Fellow Nations,

Recent actions by NATO aligned nations has lead to international confusion and military mobilizations, creating what is a very tense and potentially lethal situation for millions.

Wolfish fully appreciates your rights to hold war games – to train your troops as you see fit – however, as responsible members of the greater NationStates communities – and leaders of some of the most powerful nations on Earth, I would expect you to assume greater responsibility.

I have communicated a similar message to those that mobilized in response to NATO actions before fully investigating the situation.

A military “Mexican standoff” serves no one. We each have a responsibility for the safety and security of our own nations. The best way to preserve that security is to act responsibly on the world stage.

The United Kingdom of Azazia recently joined the NATO, and I therefore dare not presume to speak for or on the behalf of the organization. Instead, I address your concerns, General Blackstone, as the Minister of Defence for the United Kingdom. The military operations undertaken by elements of the Royal Navy, Army, and Air Force for the purpose of preparation and training concern no foreign powers, for such operations were conducted on and wholly within in territory owned, controlled, and operated by the United Kingdom.

Untimely observation of such training operations by foreign powers was considered to be a possibility by my office and by my superior, Prime Minister Tetley. However, each sovereign nation has the right to conduct its own training regimens without informing the remainder of the world body. That some members of the world body authorized full military mobilizations to counter our training exercises may very well seem an inappropriate counter-measure, but one nations are well within rights to call for.

That foreign governments were incapable of determining the purpose behind the Kingdom’s training exercises is simply a partial failure of their intelligence gathering services, by which we mean not to insult such agencies, but simply to point out a fact. Their intelligence obviously indicated that the Kingdom was holding its own wargames, but then said governments made no attempts to contact the Ministry of Foreign Affairs here in Imperium. That is there responsibility and not our own.

The larger scale bombardment operations, to which you likely are more specifically referring, fall under a broader, but still similar, envelope of responsibility. As you conceded, NATO has the full right to authorize joint exercises to better prepare its militaries for the unthinkable prospect of war. Unfortunately, some members of the world body became alerted to our top-secret exercises, to which this government could not have responded either affirmatively or negatively to any inquiries given its secretive nature. However, the Ministry of Foreign Affairs did not receive any inquiries from any foreign governments regarding the activities of the Royal Navy. As such, the view of this government is that the responsibility of the international confusion and mobilizations of massive armies falls upon the shoulders of those governments who sought to intrude upon the classified military affairs of a foreign organization without full knowledge, and without full public inquiries into the nature of such affairs.

My point, simply stated, is that in order to ensure wide spread destruction and potential for armed conflict, anyone engaging in wide-spread wargames should provide notice to the world community.

Failing to do so endangers all nations.
