You could come to my region but I am abotu to go on a imperalitic rage so if you want into the region then u may be in trouble for that,

My region is becoming tied with Nellis', so if you want to be near him but not 'with' him, I'd suggest going there.

Well, there are a few ways.

If you mean in-game, post in Gameplay and invite people to your region.

If you mean in roleplays, what kind of neighbor do you want? Post what kind of borders do you want (i.e. plains? mountains? rivers? cliffs?)
