Lame Bums

I've been the admin of Earth Six for a while. I believe in the democratic process to an extent, and the majority opinion has always been massively against changing the technology limit from 2010. There's no way in hell that the current group would have wanted to do this: so I ask for all available comments and suggestions.
The story reads along these lines:
The current system of the superpower is blown apart by third world nations by about 2050, world pandemonium ranges for years, and about 2220 a major uniting force puts most of Earth together in a semi-fascist nation. With that under control, there's a huge campaign of genocide against hackers, dissidents, genetically enhanced (remember it's FT), and otherweise abnormal. It kills about half a billion people.
As a side project the government secretly plans to colonize a planet about 3,000 light years away--by sending several super-size ships out therem loaded with 5-10,000 prisoners, designed to keep them in stasis for the trip.
It goes wrong. The ships are sent off course and the prisoners remain in stasis for nearly 30 years, and then the drives finally burn out. Then the ships engage their emergency drives and move toward the nearest habitable planets, nearly 60,000 light years from Earth (yeah those prisoners ain't gonna be seeing it again).
Then the RP begins as a small colony of up to 10,000 people, spread out across several planets (several RPers). Over time everyone develops into self-contained and supported communities. Technology re-develops to semi-2020ish with ground technology, and has sub-warp space engines at least eventually.
OK, that's the idea and plan. Any suggestions, ideas, or comments?
(If you can say where I got this idea, I'll give you a cookie.)
