Our rules that apply to all nations who have placed an embassy in Rome and these rules also apply to Roman embassies downrange.

1. The Ambassador, Embassy staff and Security have diplomatic immunity.
2. No weapons are allowed off embassy grounds, except a pistol for guarding the Ambassador and his staff.
3. All forms of communication are not to be tapped or hacked.
4. All Infomation are property of the Country's government, they will not include infomation stolen or taken from interrogated civilans.
5. Any crimes commited to any citizen or property damage, for example, murder, assault, robbery, rape, vandelism, etc, are punishable by the Country's law.
6. Torture and Interrogation conducted covertly inside Rome or inside the Embassy abuses the sovereignty of Rome.


If you want an embassy in Rome, you must comply with all of our rules:

1.) We are allowed to deny foreign embassies for any reason.
2.) There will be a maximum of 50 Embassy Staff members in the embassy
3.) There will be a maximum of 30 Embassy security
3.) A maximum of 2 Helicopter, 1 unarmed and 1 armed
4.) A maximum of 10 Civilian vehicles or 4 unarmed APCs
5.) Roman embassy security will patrol beyond the embassy gates and protect the Embassy Row
6.) Embassy will no be larger than this picture (http://www.embassy.org/images/photo_69.jpg)


All embassies will be place in the Capital. Embassies and consulates will be place in an embassy row west of the Capital and the Presidential Palace. Their will be construction for a new and modernized embassy row that will replace the current one.

Military Bases/Installations:

Requests for a military installation in the Fatherland will be denied. The Roman government has passed a law that only allies of Rome shall have a military base. The Nations that had a military base in the Fatheraland before the law was passed are excluded. We apologize if you are disappointed.

Consulates may be set up, rather than placing an embassy. Roman Construction Crew will build a consulate on a lot in the Embassy Row. They are cheaper to build, but does not have room for the Ambassador and Embassy Staff's families. Consulates can be set up throughtout the Fatherland in our major cities.

Your own runway. That going to be expensive and take alot of land. I suggest you use VTOL tilt-rotor Aircraft like an MV-22 Osprey.

We generally don't use VTOL aircraft. The fuel costs are too high. What we use is a shortened runway (Not that much wider than the embassy) with rocket-assisted takeoff. We'll pay for the contruction costs.

That was very much the idea to distributed some of our resources to this embasy to make it extra special for our geusts and beautify the locality.

As for the well we can understand you may like to manage your own groundwater resources, we will at the least import a water filter system, we aim to not have waste water going in or out of the compound so that there is no piping going in and out. We will see about having our own waste water recyling room added, since we don't have 'fecal wastes, due to our electric toilets, it is really a matter of cleaning the waste water, we will see about doing this through having our waste water 'turned to steam' by our solar panels as a 'coolant' we can supply the technology for this, it is somewhat standard for the equestrian class estates to use this technology back home. This is due to our stringent sewage laws and the costs involved. Industries are required to treat their own wastes etc.. and the public housing finds cost saving in removing the sewage, and instead creating a urine chemical market which is latter refined, and 'fertalizer/direct' from fecal matter. It is quite an efficient system. If you are interested we can see about setting up an industry in Rome? Perhaps for your military bases or government buildings etc..? It creates long term cost savings and reduces environmental impact.

It has enhanced our green level indirectly as the urea refined can be used as a fertilizer, it has a number of commercial uses as well, urea is very valuable, it is to valuable and potentially damaging to be flushing down the drain.

As a replacement to the well we would like to add a 10 ft deep water resevouir underneath the pool from the shallow end conforming to the pool depth demesnions, so that the deepend may have a mirror 1 ft resevoir depth and the depth at the shallow end with be 10 ft. The pool and resevoir are connected via a closed hatch system at the bottom and top respectively. There is also a hallway from the subfloor to the resevoir, the water filter and air filter for the garage area are to be kept in the room connected to the water resevoir, which is down steps and just bellow the subfloor (so it won't flood the basement if opened.) We will truck in the intial filling of the water via a tanker, and we may refill it if for some reason water supplies are requried, such as filling the pool, also as a slight cover. Of course there would also be a laundry room in addition to the power room/maitence room. The laundry would be on the top floor, while the powerroom is on the subfloor.

We would also like to mount wall mount peavines and have a small greenhouse garden stretching at the side of the compound from the ront to back, the greehouse is also to serve as a solarium/sun room. and will connect at the back patio from the basement up a set of stairs into the small greenhouse.

The receiving office and security office are to be on the main floor, the bedrooms and laundry are to be located on subfloor 1 and the maintanence and strong room and communications secodary security room are to be on subfloor 2. The living room / main hall / conference area is to be on the main floor. Thus only 1 floor is above ground but should be around 15 ft heigh the other floors should be around 10ft. (the pool is to be 15 ft deep but in a dip hill from the back hard 5 ft high so there is a small concalv or laying area around the pool. U . We would also like to install a jacuzii and sauna room between the fitness room and the pool, with a standing shower as well. all open, ' a wet room'. The Ambassadors office is to be behind the assistants office. The assistants office is connected to the living room hall, which is connected to the fitness area and subfloor 1. The security greeting office is the first room after the coat room. We of course will pay for 'everything'. Don't you worry it will be raveshing, and when it's finished you'll have to come over and try out the stuff for yourself, you can be our first geust.

We will send a number of our sanitary engineers to meet with your sanitary engineers and an entourage if it so please the Roman republic to discus our waste desposal systems and feild a Q&A and see how you would like to proceed.

A few details that may be of interest to you is that 95% of a healthy individuals urine is water, with 2 percent being organically synthesized urea. Urea is used in a number of process not the least is the fact that each individual produces enough urea to assist in the growth of an equivlent amount of grain (not to meantion phosphates etc..)

The fecal wastes are also usable for a number of processees including as biofuel or once again as fertlizer. There are a number of models that have been implemented in various parts of ICCD. The cost savings on bio feul can be 40% or more on other sources. This in turn can be used for electricity generation or other usages such as methane production. The fecal mater can also be turned to fertalizer and several other uses.

Our system is mostly area based. We were lucky enough to integrate our systems as cost savings to regulation but the long term savings are great, especially with the technologies proliferated and supported. We use three types of drains one is to filter urine, the second fecal mater, it is stored in a small septic tank and it is then released depending on locality, most of our systems are 'privatized' where individuals use them for their personal gardens, however, some is also sold, much like surplus electricity, of course you could implement a fully public system if it was in the interest of your state to do so, ICCD is highly personalized and at the same time the state instututions are incredibly centralized. Some of the systems are presure flushed by a dedicated antiseptic pressure system in areas that require it, generally the cities, especially in complexes. Essentially a 'flush stream' washes the feces to the holding bay for it to be treated and then depending on it's batch processed. The water is then turned to steam by solar maginifers, and the solid particle residue seperated. A second 'flush' by the pipes is the 'sanitary and maitence flush' which cleans out the piping for safer maitencance.

Finally we hae a rain water collection system, and aquifers, aquiducts, we also have deep ground hard water basins both natural and manmade.
Of course the engineers can go into even more detail when the Roman Republic is ready to hear more. You should note that the two basic models are 'individual sustenance, they need to manage their own disposal, public sustenance, either land lords or agents of the cities infrastrucutred can manage them. We have a mix of systems. The electric incinderator toilets tend to be 'high end' where as two mode flush collection system, tends to be much more affordable, paying itself off in water savings in 2 years + for many providing an renewable industry that improves the environment over other systems, meaning more environmental resources.
