Official Doctrine of Surrender and Apology

To the Esteemed Nations of Pacitalia, Omz, and their allies,

In accordance to Hiroshikan ettiqette, the nation of Hiroshiko apologizes for the covert and clandestine actions done upon the nations of Pacitalia and Omz. Such actions were politically, socially, and morally incorrect as many lives were destroyed and torn apart. Daily routine was utterly disturbed by the bombing of Hongazgrad. For the victims of the families, we sincerely give our condolences and apologies. It was unjust and immoral.

The government of Omz has requested about 15 billion USD from our government. Due to the grief we have caused there, we will gratefully accept the terms implored by the government of Omz. There is not much else we can give other than that, as the war also brought mass destruction to our economic, political, and physical infrastructure and mass casualties amongst our civilians. This alone is straining our limited supply of funds. However, we will comply with your desicion without hesitation.

For the maritime intrusion in Pacitalia, the nation of Hiroshiko deeply apologizes for the intense situation it has created. My predecessor, Chancellor Hihachi, was blinded by his greed for dominance and power, therefore escalating a simple protest into a full scale war. Again, I sincerely apologize for the turmoil we, as the nation of Hiroshiko, caused.

For the requests of Pacitalia, we will accept the terms of occupation. We are also grateful for the aid that Pacitalia shall give in rebuilding our nation physicially, economically, and culturally.

In conclusion, our nation gives our deepest apologies to the nations we have caused afflictions on. I thank you for your time.

To the nation of Hiroshiko:

Apologies and monetary reparations can not begin to repair the lives you have destroyed in your Chancellor's aberrant attempts to militarily coerce the government of Pacitalia to repeal a policy you found repugnant. We are incensed that you have made no mention of the 48 Sarzonian lives taken and the damage incurred to a Sarzonian warship attacked by your fleet.

Since your economy is in near ruins, we will hold off on any demands for fiscal tribute for now. However, in exchange for our not demanding financial largesse, we insist upon the establishment of a military base to be constructed on Hiroshikan soil for the Incorporated Sarzonian Military's use in perpetuity.

If you do not ascede to this demand, you will be forced to make payments of not less than $1 trillion per annum for the next 20 years. I remind your government that our insistence upon a military base does not include any land above and beyond that which would be required for the maintenance of the base and any security personnel required for its existence.

The Omzian government, while satisfied by the apology, would like to highlight the fact that we have demanded a sum of $15.9 trillion United States Dollars ($15,900 billion), not the $15 billion as suggested. Misunderstanding or otherwise, we must warn the government of Hiroshiko to not take the short route out. Thus, though we are fully aware that the requested sum of finances is 49% of Hiroshiko's nation budget, it is imperative that the government of Hiroshiko delivers the sum of money immediately before a series of unwanted consequences happens.

If the government of Hiroshiko does not intend to deliver the sum of finances immediately, we have no choice but to initate the completion of Hiroshiko's demise.

Upon a much heated debate and various arguments within the Omzian government, though we still shows much reluctance and hesitation, the President has authorized the government to allow the government of Hiroshiko to deliver the sum of finances over a period of 10 years (approximately $29.444 billion per week), in the form of cash, silver, or gold. It is most important, however, that the Hiroshiko government must continue the transfer of finances until the final installment is paid to finalize the transfer of the $15.9 trillion dollars, which also covers the total reconstruction cost of Hongazgrad.

Government of the Republic of Pacitalia

I accept the offers directed toward Pacitalia and thank the Hiroshikan government under Supreme Chancellor Takugawa for their promptness. We will also set up a military base, most likely near Kyoshiro, or somewhere best to handle the logistics of rebuilding the torn nation of Hiroshiko.

However, be it known that I will not tolerate avoidance of the sum demanded by the Omzian Democratic Republic. They have requested a specific sum of reparations, it would be in your best interest not to avoid that total, even by the slightest amount. Also, we are surprised at your lack of mention of Sarzonian loss in this war. They fully deserve to maintain a perpetual, peaceful military presence in your nation for their efforts to restore peace and non-military order to Hiroshiko.

Meanwhile, we will, with great determination, remain strong in our desire to rebuild the nation we regretfully had to decimate in order to remove the tyranny from within it. Already, my advisors and I are drawing up a special fixed-period contingency plan for economic, cultural, social and psychological revitalisation in Hiroshiko. It will definitely include the creation of a government agency to handle the full reconstitution of the Hiroshikan nation and will include an overview of the government and judicial systems in your nation.

OOC: Hiroshiko, I'd appreciate some kind of RP'd response to my demands. It's almost as if you forgot you were at war with me and you attacked one of my fleets.

OOC: And it reminds me that I'd still need a response to the bombers. Otherwise I'll be forced to assume that all has been shot down, tough pretty much since no military target was bombed your bombers will be facing an endless stream of interceptors trapped within an encirclement made up by SAMs and naval ships with air defence capabilities enclosing the openings of Hagras Bay.

With the reparations, to clear things up, they have several objectives themselves. However, due to political infighting and other things, we have no interesting in establishing any Omzian territory or bases on former Hiroshikan soil as in our beliefs it would instead drain money from us rather than aiding in the reconstruction efforts and compensate for other costs.

We of the Free Xenizen Forces find these terms to be acceptable, and justified considering the circumstances.

However, there is one Kim Hasashi, a confidante of Rosa Fujimoto, who is still missing. We request permission for National Police agents to locate him, with local cooperation.

I wonder if this will turn Hiroshiko into another Weimar Republic, and I pray it does not.
