been the case before. "It's okay, Malta- be free. Cotland will serve you well." He smiled before he went to sleep on the plane.

OOC2: I figure that Sambelli will become the Roman Ambassador to Cotland, with a primary interest in Malta. This looks interesting.

The transition of power went off without a hitch. Former governor Sambelli gave a touching speach to the people of Malta along with Governor Groupie, who told the people the same thing that he had told the council, before the Roman diplomat left the island.

All this continued while Cottish fighters, bombers and transports were flown in, along with troops and equipment. The Marines would be responsible for aiding the local police, who were issued new uniforms and weapons, as well as providing land defense in case of the unlikely event that some enemy troops managed to land on Malta or Gozo. The island of Kemmua was made into a fortified island, off limits to civilians. Quite a bit of the Marines would be stationed there, along with the new military headquarters for the Mediterranian region. The construction of the fortified bunker would begin in a week, and it would be large enough to house 7000 people, 250 meters below the sea.

A barrack complex was established on the island of Gozo as well, in the mountains north-west of Gharb. The Marines would train there, extensively. In Mgarr, the Cots would construct a small barrack and a paved airstrip large enough to take a few squadrons of fighters, and Zabbar would house a medium barrack.

Around the islands, gun emplacements and missile sites were established. They would be operational in less then three days.

OOC: Not to antagonize you, but this was more of a transfer of control between two governments, so whether or not the people like it doesn't matter. Also, in RL, when the Ottomans conquered the Balkans in the 15th and 16th centuries the commoners actually liked them- the Ottomans rid the peninsula of the bigger plague known as the feudal system and helped the area gain its prosperity. So it's not that unlikely that people would actually like foreign occupation.

Yep. Plus the fact that since Malta is so seriously militarized, its citizens are going to get some serious taxcuts and other perks, such as a lower cost of living. I don't know if I got it out in the RP, but that is how the people are getting it. I think that they would love the Cots. After all, they have

1) serious protection from bad things
2) more money to throw around on whatever they want
3) plenty of employment in the years to come

So they are happy.

anyways The maritime Republic Congratulates the Aquistion of your territory Cotland and will make RomeW a tier 1 nation in our diplomatic catergory cause we like your style of democratic government. (despite the fact im meant to be communist, but so is china and look at them cough cough.)
