A Confidential letter from the office of the Chief of Naval Operations

"To whom it may concern…

Good day and greetings, if you have received this letter you are held in extremely high esteem for your naval prowess, not only as maritime super powers, but also as ingenious designers and capable engineers. Though you may be surprised to hear it from a nation you no doubt are most likely have either never heard of or have had passing relations with we [the Admiralty of the Democratic Peoples Republic of Mekugi] have long since aspired to personally forge our own naval legacy, though we are quite bound by the red tape as funding has long since been given to the army due to political pressure, and many a personal conflict our office has had over matters of reconstruction, and progressive development for the defense of our nation. It is sad to say but we are viewed [in the eyes of the senate] as little more than anachronistic group with too much budget and with far too little to return.

We in the Admiralty of course have been forced to take such views in stride and we make due as well as we can with what little we can scrounge together. Though our funds may be low our design teams and engineers are top notch and our selection of new vessel annually is quite high and quite diverse. It is on one of these designs that I have been pondering on for a little over five years now. With the completion of the Trinity class Battleships [then the largest domestically produce vessel] we were left lacking as budget cuts left us with nearly two main fleets [fleets that were ear marked to be our international presence] lacking any vessel larger than a destroyer and escort carriers. Thought he fleets were capable surely you can understand our outrage at such political maneuvering against us. It was in these desperate and dark times that we combined our resources to push for a new fleet vessel, a dreadnaught. We were well aware that at the time we had nowhere near the funding to acquire such a vessel but more so it was an attempt to show we would not simply stay quiet and pick at the scraps thrown to us, and despite a large public support for the construction of such a vessel, the senate forbade us to even allocate funds for a test rig in order to allocate feasibility structures.

That was five years ago, and on its anniversary of its first refusal we brought the matter up again, with hope that a new Praetor would allow us to at least begin the compulsory studies. Again though we were denied, but in his manner the praetor made one final flaw… he gave us a loophole. At the end of his address concerning the vessel he jokingly stated that ‘The only way I would allow such a vessel is if we were given such a monstrosity out of the kindness of another nations heart…” to the response of hundreds of chuckles. It was in this moment that they meant to humiliate us that we have been given hope, though vague it may be. It is not our intention to humiliate the Senate or Praetor, quite the contrary; We mean simply to show our resourcefulness, and our capabilities, and it is a quest we know the people will support.

It is with this letter that I have enclosed an artists rendering of the ships profile of which I hope will peak your interest. I apologize for not including design specifications but I feel that it would be best to leave those out until we can reach an agreement in so far as terms can be discussed in order to secure the security of ownership. I feel though that it would be prudent to explain ’what is in it for you’ you may have noticed that this was sent directly to your company instead of to a foreign affairs office within your nation, quite simply that was intentional. We are not simply seeking a builder, we are seeking a possible exclusive buyer for the design; the cost? One vessel…

Yes you read that correctly, in exchange for the first ship off the line you receive exclusive production and selling rights, with no need to share the profits and no competition from us… We would as a manner of intellectual property retain the right to produce further ships of this line in the future should more amiable days favor us, but for the most part the profit, and rights are yours, we simply wish to regain our honor and pride. Should you seek further information or are willing to discuss terms please send a reply via the courier that delivered this message, his hotel address should be written on the back of the card that was delivered with this message

[OOC: Sorry for the out of character crap, but I'm not sure if I completely understand the letter. Do you want us [whoever this letter was directed towards, including myself] to build these ships for your navy? Or are you looking for buyers?]

[ooc: Correct on both counts, well sort of. I am selling the design (full multi-page write up; etcetera) but in return instead of them paying for the production costs [which is usually the cost of several items] all I/they want in return is the first ship off of the line.

This is coming from the fact that I know I have the crew for it, and I can afford the annual upkeep, but I do not have the construction capability, nor the resources [Cash or otherwise] at this time to build it domestically. A full explination of the crafts purpose Id prefer to leave that off till I get an interested or better response, though I suppose thats mostly because I like to seem slightly mysterious.

Over all its a rather quiet proposal to a rather elite and respected group.]

[OOC: An interesting proposal. Would your nation consider permitting the construction of an RSIN satellite yard within your borders? If so, you might have something there.]
